Report, SAP 121333, 2/14/08 Dear Rebecca: I have had the opportunity to review the above listed Report for the 501 Tukwila Parkway property. This Report generally follows the directives set out in the Conestoga- Rovers . & Associates (CRA) Corrective Action Workplan dated June 14, 2007. The main variance with this Report from the original Workplan lies in that the actual amount, (10,469 tons; ca. 6980 c.y.) of soil removed from the site is different from the planned or estimated amount (ca. 675 tons; 450 c.y.). This Report consists of analytical data characterizing the interior excavation conditions and that of excavated soils disposed offsite, associated soil disposal documentation, compaction testing results of backfilled material and general conclusions. The Report concludes that remedial excavation activities were successful in all areas of the property except for an area located near the former gasoline station pump island. This was due to the practical and logistical obstacles related to excavating at depths lower than 21 or 22 feet below grade. As a result, CRA expects to install monitoring wells in this area consistent with requirements needed for the JCR Development proposed building footprint. Based upon an evaluation of the information contained within this Report, the critical remedial excavation requirements described in the Workplan have been met. (CRA) presents this soil excavation report on behalf of Equilon Enterprises LLC dba Shell Oil Products US (Shell) for the site referenced above. CRA completed this work in accordance with our Corrective Action Plan and Corrective Action Work Plan dated June 14, 2007. SITE BACKGROUND Site Description: The property (Figure 1) is located at the intersection of Tukwila Parkway and Andover Park East adjacent to Interstate 405 in Tukwila, Washington. The property topography is relatively flat at an approximate elevation of 20 feet above mean sea level (Environmental Resolutions, Inc., 1997). Regional and Local Geology: The site is situated within the Puget Lowland, a basin between the Cascade Range and Olympic Mountains. Regional geology consists of alternating glacial and interglacial deposits overlying bedrock. Local topography consists of hills and lakes that remain from glacial advances and retreats. The area beneath the site is underlain by Vashon till, which is a Pleistocene glacial deposit consisting mainly of gravelly, sandy silt to silty sand with varied quantities of clay and scattered cobbles and boulders. Regional and Local Hydrogeology: Tukwila, Washington is located in the Puget - Willamette Trough lowland regional aquifer between the Cascade and Coast Ranges in Washington and Oregon. Groundwater beneath the property exists within stream deposits of the Green River at depths ranging from 15.72 to 22.81 feet (GeoEngineers, 2006). SOIL EXCAVATION AND SAMPLING The soil excavation was completed from June 2007 through December 2007, and occurred within areas of concern identified during previous assessment (Cambria, 2007). Soil samples were collected and submitted to Test America Laboratories in Bothell, Washington for analysis. Figure 2 illustrates the areas of concern and proposed area of excavation, and Figure 3 illustrates sampling locations. The laboratory analytical reports are included as Attachment A. CRA selected analytes in accordance with the Washington State Department of Ecology (Ecology) Model Toxics Control Act (MTCA) (specifically Table 830 -1) and other guidance documents published by Ecology (Ecology, 1991 and 1995). These analyses included: • TPH -G per Method Northwest Total Petroleum Hydrocarbon Identification NWTPH-Gx, SW -846 8015E Modified • TPH -D per Method Northwest Total Petroleum Hydrocarbon Identification NWTPH -Dx Extended — diesel and oil range (TPH -D and TPH -O) with silica gel clean -up per Method NWTPH -Dx, ECY 97 -602 Modified • Benzene, toluene, ethylbenzene, and total xylenes (BTEX) per EPA Method 8260B • Volatile Organic Compounds (VOCs) per EPA Method 8260B (for samples from the used -oil UST area) • Polynuclear aromatic hydrocarbons (PAHs) per EPA Method 8270 using Selective Ion Monitoring (SIM) • Total Lead per EPA Method 6010 WASTE DISPOSAL Approximately 10,469 tons of excavated soil was transported off -site for disposal at a Shell and state - approved facility. Approximately 9,400 gallons of water was removed from the site and disposed at a Shell and state - approved facility. Waste disposal manifests for soil are included as Attachment B, and bills of lading for water disposal are included as Attachment C. COMPACTION TESTING CRA retained the services of Icicle Creek Engineers, Inc. (ICE) to complete compaction testing in accordance with ASTM D -1557. The ICE summary letter of geotechnical services is included in Attachment D. ANALYTICAL RESULTS Tables 1 and 2 summarize the soil analytical results, and the certified laboratory analytical reports are included as Attachment A. Benzene was detected slightly above the MTCA Method A cleanup level in samples CS27 -21 (0.0405 mg/kg) and CS31 -22 (0.0734 mg/kg). TPH -G (93.2 mg/kg) and ethylbenzene (6.52 mg/kg) were also detected slightly above the MTCA Method A cleanup level in sample CS31 -22: All other analytes were below the MTCA Method A cleanup level and/or the laboratory reporting limit. CONCLUSIONS AND RECOMMENDATIONS CRA attempted to excavate sampling locations CS27 -21 and CS31 -22 during December 2007; however groundwater levels had risen to approximately 20 feet below grade. CRA directed the removal of approximately 9,400 gallons of water in an effort to dewater the excavation area, but water infiltration prevented further excavation due to slope instability. CRA (2007a, 2007b) proposed the use of monitored natural attenuation for remediation of groundwater, and an additional report shall be prepared to assess the efficacy of this remedy. In addition, CRA proposes to install groundwater monitoring wells at sample locations CS27 -21 and CS31 -22. III. REVIEW PROCESS The proposed action is subject to State Environmental Policy Act (SEPA) review as the project does not meet the exemptions listed under WAC 197 -11 -800. IV. BACKGROUND/PROPOSAL The proposal is to construct a 12,200 square foot development for retail use on a site that is a little over an acre in size (48,476 square feet). A total of 54 associated parking spaces, landscaping, and frontage improvements along Andover Park East are included as part of the current proposal. The project site is located south of I -405, at the southeast corner of Andover Park East and Tukwila Parkway within the Tukwila Urban Center (TUC) District. To the east is the Green River, separated from the project site by Christensen Road and the Green River Trail. A portion of the eastern half of the site falls within the Shoreline Overlay District. Previous use of this site was as a gas station. Recent permits issued for the site included a SEPA decision (DNS - permit number E06- 006) and a Shoreline Permit (permit number L06 -073) to allow cleanup of the site in preparation for sale of the property. V. REVIEW OF THE ENVIRONMENTAL CHECKLIST The following lists the elements contained within the Environmental Checklist submitted for the proposed project. The numbers in the staff evaluation correspond to the numbers in the Environmental Checklist. If staff concurs with the applicant's response, this is so stated. If the response to a particular item in the checklist is found to be inadequate or clarification is needed, there is additional staff comment and evaluation. A. Plants: a — There are two small deciduous trees on the site, according to the answer to checklist item 4(b). b — Applicant will follow all applicable codes regarding removal of trees on the site, including the provisions of TMC 18.54. Landscaping that meets TMC landscaping and design review requirements shall be provided as part of this project. c - Concur with checklist. d - Landscaping will be reviewed as part of this project to ensure it meets the requirements of the landscaping and design review sections of the Tukwila Municipal Code. 5. Compliance with applicable local, state and federal noise regulations will mitigate any potential adverse noise impacts associated with the project. 8. The certificate will determine the amount of traffic mitigation fees required for this project. Traffic mitigation fees shall be paid prior to issuance of the building permit. 15. Public Services: a - The completed project is likely to generate a small increase in the need for public services, including fire and police protection. b . Lighting proposed for the site will be reviewed by the Tukwila Police Department as part of the Design Review process, to ensure that adequate lighting is provided for security. 16. Utilities: a -b - Concur with checklist. VI. COMMENTS: In response to the notice of application, written comments were received from Seattle Public Utilities (SPU), the State of Washington Department of Archaeology and Historic JR Page5of7 01/31/20083:40 PM H:\Design Review\Radovich TUC\E07 -018 Radovich Retail SEPA.doc Preservation, and the Muckleshoot Indian Tribe Fisheries Division. These comments were forwarded to the applicant for review and response. Seattle Public Utilities Comments The letter from SPU provided notice that it operates a 60 inch concrete cylinder water transmission pipeline within the vicinity of the proposed project. The location of the water transmission pipeline is identified on a map included with the letter from SPU, located along Tukwila Parkway and within Andover Park East in the vicinity of the project site. Upon receiving a fax copy of the letter from SPU, the applicant agreed to pass on the information to the civil engineer for the project. Staff Response: The applicant will be required to change civil plans for the project to reflect the location of the SPU water transmission pipeline, and will be required to include SPU in the pre - construction process, plan review and construction. State of Washington Department of Archaeology and Historic Preservation Comments The letter from the State of Washington Department of Archaeology and Historic Preservation provided notice of the project site's potential for subsurface archaeological resources, and recommended either of the two following options: (1) that a professional archaeological survey, to include subsurface testing to the depth of the proposed work on the site, be completed prior to any ground disturbing activities; or (2) that excavation for construction be monitored by a professional archaeologist. An additional recommendation was consultation with the cultural committees and staff of concerned Tribes. Staff response: Previous work done on the site, including removal of tanks used for gasoline storage and soil remediation associated with the Shell gas station that was formerly located on the project site (permit numbers E06 -006 and L06 -073), involved excavation and removal of contaminated soil to a depth of 20 feet. Soils excavated for the previous cleanup were disposed of according to state and federal regulations, and contaminated soils were backfilled with a combination of clean soil and gravel. The current excavation depth, as provided by the applicant, is 6 feet. Therefore, the current project will not involve disturbance of native soils. Muckleshoot Indian Tribe Fisheries Division Comments The letter from the Muckleshoot Indian Tribe Fisheries Division recommended that the City of Tukwila require the applicant to contribute to a fund to be used for planting of native and shrubs and the removal of invasive species within the 40 foot setback from the Green River, as well as between the 40 foot and the 100 foot setback line from the river. JR Page 6 of 7 01/31!2008 3:40 PM H:'Design Review\Radovich TUC\E07 -018 Radovich Retail SEPA.doc Staff Response: This project is subject to a Shoreline Substantial Development Permit, due to, its location within 200 feet of the Green River, and shall comply with the adopted Shoreline Master Program. Per City of Tukwila Shoreline regulations (section 18.44 of the TMC), there are three management environments within the Shoreline Overlay. District: 1. the river Environment (a 40 -foot wide area as measured landward from the mean high water mark); 2. the low- impact environment (a 60 -foot wide management zone located between the river environment and 100 feet from the mean high water mark); and 3. the high impact environment (a 100 -foot wide area located between 100 feet and 200 feet from the mean high water mark). No portion of the 90 Andover Park East project site is located within the 40 -foot river environment. While the subject parcel is not located within the low impact environment, a small portion of the driveway proposed at the southeast side of the project is within the low impact environment. The largest portion of the project site located within the Shoreline Overlay District is within the high impact environment. The recommendation from the Muckleshoot Indian Tribe for creation of a fund for shoreline mitigation has been noted, and will be addressed as part of a larger policy discussion during review of the City's Shoreline Master Program Update rather than as part of this specific development project. VII. CONCLUSION The proposal can be found to not have a probable significant adverse impact on the environment and pursuant to WAC 197 -11 -340 a Determination of Nonsignificance (DNS) is issued for this project. This DNS is based on impacts.identified within the environmental checklist, attachments, and the above Final Staff Evaluation for Environmental Checklist File No. E07 -018, and is supported by plans, policies, and regulations formally adopted by the City of Tukwila for the exercise of substantive authority under SEPA to approve, condition, or deny proposed actions. This project proposes to redevelop a site along Christensen Road and Andover Park East. A portion of this project will be built within the 200 feet shoreline zone of the Green River. While the project proposes to place native and ornamental landscaping around the property, there should be an additional mitigation measure for the permanent lost opportunity to restore the functional riparian buffer for the Green River in this area. We recommend that the City require the applicant to contribute to a fund that would allow for the removal of invasive plant species and replacement of native trees and shrubs that can provide riparian function along the Green River in the zone between the top of existing bank and the 40 ft river setback as depicted in Sheet C2, Preliminary Grading and Storm Drainage plan. There may be opportunities to also add trees to the area between the 40' river setback and the low impact setback area outside of the existing paved trail. Please see the attached photo for areas where invasive plants could be removed and replaced with trees. As you can see, there are only a few trees in this area to date. Public Works will not allow tree wells in the middle. They shall be placed either at the front or in the back of the sidewalk. 3) Existing street light on Andover Park East shall be relocated to the back of new sidewalk, and its existing mast shall be replaced with 14 -ft long mast arm. 4) Sanitary sewer main shall be extended along Andover Park East, new MH added to make a perpendicular connection. Diagonal sewer connections are not allowed. Sanitary sewer line inside the building shall be 6 "and not 4 ". 5) Currently there is an existing Y4" water service at the NW property corner.
