SPONSOR'S The Transportation Improvement Program (TIP) is required by RCW to be updated

grants. A Public Hearing is scheduled on June 20, 2011 for the 2012 2017 TIP. After the
Public Hearing, the TIP is adopted by resolution and is then incorporated into the Regional

SUBJECT: Six -Year Transportation Improvement Program (2012 -2017)
ISSUE
Annual update of the Six -Year Transportation Improvement Program for the years 2012 2017.
BACKGROUND
The Transportation Improvement Program (TIP) is updated annually as required by RCW. The TIP
is adopted by resolution after a public hearing at the local agency level and incorporated into the
regional and state TIPS. The TIP is primarily a financial planning document for projects competing
for grants. Any project submitted for federal grant funding must be included in the local, regional
and state adopted TIPs.
The TIP is a rolling plan showing various funding sources: grants, developer, and local funds.
Projects "roll" as funds or stages occur (design report, final design, and construction).
Tukwila's TIP and Capital Improvement Program (CIP) list many of the same transportation related
projects. The TIP lists only those transportation- related projects planned within the next six years
that are deemed regionally significant. The City's CIP lists transportation projects planned in the
next six years and beyond, as well as water, sewer, surface water, and capital facilities. The TIP is
required to be adopted by July 1 on an annual basis, while the CIP is prepared during summer /fall
in conjunction with the City's budget preparation. Differences between the two may be due to
priority changes, funding availability changes, or other factors that normally occur during the time
between adoptions of each document.
ACTION TAKEN
The attached spreadsheet is the "Draft" 2012 2017 TIP and was created by modifying the 2011
2016 TIP to add or remove projects, adjust project costs, and reprioritize the list of projects.
Deleted: Southcenter Parkway Extension and Tukwila Urban Center Access (Klickitat).
RECOMMENDATION
The Council is being asked. to approve the resolution for the 2012 -2017 Six -Year Transportation
Improvement Program and consider this item at the June 13, 2011 Committee of the Whole and
subsequent June 20, 2010 Regular Meeting with a Public Hearing.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, ADOPTING A_ SIX -YEAR TRANSPORTATION
IMPROVEMENT PROGRAM (2012- 2017), AND DIRECTING THE SAME
TO BE FILED WITH THE STATE SECRETARY OF TRANSPORTATION
AND THE TRANSPORTATION IMPROVEMENT BOARD.
WHEREAS, pursuant to the requirements of RCW Chapters 35.77 and 47.26 as
amended, the City Council of the City of Tukwila has previously adopted a
Transportation Improvement Program and thereafter periodically modified said
Transportation Improvement Program by resolution; and
WHEREAS, the City Council has reviewed the work accomplished under said
program, determined current and future City street and arterial needs and, based upon
these findings, has prepared a Six -Year Transportation Improvement Program for the
ensuing six calendar years (2012- 2017); and
WHEREAS, on June 20, 2011, a public hearing was held regarding the City's Six
Year Transportation Improvement Program;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Program Adopted. A six -year Transportation Improvement Program
for the calendar years 2012 -2017 is hereby adopted.
Section 2. Filing of Program. The City Clerk is hereby authorized and directed to
file "a copy of this resolution, together with the exhibit attached hereto, with the
Secretary of Transportation and the Transportation Improvement Board of the State of
Washington.
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
at a Regular Meeting thereof this day of 2011.

CALL TO ORDER: The meeting was called to order at 5:02 p.m.

II. BUSINESS AGENDA
A. Annual Update to Six -Year Transportation Improvement Program 2012 -2017
Staff is seeking Council adoption, via resolution, of the 2012 -2017 Six -Year Transportation Improvement
Program (TIP). The TIP is a list of regionally significant transportation projects that have grant funding
potential. This list does not commit the City to implement or construct any project.
An annual update to the TIP is required by the Revised Code of Washington (RCW). This annual rolling
program is generally modified to reflect the City's CIP, as the two are updated at different times of the year.
Differences between the two plans are often based on and reflective of the time between the adoptions of
each document as well as changes in priority and funding availability
There are no additions to the 2012 -2017 TIP; however, the Southcenter Parkway Extension and Tukwila
Urban Center Access (Klickitat) projects will be deleted as they are under construction and no future grant
funding will be sought. Committee Member Duffie suggested that 53` Avenue South be added as it is a
safety issue for schoolchildren (which is listed as the first project under Residential Improvements, page 5,
2011 CIP). Robin Tischmak stated that 53` Avenue South is mistakenly classified on the State's maps and
Cyndy Knighton will research if 53` Avenue South could possibly receive grant funding. A public hearing
is scheduled for the June 20 Regular meeting. UNANIMOUS APPROVAL. FORWARD TO JUNE 13
COW FOR DISCUSSION.
III. SCATBd
There was no SCATBd Technical Advisory Committee (TAC) meeting last week (this has been the 4` month of
cancellations). SCATBd staff also did not complete the minutes as King County staff changes have caused
SCATBd to be a lower priority. INFORMATION ONLY.
