SUMMARY OF PROPOSED ACTION The proposed action is to build a 7,975 square foot single story administration building to be a shared facility for Water District #125 and Val Vue Sewer District. The common areas include 2,000 square feet with the lobby, toilet rooms, meeting room, and lunchroom. II. REVIEW PROCESS The proposed action is subject to State Environmental Policy Act (SEPA) review as the project does not meet the exemptions listed under Part Nine — Categorical Exemptions (WAC 197 -11 -800.) IV. BACKGROUND/PROPOSAL The proposal is to build a 7,975 square foot single story administrative office building to be shared between Water District #125 and Val Vue Sewer District. Site development will include all required parking and landscape buffers. The existing 8,805 square foot vehicle storage building and 4,818 square foot material storage yard are to remain. The site to the north is occupied by a 48 unit residential apartment building. The site to the east contains a retail store. Across 148th Street to the south is a church. Format will follow criteria as listed on the Application checklist. 1) RELATIONSHIP OF STRUCTURE TO SITE a) The site has been planned to comply with all required Codes. This includes setbacks, landscape buffers, and pedestrian access. Please see A -1.0 Site Plan, and L -1 Landscape Plan. b) Parking and service areas have been located at the rear of the site to the extent possible, screened by the office building and landscaping. Public parking is required to be located at the front of the building due to site restraints; but has been kept to a minimum size. c) The building height and scale are well below what is allowed in this zone. The building is a single story structure that relates to scale of the site. 2) RELATIONSHIP OF STRUCTURE AND SITE TO ADJOINING AREA a) Harmony of texture, line and masses has been maintained. Please see A -3.0 and the color perspectives of the project. b) Appropriate landscaping has been designed at each required buffer along the street frontage and side yards. Please see L -1 Landscape Plan. c) The project is a public building and has been designed to be consistent with and to enhance the neighborhood character. It will be a marked improvement compared to the previous structures. d) Vehicular and pedestrian circulation has been designed for safety, efficiency and convenience. An administrative variance will be obtained to allow for two driveway entrances to achieve this goal. Pedestrian walkways are provided to access all portions of the facility. e) On -site vehicle circulation is compatible with street circulation. All required frontage improvements are planned. Please see Civil Plans. 3) LANDSCAPE AND SITE TREATMENT a) Existing topographical patterns will be maintained. The site is relatively flat, which enhances the utility of the site. b) All grades of walks and parking comply with ADA codes and will promote safety and an inviting and stable environment. c) Landscaping is designed to act as buffers, screens and to provide shade. d) All landscaping is protected from injury with curbs, walkways and by providing clear pathways for pedestrian and vehicular traffic. e) Planting space is limited on this small site, so shrubs and trees have been planted in paved areas as required and to the extent possible. The areas of material storage, dumpsters /recycling, etc will be screened by a combination of solid walls, fences and landscaping that will provide screening year round. g) CMU screen walls will be used wherever planting cannot accomplish the required screening. h) Site lighting is designed to minimize impacts to all adjoining properties. The lighting is will enhance the building, landscaping as well as safety and security. 4) BUILDING DESIGN a) The architectural style of the project is simple and subdued. The goal is high quality, low maintenance and longevity of materials. b) The building is appropriately scaled and is in harmony with the permanent neighboring developments. c) All building components have good proportions and relationships to one another. Please see A -3.0 and renderings. - d) Colors are natural and harmonious, with no bright or brilliant colors planned. e) All mechanical equipment is ground mounted and screened. f) All exterior lighting has been designed as part of the overall architectural concept. Please see Electrical Site Plan for layout. g) Great effort has been expended to avoid monotonous design. Even though the design is symmetrical and efficient, a variety of forms, shapes and geometries have been incorporated for variety and visual interest. 5) MISCELLLANEOUS STRUCTURES AND STREET FURNITURE a) Wood trellises, covered porches, benches and patios are incorporated into the design concept. They each are compatible and enhance the project. b) Lighting meets the guidelines applicable to the site and buildings. 6) CONSISTENCY WITH ADOPTED PLANS AND REGULATIONS (TMC 18.100.030) a) ALL COMMERCIAL AREAS i) GOAL 1.7 "Commercial districts that are visually attractive and add value to the community, are visitor and pedestrian friendly, are designed with pride and constructed with quality workmanship, are secure and safe with adequate lighting and convenient access, are un- congested with smooth - flowing traffic patterns, are well- maintained with adequate streetscape landscaping, and are wholesome and in harmony with adjacent uses ". (1) The project complies with all City of Tukwila Codes and ordinances, as well as ADA and IBC requirements. The Project is designed to meet the desires of Goal 1.7 as stated in the description above. b) PUBLIC FACILITIES / UTILITIES / STREETS i) GOAL "Goals for the design of these improvements are scattered throughout the various sub area components of the Tukwila Comprehensive Plan and no goal appropriately summarizes the City's position. Specific policies are presented below ". (1) The project reflects the highest standard of design quality and enhances neighborhood quality and will set the standard for others. The District's are conscientious of producing the best design possible, while at the same time being considerate to their rate payers by maintaining a modest budget. (2) Water District 125 and ValVue have agreed to consolidate their administration to this single site to minimize visual impacts to the neighborhood. Noise associated with the operation of the district vehicles, employee vehicles, and customer vehicles can be anticipated. The District operates their business between 8:00 am and 5:00 pm. 5 days a week Typically each District schedules public meetings at the site twice a month. The Water District meetings are held from 10 am to noon. The Sewer District meetings are held from7: 30 pm to 9: OOpm. The emergency back -up generator will require monthly testing. 3) Proposed measures to reduce or control noise impacts, if any: Continue operation of the District between the hours described above. The existing emergency generator is located outside of the Administration Building. The testing time for the generator should be coordinated with the community to make the least impact. 8. Their uses include administrative offices, crew and operations functions and vehicle and inventory storage buildings. The site to the north is occupied by a 48 unit residential apartment building. The site to the east contains a retail store. Across 148`h Street to the south is a church. To the east there is also a church and a vacant commercial lot. b. Has the site been used for agriculture? If so, describe. Not in the recent past. c. Describe any structures on the site. There is an existing 8,805 square foot building currently operated by the Water District. .
