SUMMARY OF PROPOSED ACTION The proposal is to replace armoring beneath two storm drains that discharge into the Duwamish River. Additionally, nine feet of pipe will be added to one of the storm drains so the outfall extends beyond the shoreline. The storm drains are located beneath Boeing Building 2 -10, a portion of which extends over the Duwamish River on wood piles. II. GENERAL INFORMATION Project Name: Building 2 -10 Armoring Maintenance Project Applicant: Mark Clement, The Boeing Company Location: The site is located at 7755 East Marginal Way South. The project will occur along the banks of the Duwamish waterway at the northernmost boundary of the City of Tukwila. The triangular- shaped parcel is bound by the Duwamish River to the southwest and 116th Ave S along the east side. The parcel intersects Building 2 -10, the majority of which is contained within the City of Seattle; it is bound by East Marginal Way South. The tax parcel number is 2185000005. III. REVIEW PROCESS The proposed action is subject to State Environmental Policy Act (SEPA) review as the project does not meet the exemptions listed under WAC 197 -11 -800. IV. BACKGROUND /PROPOSAL The project is on a manufacturing site for the Boeing Company. Building 2 -10 extends over a portion of the shoreline on the lower Duwamish waterway, supported by wood piles. The proposal is for replacement of armoring to the river bank that has subsided over the years. Two industrial storm drains are located beneath the building. The armoring would occur beneath the two industrial storm drains located beneath Boeing Building 2 -10. Armoring consists of 165 cubic yards of light, loose riprap on top of filter fabric confined to the footprint of the existing armoring and is considered normal maintenance. The riprap would be hand - placed during low tide and no in -water work would occur. Additional, the project proposes to extend one of the two storm drains by nine feet to extend the outfall beyond the shoreline in order to prevent erosion of the shoreline during discharge events. V. REVIEW OF THE ENVIRONMENTAL CHECKLIST The following lists the elements contained within the Environmental Checklist submitted for the proposed project. The numbers in the staff evaluation correspond to the numbers in the Environmental Checklist. If staff concurs with the applicant's response, this is so stated. If the response to a particular item in the checklist is found to be inadequate or clarification is needed, there is additional staff comment and evaluation. A. BACKGROUND: 1 -2. In addition to the permits listed on the checklist, the applicant obtained Public Works Permit PW08 -142 with the City of Tukwila. The applicant will need to obtain approval and/or amendment to their existing Department of Ecology Permit No. S03- 00042, which covers both Outfalls F and G. 10. In addition to the description provided in the checklist, the proposal includes increasing the length of one pipe by nine feet to extend the outfall beyond the shoreline. 11 -12. COMMENTS: On July 18, 2008, notice was mailed to property owners and tenants within 500 feet of the project. On July 21, 2008 notice was posted on the site. No comments were received during the fourteen day comment period that followed. VII. CONCLUSION The proposal can be found to not have a probable significant adverse impact on the environment and pursuant to WAC 197 -11 -340 a Determination of Nonsignificance (DNS) is issued for this project. This DNS is based on impacts identified within the environmental checklist, attachments, and the above Final Staff Evaluation for Environmental Checklist File No. E08 -010, and is supported by plans, policies, and regulations formally adopted by the City of Tukwila for the exercise of substantive authority under SEPA to approve, condition, or deny proposed actions. The accompanying Public Works permit (PW08 -142) will be conditioned upon the applicant obtaining approval and or amendment to the existing Department of Ecology Permit No S03- 000482 as well as obtain permits and/or approvals from: a) US Army Corps of Engineers (JARPA)- Section 404 & Section 10 permits; b) Hydraulic Project Approval (HPA); and c) 401 Water Quality Certification (Ecology). The proposed project will involve the maintenance of existing armoring protecting two permitted stormwater outfalls discharging to the Duwamish River. It is our understanding and would like your concurrence that a Substantial Development permit is not required for projects involving "normal maintenance and repair." I am trying to determine what permits are required for the proposed project and whether a State Environmental Policy Act (SEPA) review will be required. ..The proposed project location is at 1 135 S Webster Street, Tukwila, Washington, on The Boeing Company property (Figure 1). The property is used by Boeing in manufacturing commercial aircraft. Building 2 -10 is located on the project site adjacent to the east bank of the Duwamish River (Figure 1). The areas surrounding Building 2 -10 are paved and used for parking. A portion of Building 2 -10 extends over the shoreline on the Duwamish River and is supported by wood piles. The shoreline beneath the building is riprapped. Two permitted storm drains (Drains F & G: Ecology Permit No. S03- 000482) draining roof runoff are located beneath the building and discharge to the Duwamish River. Existing riprap armoring used to protect the bank and piling has been displaced over the years through wave and current action (Figures 2, 3, and 4), exposing the bank and piling to potential damage from additional wave and current action. Under the proposed plan, light, loose riprap would be replaced around each of the storm drains to protect them from damage. A total of 165 cubic yards of riprap (115 cubic yards at Outfall F and 50 cubic yards at Outfall G) would be hand - placed during low tide events so that no in -water work would be necessary (Figures 5, 6, and 7). Riprap would be transported to the outfalls in wheelbarrows using an existing wooden walkway beneath the building (Figure 5) and replaced by hand and hand tools only. The riprap to be replaced will be confined to the footprint of the existing armoring. Additionally, at Outfall G, nine (9) feet of 10 -inch SDR 35 PVC pipe will be added to the existing storm drain using a Fernco Coupler to extend the outfall pipe beyond the shoreline to prevent erosion of the shoreline during discharge events (Figures 6 and 8). Support bracing for the outfall extension will be anchored to the overhead concrete deck (Figure 8). No in -water work will be conducted to complete this portion of the project. Building (Bldg.) 2 -10 is located on the project site adjacent to the east bank of the Duwamish River (Figures 1 and 2). The areas surrounding Bldg. 2 -10 are paved and used for parking. The project site is located at approximately River Mile 3.1. The proposed project is necessary as part of the normal maintenance to replace armoring that has subsided over the years. The armoring needs to be replaced to provide continued protection of the storm drains. One of two permitted storm drains (Outfall G) needs to be extended farther. away from the shoreline to prevent shoreline erosion during discharge events and to prevent discharge from the storm drain from eroding the shoreline beneath the armoring once it has been replaced. A portion of Bldg. 2 -10 extends over the shoreline on the lower Duwamish Waterway (LWD) and is supported by wood piles. Two permitted industrial storm drains (Outfalls F & G: Ecology Permit No. SO3- 000482) are located beneath Bldg. 2 -10 and are used to drain roof runoff. Existing riprap armoring used to protect the storm drains has subsided over the years (Figures 3, 4, and 5). Under the proposed action, light, loose riprap would be replaced around each of the storm drains to provide continued protection. Filter fabric mat would be placed on the substrate and then the riprap would be placed by hand on top of the filter fabric mat. A total of 165 cubic yards of riprap (115 cy at Outfall F and 50 cy at Outfall G) would be hand placed during low tide events so that no in -water work would be necessary (Figures 6, 7, and 8). Riprap would be transported to the outfalls in wheelbarrows using an existing wooden walkway beneath the building (Figure 6) and replaced by hand and hand tools only. No in -water work will occur and no motorized vehicles or vessels will be used waterward of the ordinary high water mark. Replacement riprap would be confined to the footprint of the existing armoring. Riprap will be placed over a total of 1,252 square feet (Outfall F = 904 square feet and Outfall G = 348 square feet). Additionally, at Outfall G, nine (9) feet of 10 -inch SDR 35 PVC pipe will be added to the existing culvert using a Fernco Coupler to extend the outfall pipe beyond the shoreline to prevent erosion of the shoreline during discharge events (Figures 7 and 9). Support bracing for the outfall extension will be anchored to the overhead concrete deck (Figure 9). No in -water work will be conducted to complete this portion of the project.
