S. 146th Street. For questions related to this letter, the short plat process, and resubmitting please address those directly to myself. For technical questions regarding a specific Departments comments, please address those directly to the appropriate individual. Planning Division of DCD 1. Public Works has noted that a total easement of 15 feet is required for the storm drain bypass that is located on the east property line of proposed lots one and three. Public Works has noted that it may be possible to reduce the size of the easement if certain requirements are met. Please note that the easement will constrain the house size and location on proposed lots one and three. Show the easement area and revised home locations on the plans. 2. Planning staff has some concerns in granting a reduction of the wetland buffer size when enhancement of the buffer area directly adjacent to the wetland is not possible since that area is under separate ownership. The City proposes that the wetland reduction be the minimum possible in order to allow lot five a reasonable rear yard area (see attached map). Please revise the wetland enhancement plant and plans to reflect the modified buffer area. 3. Revise the note regarding which trees are to be retained. Trees marked with a circle appear to be retained. The plans note that these trees are to be removed. Public Works Department 1. The water and sewer availability letters need to . be renewed since they will expire in December. The water availability letter should also reference the new fire hydrant. 2. Per King County Surface Water Design Manual the relocated stream requires a 10 -foot easement and a five foot easement from building setback line. However if the following are met and exception can be granted. a. AS- BUILTS showing the location of the pipe are submitted; b. A geotechnical /structure analysis demonstrates stability of the of the proposed structure(s). c. Access for maintenance /replacement remain unobstructed. 3. There is a very tight area where driveways from lots three, four and five come together, reevaluate this issue to avoid possible conflicts. 4. All utilities within the right of way shall be perpendicular or parallel of the right of way, see the attached mark -up. 5. Lot two shall not have direct access to S. 146th Street, instead lot shall access from the private road. Fire Department 1. An approved Fire Department turnaround is required for the project due to the length of the driveway from the access road. 2. The proposed fire hydrant must provide at least 1,000 gpm fire flow. There is an existing home on the property which is currently vacant. Other development activity includes, the demolition of all existing structures on the site, cut /fill of 2,500 cubic yards with all material remaining on site, construction of utilities, installation of frontage improvements along S. 146`h Street, construction of a private access road, relocating an existing storm pipe, and enhancement of a wetland buffer. E03 -025, (CC. L2000 -073, L03 -061) SEPA Staff Report The soil on the site is consistent with other soils in the City and is composed of Alderwood gravelly loam. There is a slight grade on the property frAorthwest to southeast. No portion of the site is considered steep slopes under the City's SAO regulations. Approximately, 2,500 cubic yards of fill will be cut and filled on the site. All material will remain on the site. Road base and paving materials will be imported to the site. Best Management practices will be utilized to minimize erosion during construction. •Air Construction activities during construction may have some impact on air quality. The impacts may include dust particles and automobile exhausts. The applicant will be required to utilize best management practices during construction in order to minimize air quality impacts. • Water There is an offsite wetland located to the northeast of the project property. The wetland has been classified as a class 3 wetland in a report submitted by John Comis Assoicates, Inc. dated December 8, 2006. The City requires that a 50 -foot buffer be maintained around a class three wetland. A portion of the wetland's buffer extends onto the project property. Water from the wetland collects on the applicant's property and is carried in an underground pipe through the applicant's property and connects to the City's system in S. 146th Street. The current pipe on the property is located directly in the middle of the property and actually runs beneath the existing house. The applicant has proposed to relocate the pipe to the east edge of the property. The applicant has proposed to reduce the buffer from 50 -feet to 25 -feet. The applicant is required to obtain Special Permission from the Director in order to reduce the buffer. Plants The property contains a large number of significant trees, both coniferous and deciduous. Approximately 18 significant trees are proposed to be removed. None of the trees are located within a sensitive area. The applicant has also proposed to provide wetland enhancement as mitigation for the reduction of the wetland buffer. 31 trees will be planted within the wetland buffer. The City's subdivision regulations also require that one tree be planted on every lot for a five lot short plat. The applicant will retain existing trees on each lot thus additional trees are not required, however, the City will require that the applicant place trees along the require sidewalks in order to enhance the streetscape. Gilbert Chin Six Lot Short Plat E03 -025, (CC. L2000 -073, L03 -061) SEPA Staff Report • • • Animals The animals on site are typical of those found in urban settings, such as birds and rodents. The property is bordered by residential development this makes the site too small to provide habitat for any large species of mammals. The entire Puget Sound region is part of the Pacific Flyway for migrating birds. There are no known endangered or threatened species on the property. • Energy/Natural Resources During construction gasoline will be needed for operation of machinery and automobiles on the property. The project will have no affect on the potential for solar energy. • Environmental Health Noise from the project will be short term and will be associated with heavy construction equipment. The applicant will be required to meet the City's hours of operations for work within residential districts of the City. Land /Shoreline Use The current zoning on the property is Low Density Residential (LDR). There is an existing home on the property, but due to the poor condition of the home the applicant will demolish the structure. The project area does not lie within the shoreline area. Housing Upon completion, a total of five new single family homes will be constructed on the property. Aesthetics The applicant will retain as many trees as possible. This will help reduce any aesthetic impacts from the development. A large stand of trees will be retained along the west property line which will provide a buffer between the new homes and the adjacent apartment buildings. Additionally, the access road for the proposed development has been located along the west property line which provide an even greater separation between the new homes and the apartment complexes. The homes on proposed lots one and two will face towards S. 146`" Street. L2000-073, L03-061) SEPA Staff Report • • • Light and Glare Lighting impacts will be minimal and will remain on site. Recreation There are no parks or recreation facilities in the immediate vicinity. Historic and Cultural Preservation No known places or landmarks exist within the project area. During construction if any landmarks or evidence of historical, archaeological, scientific, or cultural importance are found on the site, work will stop immediately and the contractor will notify the City of Tukwila, Washington State Office of Archeology, and the Muckleshoot Indian Tribe. • Transportation The primary public street that will serve the development is S. 146th Street. Tukwila International Blvd (TIB) is located a half a block west of the property. TIB is a major north /south route. One and a half blocks to the east is 42nd Ave South which is a major residential aerial. Bus service is available along 42nd Ave South and TIB. The applicant will be required to pay traffic impact fees at the time of building permit issuance. Public Services N/A Utilities The project involves the extension of utilities to the various lots in the short plat. City Code requires that the utilities be underground. The following utilities provide service in the area, Val Vue (sewer), Highline (water), Puget Sound Energy (Gas and Electricity), and Comcast (cable). As part of the project the existing home will have to be demolished. Typically the removal of a single family home is exempt from SEPA, however since the removal of the home is part of a larger action which is not exempt from SEPA, the City cannot issue the typical exemption found in RCW 43.21C.110 and WAC 197- 11- 800(2)(f). The City has received reports of illegal activity (prostitution, drug use, and trespassing) occurring on the property, additionally the structure is not secure. In August the City initiated a code enforcement action to have the home secured (RFA06 -381). Mr. Grimm proceeded to board up the home and removed some of the vegetation in the front of yard which prevented motorists on S. 146th Street from viewing the property. However, recently the boards have been removed and illegal activities have continued. Pursuant to RCW 43.21C.110 and WAC 197 -11 -880 which are adopted by reference in TMC 21.04, the City of Tukwila will exempt the removal of the single family home in . order to prevent an imminent threat to public safety and to prevent an imminent danger to public and private property. The removal of the home, which is located in the front of the property (towards 5.146` Street) will not impact the wetland and stream, which is located towards the rear of the property. The emergency exemption is limited only to the demolition and removal of the home and associated out buildings. The applicant is not permitted to conduct any grading or other development activity on the property under this emergency exemption.
