SUMMARY OF PROPOSED ACTION The proposal is a cottage housing project consisting of 30 compact single family (1 '/2 story, 1500 sf detached homes) to be evaluated under the City of Tukwila's Housing Options Program. Evaluation includes meeting criteria for frontage improvements, landscaping, site design, and architectural design and will include private pocket parks and a new parking configuration for the Riverton United Methodist Church and food bank. II. GENERAL INFORMATION Project Name: Riverton Cottages Applicant: Steve Detwiller, ReHabitat Northwest Location: The site is located at the northeast corner of Military Road South and South 140`h Street. It is bordered by Riverton Park United Methodist Church, Riverton Crest Cemetery and Cascade View Elementary School. The western edge is the jurisdictional boundary between the City of Tukwila and the City of SeaTac. Zoning and Comprehensive Plan Designation: Low - Density Residential The following information was considered as part of review of this application. 1. Revised SEPA Checklist dated April 4, 2009. 2. Architectural and landscape drawings prepared by Mithun dated 2/1/2010. 3. Civil drawings prepared by Pace dated 1/29/2010. 4. Geotechnical Engineering Report, by GEO Group Northwest, Inc., dated July 25, 2007. 5. Tukwila land use files L08 -051 and L08 -052 (Design Review and Preliminary Subdivision). III. REVIEW PROCESS The proposed action is subject to State Environmental Policy Act (SEPA) review as the project does not meet the exemptions listed under WAC 197 -11 -800. IV. BACKGROUND/PROPOSAL The site currently consists of 7 lots totaling 5.26 acres. In addition to the Riverton United Methodist Church, the site contains 5 homes and a 1+ acre field used to grow food for the Tukwila Pantry Food Bank. The church and one of the homes will remain while the rest of the site will be developed into a 30 unit cottage housing project. Each home is adjacent to a pocket park designed for the residents of the project. The entire site is landscaped and includes sidewalks and on- street parking along the private roads. The conceptual project was approved under the City's Housing Options program to create a cottage housing demonstration project subject to Tukwila Municipal Code (TMC) 18.120. V. REVIEW OF THE ENVIRONMENTAL CHECKLIST The following lists the elements contained within the Environmental Checklist submitted for the proposed project. The numbers in the staff evaluation correspond to the numbers in the Environmental Checklist. If the response to a particular item in the checklist is found to be inadequate or clarification is needed, there is additional staff comment and evaluation. A. BACKGROUND: 1 -4. Concur with checklist. 5. The construction will follow issuance of a SEPA determination and Design Review and after obtaining all required permits from the City of Tukwila or other agencies. 6 -9. Concur with checklist. 10: Proposed includes construction of 30 "cottage and compact single family" homes in addition to supporting infrastructure 'and parking lot modifications. 11 -12. Concur with checklist. B. ENVIRONMENTAL ELEMENTS: 1. Earth: a -h. Concur with checklist. 2. Air: a -c. Concur with checklist. 3. Water: a -b. Concur with checklist. c(1). The project shall meet all King County Surface Water Design Manual drainage requirements. All impacts associated with drainage will be mitigated as part of the construction permit. c(2). Best Management Practices must be followed to ensure that no construction debris enters the storm drainage system. Environmental Health: a(1-2). Concur with checklist. b(1). In addition to the checklist, noise may occur from barking dogs at the veterinary clinic located to the northwest of the project. b(2 -3). The project must meet City of Tukwila noise ordinance requirements. Compliance with applicable local, state and federal noise regulations will mitigate any potential adverse noise impacts associated with the project. 8. Land and Shoreline Use: a. Concur with checklist. b: A portion of the site has been used as a community pea patch garden. c. The existing site has 5 single family homes and a church. d -1. Concur with checklist. 9. Housing: a -c. Concur with checklist. 10. Aesthetics: a. In addition to the answer provided on the checklist, cottages are limited to 25' in height at the top of the roof. b. Concur with checklist. The project is subject to design review by the Board of Architectural Review and aesthetic impacts will be mitigated as part of that review process. Aesthetic impacts will be improved through developing new housing stock, extensive landscaping, site design, and design review. 11. Light and Glare: a -d. Concur with checklist. 12. Recreation: a. In addition to onsite pocket parks, the Cascade View Elementary School is located directly adjacent to the property on the north side. b. Concur with checklist. c: A trail easement will be recorded to preserve the existing trail from S. 140th Street to Cascade View Elementary School. 13. Historic and Cultural Preservation: a -b. Concur with checklist. c. Applicant will comply with all local, state, and federal laws in the case that archaeological or paleontological artifacts are encountered. 14. Transportation: a: Access into and out of the site will be via S. 140th Street. Access onto Military Road will be eliminated although an emergency fire entrance will be created. Traffic into and out of the church will remain the same. b. Concur with checklist. c. The number of parking spaces provided shall meet the requirements of TMC Chapter 18.56 Off - Street Parking and Loading Regulations. d. Half -width street improvements for Military Road S. and S. 140th Street will meet City of SeaTac and City of Tukwila standards. S. 140`h St. will be realigned to more closely reach 90 degrees to Military Road S. Curb, gutter, sidewalk, and planting strips will be added to both streets adjacent to the project. e -f. The certificate will determine the amount of traffic mitigation fees required for this project. Traffic mitigation fees shall be paid prior to issuance of the building permit. 15. Public Services: a. COMMENTS: On October 16, 2008, notice was posted on the site and mailed to property owners and tenants within 500 feet of the project. Comments were received during the fourteen day comment period that followed from two concerned citizens, the City of SeaTac, and King County Metro. Their comments are attached to this staff report. A neighborhood meeting was held on October 22, 2008. Approximately twenty -three citizens attended. A summary of the issues raised is attached. The comments received and issued raised were taken into consideration in reaching a conclusion on this application. VII. CONCLUSION The proposal can be found to not have a probable significant adverse impact on the environment and pursuant to WAC 197 -11 -340 a Determination of Non-significance (DNS) is issued for this project. This DNS is based on impacts identified within the environmental checklist, attachments, and the above Final Staff Evaluation for Environmental Checklist File No. E08 -015, and is supported by plans, policies, and regulations formally adopted by the City of Tukwila for the exercise of substantive authority under SEPA to approve, condition, or deny proposed actions.
