Phase 1 of the project is nearly complete. This application would cover Phases 2 and 3 from S. 116th Street to S. 138th Street. The City of Tukwila is proposing to construct corridor roadway improvements on Tukwila International Blvd. (T.I.B.) between S 116th St and S 138th St. (See attached vicinity map.) This project is approximately 1.4 miles long and is comprised of two separate federally funded transportation projects that have been tied together as a single construction project. Both projects are included in this assessment. The purpose of this project is to construct urban street amenities along both sides of the roadway that include: curbs, gutters, sidewalks, illumination, landscaping, bus pullouts, storm drainage facilities, and relocation of overhead utilities to underground. (See attached cross section.) No additional vehicular travel lanes are proposed. The existing roadway includes two through -lanes in each direction, an intermittent center turn lane, and paved shoulders. Construction is anticipated to begin in March 2007 and to be completed in August 2008. The most current endangered species listings were obtained from the websites of NMFS and USFWS on May 26, 2006 and copies are attached to this letter. The following listed species are addressed within this assessment: Bald eagles, Chinook salmon, Steelhead trout, Bull trout, and Dolly varden, as well as Essential Fish Habitat.. Construction activities will include installation of retaining walls, storm water facilities, sidewalks, landscaping, illumination, asphalt paving, and conduits for underground utilities. Typical construction equipment will be used such as backhoes, dump trucks, asphalt/concrete saws, loaders, vibratory compactors, pavement grinders, paving machines, and drilling rigs. Construction activities will occur during daytime hours in accordance with local noise ordinances. In general, visual and audible disturbances related to normal construction activities are expected to exceed ambient levels up to %2 mile from the source of the disturbance. No blasting is anticipated or warranted. The proposed project also includes significant water quality improvements. Currently, roadway runoff is directly discharged to the branch of the nearest creek with no treatment or detention. This project will collect all roadway runoff into a separate new system and provide treatment and detention, in accordance with the Highway Runoff Manual, prior to discharge to the Duwamish River. Existing impervious area within the project limits is 16.54 acres (74 %) and the proposed project will add approximately 0.73 acres. The proposed treatment facility will provide treatment for 10.35 acres. Field reviews were completed by the project team on three separate occasions. On January 18, 2006 the City /Consultant design team (including engineering and environmental staff) visually inspected the existing drainage system and creek systems along the project. The proposed storm water plan was evaluated against the existing collection system and potential impacts to nearby creek systems were noted and discussed. The project site was photographed on January 31, 2006. On February 2, 2006 a field review was completed by the City /Consultant design team to determine the occurrence of and anticipated impacts to ESA listed animal and plant species. The project setting for the portion of Tukwila International Boulevard included in this analysis generally traverses the west hillside of the Green/Duwamish River valley. The roadway is cut into the hillside creating steep uphill slopes to the west and steep. downhill slopes to the east. Storm water and groundwater runoff from the hillside and above is collected in pipes and ditches that eventually converge near the toe of the hillside to create the typical stream channels for several branches of local creeks. The toe of the hillside is currently the upstream limit for any possible fish access or habitat and is east of the project construction limits. The corridor is surrounded by residential development along the south half and commercial development along the north half, excluding some areas directly adjacent to the street that have not been developed due to the steep slopes. These undeveloped areas are generally vegetated with trees and grasses. Typically, the shoulders are paved and do not include curbs, gutters, and sidewalks with the exception of two small areas. Curb, gutter and sidewalk was constructed on the west side of the street from S 130`h St to S 132 "d St and on the east side of the street in the vicinity of S 124th St, along the frontage of a recent development. The current speed limit through the project area is 45 mph. • • Mr. Ed Conyers June 2, 2006 Page 3 There is no suitable habitat on the project site or in the project vicinity for any of the species addressed in this report. Due to the steepness of the hillside and other fish barriers downstream of the project, none of the four listed fish species have access to the project area. The lack of fish presence indicates there is also no fish habitat within the project area. The species data obtained from USFWS does not include any nesting territories, wintering roosts or other documented bald eagle use in the project vicinity. This statement is supported by the site visits where no visible evidence was found to support any type of bald eagle habitat in the project vicinity. No Essential Fish Habitat exists in the project action area. There are no documented bald eagle wintering roosts, nesting territories, or other species activities in the project vicinity. Bald eagles may, at times, be present in the area, but any such presence is likely to be pass through or temporary. Since bald eagles do not have a presence or desirable habitat in the project area, no impact to bald eagles is likely to occur as a result of construction of this project. Chinook salmon and its habitat are not present in the project vicinity. Downstream barriers prevent any fish from accessing the project site from the Duwamish River or its tributaries. No impact to Chinook salmon or its habitat is likely to occur as a result of construction of this project. Steelhead trout and its habitat are not present in the project vicinity. Downstream barriers prevent any fish from accessing the project site from the Duwamish River or its tributaries. No impact to Steelhead trout or its habitat is likely to occur as a result of construction of this project. Bull trout/Dolly varden and their habitat are not present in the project vicinity. Downstream barriers prevent any fish from accessing the project site from the Duwamish River or its tributaries. No impacts to Bull trout/Dolly varden or their habitat are likely to occur as a result of construction of this project. No Essential Fish Habitat is present within the project vicinity. Migrating fish cannot access the project vicinity due to downstream barriers. Construction of this project is not likely to impact any Essential Fish Habitat. The proposed project will have "no effect" on Bald eagles due to the lack of species presence and the lack of habitat within the project vicinity. The proposed project will have "no effect" on Chinook salmon due to the tack of species presence in the project vicinity, the lack of habitat within the project vicinity, and the anticipated improved water quality. In 2004, ownership of the roadway and right -of -way was transferred from the State of Washington to Tukwila. The limits of the roadway jurisdiction transfer extend from State Route 599 on the north to S 152nd St on the south. Since the early 1990's, when this area was annexed into the City from King County, Tukwila has planned to improve this segment of Tukwila International Blvd. The first phase from S 138th St to S 152nd St has been constructed. This project will construct the second phase of improvements extending from S 116th St to S 138th St. (See Figure 1.1.) The project proposes to improve existing roadway and pedestrian conditions along Tukwila International Boulevard to improve safety for vehicles and pedestrians in this corridor. Improvements will include the addition of curb, gutter and sidewalk, minor lane widening, new bus pull outs, and a pedestrian connection with the Duwamish River Trail. The proposed pedestrian improvements will provide a safe connection between the Duwamish River Trail and the completed Phase 1 improvements to the south of the proposed project. The specific APE for this project is determined to be the clearing limits. The clearing limits identify the greatest extent of construction disturbance that is anticipated for the project. The APE (clearing limits) are identified on the attached plan sheets by a red dashed line. As indicated earlier, the APE is within the existing right -of -way. There are several locations where the APE is coincident with the right -of -way limit. At locations where the APE extends outside of the existing right -of -way limit, it does so only by a few feet at the most and does not impact any structures. 4.0 Areas of Potential Soil Disturbance This project proposes to reconstruct an existing street, including some widening for sidewalks, landscaping, and wider traffic lanes. The existing pavement width varies from approximately 60 to 70 feet. The new cross - section will vary in width from approximately 80 to 85 feet. This means that 65% to 80% of the construction area is within the existing paved roadway. The new, widened portion of the street cross - section will be constructed in the shoulder and slope areas adjacent to the roadway. The additional width will consist primarily of sidewalks, landscape strips, and retaining walls. Retaining walls will be required on both sides of the street at intermittent locations along the project. Soldier pile walls will be constructed on the west side of the street requiring excavation varying from 2 feet to 10 feet. This excavation will occur predominantly in cut slopes created when the roadway was originally constructed. Reinforced concrete retaining walls will be constructed on the east side of the street requiring excavation varying from 4 feet to 10 feet. This excavation will occur predominantly in fill slopes created when the roadway was originally constructed. (See Figures 2.1 and 2.2 for wall details.) 5.0 Visible and Audible Elements This project will add roadway elements that include pedestrian facilities and aesthetic components. No additional traffic lanes or capacity generating elements are included in the project. Therefore, no audible impacts to adjacent or nearby properties are anticipated, other than during the temporary construction timeframe. Visual impacts will be limited to some properties on the east side of Tukwila International Boulevard. Because the properties on the west side of the roadway are higher in elevation than the roadway, the new retaining walls will not be visible from those properties. Since properties on the east side of the roadway are lower in elevation than the roadway, some locations will face concrete retaining walls looking toward Tukwila International Boulevard. However, many of the wall locations on the east side of the roadway are not adjacent to developed parcels due to the steep terrain. These locations will also be the sites of the tallest retaining walls. Visual impacts are anticipated to be minimal. The project team will coordinate with the property owners most affected by the new retaining walls and mitigate those impacts to the extent possible. None of the properties are of historic or cultural significance. 3 6.0 Historic Structures, Landmarks, or Culturally Significant Sites This project will not impact any significant structures at all. No buildings or bridges are within the APE. No historic (or eligible) and/or cultural resources have been identified within the APE or in the areas adjacent to the APE. 7.0 Effects Determination This project will not impact any building structures, bridges, or any other potentially historic or culturally significant sites. Subsequent to a detailed review of the project site and the original roadway construction plans, it is apparent that this project could be exempt from further Section 106 analysis. It appears the Item "M" of exemptions likely applies to this project. Exemption "M" states: "Construction of turning lanes and pockets, auxiliary lanes (e.g., truck climbing, acceleration and deceleration lanes) and shoulder widening where only placement of fill material is involved, or within an area previously disturbed by vertical and horizontal construction activities." The colored plan sheets included in this report indicate that all of the area within the limits of disturbance for this project has been previously disturbed by vertical and horizontal construction activities.
