feet of subject property, comments are due 30 days after the notice of application is mailed/posted. The notice of
Application for Shoreline Substantial Development Permit must include a statement that any person desiring to submit
written comments on the application or desiring to receive notification of the final decision on the application may do so
within 30 days of the notice of application. If a hearing will be held on the application, the hearing notice must include the

The proposal is to will distribute leftover soil from the water and sewer trenches created
through the Allentown water and sewer project as fill material on private property. The soil
has been tested for petroleum and found clean. The top soil will not be allowed within any
wetlands or drainage courses.

III. REVIEW PROCESS
The proposed action is subject to State Environmental Policy Act (SEPA) review as the
project does not meet the exemptions listed under WAC 197 -11 -800.
IV. BACKGROUND/PROPOSAL
Up to 10,000 cubic yards of fill was exported from the project sites during the installation of
water and sewer lines in the Allentown neighborhood. The contractor has made this fill
available to property owners who wish to raise their yards.

NOTICE OF APPLICATION
PROJECT. INFORMATION
The City of Tukwila Public Works Department has filed applications for distribution of
leftover soil from the Allentown water and sewer construction project as fill material. The
fill would be placed on private property within the Allentown neighborhood. The soil
will not be placed within any wetlands or watercourses.
Permits applied for include: Development Permits for fill placement
Other known required permits include:
L04 -007 Shoreline Substantial Development Permit Addendum for work within 200' of the River
A SEPA checklist E07 -005 Environmental Review has been submitted along with the above
applications.
FILES AVAILABLE FOR PUBLIC REVIEW
The project files are available at the City of Tukwila. To view the files, you may request
them at the counter at the Department of Community Development (DCD), located at
6300 Southcenter Boulevard #100.
OPPORTUNITY: FOR PUBLIC COMMENT
Your written comments on the project are requested. They must be delivered to DCD at
the address above or postmarked no later than 5:00 P.M., April 16, 2007. No public
hearing is required for this request.
APPEALS
You may request a copy of any decision, information on hearings, and your appeal rights
by calling DCD at (206) 431 -3670. The development permit may be appealed to the
Hearing Examiner. No administrative appeal of the SEPA environmental determination
shall be allowed.

plans, policies, and regulations formally adopted by city of Tukwila for the exercise of
substantive authority under SEPA to approve, condition, or deny proposed actions.

feet of subject property, comments are due 30 days after the notice of application is mailed/posted. The notice of
Application for Shoreline Substantial Development Permit must include a statement that any person desiring to submit
written comments on the application or desiring to receive notification of the final decision on the application may do so
within 30 days of the notice of application. If a hearing will be held on the application, the hearing notice must include the
information that written comments may be submitted, or oral presentation made at the hearing.

The proposed project will distribute leftover soil from the water and sewer trenches as fill material to residents
of Allentown to fill private property. The soil has been tested for petroleum and found clean. The top soil will
not fill in any wetlands or drainage courses.

Up to 10,000 cy of soil was to exported from the project sites during the installation of water and sewer lines in
the Allentown Neighorhood. The Contractor needs to dispose of stock piled top soil. The left over top soil will
