To accomplish the proposal the following actions will be required. Relocate existing Fredrick and Nelson Distribution warehouse driveway to align with existing Sperry Drive. Restripe existing Fredrick and Nelson parking due to relocation of driveway. Increase. by one parking space, the parking at the Fredrick and Nelson parking lot by restriping the lot. Reduce by approximately 3.300 square feet the existing entry planter to provide a net gain in parking. Install signal at Sperry Drive /S. 180th Street intersection, and construct new parking lot to provide Parking for Christensen /Interurban Trail users. Provide a handicap access trail and emergency vehicle access road to the Christensen /Interurban Trail. Provide 39 new parking spaces in the trail parking area. BLS /kjr File: 88- RW09 -6 • s DEC 151989 ENVIRONMENTAL CHECKLIST CITY OF TUKWILA PURPOSE OF CHECKLIST: The State Environmental Policy Act (SEPA), Chapter 43.21C RCW, requires all agencies to consider the environmental impacts of a proposal before making decisions. An environmental impact statement (EIS) must be prepared for all proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. INSTRUCTIONS FOR APPLICANTS: This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information known, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if a question does not apply to your proposal, write "do not know" or "does not apply". Relocate existing Frederick and Nelson Distribution warehouse driveway to align with existing Sperry Drive. Install traffic signal at Sperry Drive /S. 180th Street intersection, and construct new curb, gutter and sidewalk on north side of S. 180th Street. Construct new parking lot to provide parking for Christensen /Interurban Trail users. The parking area will include a handicap access trail and emergency vehicle access road to the Christensen /Interurban Trail. Rechannelize existing Frederick and Nelson parking due to relocation of driveway. Install storm drain system for new parking area. Provide landscaping. Refer to Project Manual (Project 88 -RW09, Contract No. 89045) for additional details. 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The project is located on the north side of South 180th Street between Sperry Drive and the Christensen /Interurban Trail along the Green River. N.W. 1/4 Section 35, Township 23N, Range 4E. Refer also to the vicinity map. 13. Does the proposal lie within an area designated on the City's Comprehensive Land Use Policy Plan Map as environmentally sensitive? Yes. Portions of the site along the Christensen /Interurban Trail next to the Green River have been designated as requiring special development considerations. 3 B. ENVIRONMENTAL ELEMENTS 1. Earth a. General description of the site (circle one): Flat, rolling, hilly, steep slopes, mountainous, other . Flat to rolling. b. What is the steepest slope on the site (approximate percent slope)? 25 percent near trail. c. What general types of soils are found on the site (for example, clay, sand, gravel, peak, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. The Soil Conservation Service classifies the soils as Urban Fill Soils; gravelly sandy loam to gravelly loam. No capability or woodland classification. Other studies in the site vicinity along the Green River have found slightly silty to silty fine sand, sandy to clayey silt with varying percentages of organics, and peat. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. Silt and peat soils are susceptible to relatively significant settlement under loading. e. Describe the purpose, type, and approximate quantities of any filling or grading proposed. Indicate source of fill. Excavation, approximately six - inches in most places, is required to remove unusable topsoil and existing pavements to adjust elevations for the new street and driveway configuration and for parking layout. Grading is required to level the surface for parking pavements and to provide the appropriate gradients for stormwater drainage. Filling is needed to provide appropriate subgrade material for the driveway and parking areas. Approximately 1,033 cubic yards of soil will be removed. There will be approximately 1,157 cubic yards of fill material. Fill will be clean gravel from an approved borrow site. Excavated material disposed of within the City of Tukwila will be at sites approved by the City Engineer. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. g. An increase in wind and soil erosion can be expected during construction primarily from windblown dust and soil residue reaching paved surfaces. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? There will be an increase of approximately 0.41 acres of impervious surfaces in a currently unpaved area of approximately 0.66 acres. About 62 percent of the unpaved area will be made impervious by pavements. 4 h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: Approved temporary erosion control measures will be used during construction. Drainage facilities and a landscape plan have been included as part of the construction plans. 2. Air a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. Dust, odors, and emissions from equipment and paving operations will occur during construction. After completion of the project, there may be a slight increase in automobile emissions from use of the parking area for trail access. b. Are there any off -site sources of emissions or odor that may affect your proposal? If so, generally describe. No. c. Proposed measures to reduce or control emissions or other impacts to air, if any: The contractor will be required to provide dust control by tire cleaning, sweeping, watering, and roadway flushing. 3. Water a. Surface: 1) Is there any surface water body on or in the immediate vicinity of the site (including year -round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. The Green River is adjacent to the project on the east. The Green River becomes the Duwamish River and flows into Elliott Bay. 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described waters? If yes, please describe and attach available plans. Yes. construction will occur as close as 70 feet from the River. Refer to the site plans for the limits of the 40 -foot river environment and the 60- foot low impact environment. 5 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. There will be no fill or dredge material placed in or removed from surface water or wetlands. 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. There will be no surface water withdrawals or diversions. 5) Does the proposal lie within a 100 -year floodplain? If so, note location on the site plan. No. The 1989 FEMA maps indicate that the 100 -year flood (elevation 27.6 feet NGVD) is contained within the levee along the river adjacent to the site. 6) Does the proposal involve any discharges of waste materials to surface waters? If so, describe the type of waste and anticipated volume to discharge. No. b. Ground: 1) Will ground water be withdrawn, or will water be discharged to ground water? Give general description, purpose, and approximate quantities if known. No. 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (for example: domestic sewage; industrial, containing the following chemicals . . .; agricultural; etc.). Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. No waste material will be discharged. c. Water Runoff (including storm water): 1) Describe the source of runoff (including storm water) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other waters? If so, describe. Parking area and driveway stormwater runoff will be collected by catch basins and routed through an enclosed drainage system to the existing 30 -inch pipe at the site. Runoff from the site will increase by approximately 0.6 cubic feet per second (10 -year design storm). This water will flow to the P -17 system (Duck Pond) and ultimately to the Green River. 6 2). Could waste materials enter ground or surface waters? if so, generally describe. Stormwater runoff from pavements will transport street contaminants, such as petroleum products and heavy metals, into the storm drain system and eventually into the Green River. d. Proposed measures to reduce or control surface, ground, and runoff water impacts, if any: Construction of curbs and gutters and an enclosed drainage system will channel and control runoff. Catch basins will include oil /water separators. 4. Plants a. Check or circle types of vegetation found on the site: x deciduous tree; alder, maple, aspen, other x evergreen tree; fir, cedar, pine, other blue spruce x shrubs x grass pasture crop or grain wet soil plants; cattail, buttercup, bullrush, skunk cabbage, other reed canarygrass water plants: water lily, eelgrass, milfoil, other x other types of vegetation Note: All trees and shrubs are landscape ornamentals except one mature cottonwood near S. 180th. b. What kind and amount of vegetation will be removed or altered? Most of the vegetation (deciduous trees, conifers, shrubs, grasses, forbs) on the approximately 0.66 acres of undeveloped land designated for the new parking area will be cleared, with the exception of significant trees along S. 180th and the river trail. Please refer to the landscape plan for trees to be retained. Street trees and shrubs along 180th will be removed for the new driveway. c. List threatened or endangered species known to be on or near the site. None. d. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any: Vegetation will be replaced along the trail and S. 180th Street with indigenous species of trees and shrubs. Grasses and forbs will be seeded as the remaining groundcover. Landscape conditions along S. 180th Street will be duplicated. Special landscaping, required by the Tukwila zoning 7 code, has been planned for the disturbed shoreline area that will not be covered with pavements, and significant trees will be retained and protected during construction. Refer to the landscape plan. 5. Animals a. Circle any birds or animals which have been observed on or near the site or are known to be on or near the site: Birds: hawk, heron, eagle, songbirds, other: ducks, shorebirds Mammals: deer, bear, elk, beaver, other: mice, moles, rabbits, and similar small mammals. Fish: bass, salmon, trout, herring, shellfish, other: b. List any threatened or endangered species known to be on or near the site. None. c. Is the site part of a migration route? If so, explain. Migrating shorebirds, ducks, and songbirds pass through the area via the Pacific flyway. These birds use Tukwila Pond, Duck Pond, and the Green River. d. Proposed measures to preserve or enhance wildlife, if any: Special native landscaping required for the shoreline area will help to mitigate the Toss of animal habitat. 6. Energy and Natural Resources a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. Electricity will be used for parking and driveway illumination and the new traffic signals. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. No. c. What kinds of energy conservation features are included in the plans of this proposal? List other proposed measures to reduce or control energy impacts, if any: 8 7. Environmental Health a. Are there any environmental health hazards, including exposure to toxic chemicals, risk of fire and explosion, spill, or hazardous waste, that could occur as a result of this proposal? If so, describe. The only environmental health hazards would be from the usual risks associated with road construction and pavement work, i.e., the risk of accidents with traffic lane closures and equipment at the site. The work to be . performed under this Agreement includes the closure of driveways on the north side of South 180th Street, the construction of a new access aligned with Sperry on the north side of the intersection, the construction of additional parking, the revision of existing parking, the installation of a traffic signal, signs, marking and lighting, the construction of a sidewalk on the north side of the intersection, utility and landscape work, and miscellaneous work related to the above items. The improvements shall be constructed and undertaken generally in accord with a conceptual plan dated December 28, 1988, and prepared by Entranco. The estimated cost for the above work is $225,000. Construction engineering (inspection) shall be deemed part of the construction cost. 2. Design and Approval of the Work. Grant of Easement and Utilization of Said Easement. A. F &N will receive credit in respect to the parking easement area for off - street parking in the event of future development of any property owned by it adjacent to the easement area in accord with a credit schedule to be agreed upon by the City and F &N before construction commences under this Agreement. C. F &N will have exclusive right of use of the parking area within the easement area during regular business hours. The City will have exclusive right of use of the easement area and parking facilities for Christensen Trail use purposes every evening after 5:30 P.M. and all day on weekends and holidays, provided, however, there will be a joint use of the area during four sale periods each year at times to be agreed upon by the City and F &N. 5. Construction Schedule. No work shall be performed . under this Agreement which would serve to impede the flow of traffic between November 1 and January 10 unless mutually agreed to between F &N and the City. Landscaping. The City shall be responsible for resolving landscaping issues related to the project improvements. 9. No Waiver of Rights. Failure of any party to insist on the strict performance of any of the terms of this Agreement shall not be construed as a waiver or relinquishment of that party's rights thereafter to strictly enforce any such term, but the same shall continue in full force and effect. 10. Binding Agreement. This Agreement shall be binding upon the parties, their respective heirs, legal representatives, assignees, transferees, and successors. 11. Recording.
