Mullet, Mayor Department of Comm nay Development Steve Lancaster, Director MEMORANDUM To: Steve Lancaster From: Rebecca Fox (2,r Date: June 8, 2006 Re: Staff Evaluation/SEPA Determination – E06-007 Southgate Creek Culvert Replacement —Small Drainage Project Project Description: Tukwila Public Works proposes to remove a culvert that is actively eroding into Southgate Creek near 13422 40th Avenue South, and restore the natural stream channel. The existing culvert embankment that is proposed for removal is located partly directly downstream of 40th Avenue South on City of Tukwila property. The project also calls for installing a 24" overflow culvert at the maintenance access upstream of the 13422 40th Avenue South driveway, and installing an earthen berm across the maintenance access. This project was identified by public complaints and City of Tukwila public works and maintenance staff as the highest priority based on maintenance needs, public nuisance and potential damage to adjacent properties. The entire Southgate Creek Culvert Replacement project is located within environmentally sensitive areas with slopes and watercourses. Daylighting the stream is intended to improve watercourse function. Best management practices for steep slopes and watercourses shall be observed during construction, and proper plantings and mitigation shall be provided after construction has concluded. Once the construction project is completed, the daylighted stream with appropriate plantings will experience decreased erosion, and improved function. Agencies with Jurisdiction: Washington Department of Ecology Washington Department of Fisheries and Wildlife Other Required Permits: Special Permission Director — Tukwila Department of Community Development Hydraulic Project Approval (HPA)-- Washington Department of Fish and Wildlife Summary of Primary Impacts: • Earth The site is generally rolling, with some steep slopes up to 30 percent at the north end of the site. (Note: Checklist does not indicate, but site includes some Class 2 and possibly Class 3 slopes.) The culvert embankment that will be replaced is now eroding into the creek. Approximately .5 acres will be cleared and graded for the project. Disturbed areas will be replanted per comments by DCD Urban Environmentalist. • Water The project is located along Southgate Creek, a Type 3 Watercourse that flows into the Duwamish River. Work will require temporary diversion of creek flows around the project area. It is expected that the work will take place during the low flow months. Water flow diversion will be needed during construction, and it can be accomplished with a sandbag dam and portable pump. The project provides maintenance and upgrade of the existing City of Tukwila drainage system. Best management practices will be utilized to prevent sediment transport. • Plants The project site is largely vacant with deciduous trees, conifer, blackberries, lawn and ivy. Non - native grasses and blackberry will be removed. The SEPA checklist indicates that all areas are to be hydroseeded following construction. DCD's Urban Environmentalist has commented that this is inadequate, and has given direction for more appropriate plantings • Animals Insects, songbirds and rodents have been observed on or near the site. • Energy and Natural Resources No energy impacts. • Environmental Health Accidental fuel or oil spills could result from operation of heavy equipment during construction. We recommend that the contractor have spill control supplies on hand. It will be necessary to repair and fuel the equipment offsite. Construction noise will occur during work hours (typically 7 a.m. to 6 p.m.). Machines will have mufflers. All work will be in accordance with City of Tukwila noise ordinances. • Land/Shoreline Use The site is designated LDR per the Comprehensive Plan, and is zoned LDR. It has both watercourse and steep slopes. The SEPA checklist ( #8.h.) does not reference this fact. • Housing No housing units will be affected. • Aesthetics No structures are proposed, nor is a view affected. Construction will take place during daylight hours. • • Recreation Southgate Greenbelt Park is immediately south, west and east. • Historic and cultural preservation Part of the site is undeveloped, while a portion includes a crumbling driveway. • Transportation No transportation impacts are anticipated. • Public Services Repair and daylighting of the creek will result in reduced maintenance requirements for the City of Tukwila. No other direct public service impacts will result from this project. • Utilities All utilities are currently available at the site vicinity. Comments No comment letters were received in response to the Notice of Application. Recommendation: Pursuant to WAC 197 -11 -340, a Determination of Non-significance (DNS) is recommended. No probable significant adverse impact to the environment is anticipated through this project. The DNS is based on the impacts identified within the environmental checklist, and attachments. It is supported by plans, policies and regulations formally adopted by the City of Tukwila for the exercise of substantive authority under SEPA to approve, condition, or deny proposed actions. We do not anticipate any landslide issues during or following construction. We are adding a small retaining wall where we are removing the driveway to stabilize the slope on the roadway side. The important thing to consider is that we are removing fill that was place years ago and returning the area to its original condition. Minor sloughing may occur but this is the natural stream process and it is not anticipated to cause any damage to private property or the roadway. We are installing two logs to control stream bed cutting that may occur. I do not believe channel migration will be a problem since the steam is fairly straight in this section, we are not changing any of the stream above and below, and the steam is very confined within the steep banks. I will forward a copy of the HPA once it is obtained. Typically, we require both a geotech report and watercourse study in a project of this type. 1) Steep Slopes: Are there any concerns about working in the steeply - sloped area? Any further issues that would affect development in the slope area? Other information? 2) Watercourse: Sandra has prepared some comments on stream bed mitigation. Are there any other factors that will affect work in or around the stream bed? 3) HPA permit: Please forward me a copy of the HPA permit for the file when you receive it. Thank you. I do, however, have a few comments, as follows: Sheet 9, planting plan: 1. Recent research has shown that, particularly for planting in restoration sites, planting holes should not be backfilled with compost or other amendments. It is much preferred to install plants in native soils and apply the compost on top of the soil. Alternatively, if the soil quality is such that amendment with organic material is needed, the entire site should be amended and then planted. The construction note and drawings should be modified accordingly. 2. The planting holes should not be any deeper than the depth of the root ball to be planted to prevent settling. 3. Construction Note 3 mentions a detention pond and elevations of 190 -195. This appears to be incorrect. 4. Additional planting notes that should be added: a. The root ball should be inspected before planting. Plants with cracked roots or those that are excessively root bound shall be rejected. The roots shall be loosened and pruned as necessary to remove any circling roots. b. Plants shall be nursery-grown and contractor must have invoices /packing lists on- site. General 5. Temporary irrigation may be needed.depending on when plants are installed. 6. A temporary erosion and sedimentation control plan will be needed. 7. A plan for temporary diversion of the stream during construction activities will be needed. Southgate Creek Culvert Replacement: Remove existing culvert located directly downstream of 40t" Ave South and restore to natural stream channel. Install 24" overflow culvert at maintenance access upstream of 13422 40th Ave S driveway and install earthen berm across maintenance access. See attached plan for further detail. 12.
