Ron Cameron, Public Works, gave a brief introduction of Mr. Perteet of Perteet Engineers. Mr. Perteet gave an informational overview of the Gilliam Creek Drainage. Cameron recommended that the detention /water quality treatment design for the creek portion, which is above 42nd Avenue South, be approved. He said this project was budgeted for in 1994 to carry out the final PS E. Nancy Lamb, 4251 South 139th Street, commented that as a school project, her son was asked to focus on an American artist, he chose Alfredo Arreguin. While working on this project with her son, Lamb learned that one of Arreguin's art pieces was purchased by the Smithsonian Institute, and last year they proclaimed it one of the seven most significant acquisitions that they had made. She offered this information so that the Council would be aware that the City has in its possession a treasure in the two large, Blue Heron Oil Paintings that's mounted behind the dais. The artist is Alfredo Arreguin. She said the Council might want to consider increasing the insurance valuation on the paintings since the artist is recognized both internationally and nationally. Carleigh Barnes, Community Affairs liaison, Tukwila Chamber of Commerce, 16400 Southcenter Parkway, extended an invitation to the Council and the Administration to attend the Annual Meeting Committee of The Whole Meeting Minutes April 10, 1995 Page 2 Citizen's Comments (font' d) CITIZEN'S COMMENTS (Neighborhood Revitalization) SPECIAL ISSUES Professional services Contract for Comp Plan Devel. Update on Work Plan for completion of Comp Plan of the Membership Luncheon this Friday, April 14, 11:30 1:30 p.m., Double Tree Suites. Ken Eikenberry, Head of the Washington State Republican Party, will be the featured speaker. Ron Lamb, 4251 South 139th, commented on an activity that the Foster Community Club engaged in on Saturday -clean up of Southgate Park. He thanked Randy Berg for his help in providing some of the equipment used for the clean up. He stated that while there he noticed racist graffiti on a structure. He volunteered his Community Club group to help clean it off. Commenting on the structure, he suggested that the fire place and chimney be removed so that it won't continue to attract camping and other potential problems that have been prevalent there. Councilmember Ekberg suggested this issue be forwarded to the Community Affairs and Parks Committee for further review. None. 6C,--. Steve Lancaster, DCD Director, informed the Council that in response to their request, a draft Contract for Services had been prepared to obtain additional legal support as they review and deliberate on the Comprehensive Plan and development regulations. The Administration is recommending that Charles R. Wolfe of the firm Scwabe, Williamson, Ferguson and Burdell, be retained. Mr. Wolfe has been providing legal advice to staff as the draft Plan and regulations have been developed, and is very familiar with these documents. He said Wolfe has considerable expertise in the areas of land use law, growth management and the "regulatory takings" issue. It was the Council consensus to authorize the Mayor to sign the Contract for Services with Charles R. Wolfe. Since the contract is under $20,000, no further Council action is required. Lancaster updated the Council on the Work Plan for completion of the Comprehensive Plan, stating that they are right on schedule. He said last Thursday night the Planning Commission completed Committee of The Whole Meeting Minutes April 10, 1995 Page 3 Update on Work Plan (Cont' d) Neighborhood Revitalization Strategies Agenda for Council /South Central School District Joint Meeting its review of the proposed Comp Plan and unanimously recommended it for Council review. The April 24th schedule will be met -the Council will receive a marked up version of the Comp Plan and a clean version (as requested) will immediately follow. The Council reviewed the Vision Statement which focused on what tomorrow's Tukwila will include. Councilmembers agreed that they want to keep a diverse population of responsible citizens who will actively care for their neighbors, schools and community. The Council also discussed the draft Sewer Plan Ordinance which contains the policies, priorities, and changing the TMC hookup requirements. After a lengthy discussion, it was the consensus of the Council to forward the Sewer Ordinance back to the Utilities Subcommittee, with amendments, for further discussion. Council President Craft suggested that the Council view a movie on Revitalization at the April 24th COW meeting, beginning at 6:00 p.m. and invite public comments. The film is 90 minutes long. City Administrator McFarland reminded the Council of the Joint School Board/Council Meeting scheduled for Thursday, April 27, 7:00 p.m., school library. Joint Meeting (font' d) Comments from citizen REPORTS J The Council reviewed a draft agenda for the School Board/Council meeting, which included items related to City and School Programs; Student Issues; and Facilities Issues. Ron Buehler, 5336 South 140th, commented that he has noticed that neighbors have begun to move out of the City and/or place their kids in private schools because of the City's deterioration in the last three or four years. He says he's been thinking about moving out of the City also and he's been here all of his life. He also said he would support a police precinct or a substation being located on Pacific Hwy 99. Mayor Rants reported on RTA issues. He also stated there will be a meeting this coming Thursday of the Transportation Policy Board of the Puget Sound Regional Council; one of the agenda items will be to discuss multijurisdictional grants. Regarding the Metropolitan Transit Plan, Rants said they have hit a stumbling block with the elected officials from Suburban Cities and some counties because of congestion pricing. Congestion pricing places a market on employer parking in suburbian areas. Councilmember Duffie reported that there was a fire in the City this past week at the Verona Apartments; and even though the Fire Department acted swiftly, there was a loss of one life. He commended the Fire Department for their usual promptness. Council President Craft reminded the Council of this Thursday's Council meeting with Chuck Goll at 5:30 p.m. The meeting will be held in the Public Works large conference room. Councilmember Mullet reminded the Council of the tour on Friday, 2:00 4:00 p.m. The tour is to benefit the Council as they prepare to review the Comp Plan. Councilmember Carter suggested that the City's FAX number be added to the Hazelnut. Councilmember Robertson inquired about the Voice Mail System that is now in place throughout the City. He asked for written documentation of various aspects of the System, i.e. privacy -who has the pass word/access code to the entire system, and what are Committee of The Whole Meeting Minutes April 10, 1995 Page 5 Reports (Cont'd) the City's policies on the same. Also, what are the system's capabilities. ADJOURNMENT 9:21 p.m. City Administrator McFarland responded that his assistant is currently in the process of writing the policies. As for the System's capabilities, he will place the manual in Robertson's mail box tomorrow. He said there are security measures built into the system; however, he will respond to Robertson's other requests as soon as possible. McFarland reminded the Council of the copy of a letter he had placed in their mailboxes that he had received from Mr. Peter Kirch. He said it can be discussed in an Executive Session at next week's Regular Council. MOVED BY ROBERTSON, SECONDED BY DUFFIE, TO ADJOURN THE COMMITTEE OF THE WHOLE MEETING.
