PRESENTATIONS II. BUSINESSAGENDA Chair Robertson asked for a briefing on the crosswalk at Southcenter Boulevard and 6511 Avenue South, where a pedestrian was hit and seriously injured by a car in a recent accident. Staff reported that the crosswalk was updated last yearwith enhanced signage for higher visibility and that there is not a significant accident history. Staff is working with King County Metro to discuss additional safety improvements, such as a rapid flashing beacon like the one at 65' and Southcenter Boulevard. Staff will report back on these discussions, and the Committee also asked for information regarding increasing penalties or alternate signage. A. Proposed 2017 -2018 Biennial Budget Pursuant to the process requested by Council earlier this year, sections of the proposed 2017- 2018 budget are being presented to standing Council Committees prior to moving forward through the full Council review process. Staff presented proposed 2017 -2018 budgets for the following: Public Works Department Public Works Department budget proposes a decrease of 0.97% in 2017 and an increase of 1.64% in 2018, including increases in COLA, pension and healthcare. Other changes relate to staffing, facility insurance and capital equipment as described in the memo. Street maintenance is proposed to be increased with a .5 FTE maintenance worker, higher surface water costs, additional medians, irrigation and other maintenance work. Equipment Rental and Replacement The proposal for the 501 fund includes a 4.53% increase in 2017 and 0.79% increase in 2018 and reflects 15 new Police vehicles and three new Police motorcycles. Staff intends to do analysis of funding the 501 fund in 2017. DISCUSSION ONLY. FORWARD TO OCTOBER 10, 2016 COMMITTEE OF THE WHOLE. MISCELLANEOUS Staff noted that King County Metro is seeking comments on a proposal to increase night owl service on the 124 route to serve riders when Link Light Rail is not operating. The Committee agreed to support the proposal and Chair Robertson will ask the full Council to approve the Mayor signing a letter to King County Metro in support of the proposal.
