Bid Award
ISSUE
Award the bid for the Interurban Avenue South Gravity Sewer Project (see attached map for project location).
BACKGROUND
The sewer system on Interurban Avenue South was installed in 1967 under L.I.D. No. 12. The present condition of the
sewer lift station is very poor and the proposed project will eliminate the need for the lift station, reducing city
maintenance staff time since pumps will not be required and the system will operate strictly by gravity.
ANALYSIS
The project was advertised for bids on April 14 and 21 and 5 bids were opened April 28, 2011. The bids were
reviewed and tabulated and one error was found in the sales tax in the amount of $0.02 for Titan Earthworks,
LCC. R. L. Alia Company submitted the apparent low bid with $746,176.80. R.L. Alia's references have been
checked and found to be satisfactory. The Engineer's estimate was $680,000.00.

The project budget includes $75,000 from the 2011 C.I.P. line item for the Annual Sewer Repair Program, $15,000
from the Sewer Utility for pump station painting (402.01.535.800.48.01) and $3,000 from the Sewer Utility for repairs
(402.01.535.800.48.03). The use of the funds from other line items is required because of the poor condition of the
existing lift station. If the lift station should fail, the cost of the repairs will be at a very high cost.
When the 2011 -2016 budget process was completed in August of 2010, the project construction budget was
$750,000.00. This past winter the price of diesel fuel increased 38 gasoline increased 26% and PVC pipe increased
61 All of these price increases would account for the higher construction bid.
RECOMMENDATION
The Council is being asked to award the construction of the Interurban Avenue South Gravity Sewer Project to the R.L.
Alia Company in the amount of $746,176.80 and consider this item at the June 13, 2011 Committee of the Whole and
subsequent June 20, 2011 Regular Meeting.

CALL TO ORDER: Committee Chair Quinn called the meeting to order at 5:01 p.m.

II. BUSINESS AGENDA
A. Bid Award: Interurban Avenue South Gravity Sewer
Staff is seeking full Council approval to award a bid in the amount of $746,176.80 to R.L. Alia
Company for the construction of the Interurban Avenue South Gravity Sewer project. This project
will eliminate Pump Station No. 7, and replace it with sewer pipe fed by gravity. The removal of the
pump station will lower maintenance costs and the gravity sewer Iine is expected to last
approximately 50 years.
Staff discussed receiving high bids and Committee Member Robertson inquired if this project was
the best use of the limited sewer funds that are available. Mike Cusick stated that the bidding climate
is starting to worsen due to recent fuel price increases and the lack of raw materials (that may be
going to rebuild Japan after the earthquake). Smaller contractors are also having problems securing
bid bonds. However, not going through with this project poses a greater risk if the sewer pumps
should break down, which would result in an emergency repairs that could cost approximately
$500,000 to $750,000.
The project's contingency is only I I% but staff is looking at a potential change in the project. that
would reduce costs. If the project costs increase over contingency, staff will return to Council and
look at the Sewer's Ending Fund Balance or a possible interfund loan. Committee Chair Quinn
questioned the effect of the gravity sewer in case of a flood and the response was that it would be the
same liability as the pump station. UNANIMOUS APPROVAL. FORWARD TO JUNE 13 COW
FOR DISCUSSION.

B. Update on Southcenter Pkwy Extension and TUC Access (Klickitat) projects.
