I have not yet received this transmittal and would take this opportunity to restate my understanding. The City Engineer requires that the Southcenter Boulevard driveway only accommodate right -in and right -out traffic movements and a channelizing C -curb be installed per City requirements. The applicant agrees to satisfy the requirements of the City Engineer. As stated in our earlier conversations, this agreement to satisfy City Engineer requirements was, in part, the basis for issuing a Determination of Non - Significance (DNS). Please be aware that failure to satisfy these requirements will result in re- evaluating the DNS and would likely result in its withdrawal. State law would then require setting aside all subse- quent City actions such as Board of Architectural Review approval. My preference would be for the development to use the joint driveway and easement utilized by the Xerox building and King County Housing Authority. However, the unadopted standards for access management suggest the driveways be a minimum of 150 feet from the intersection, measured from the back of curb to the beginning of the driveway throat. Since left turns in and out of this driveway would conflict with the left turns to 65th Street, I would require right in /right out at that curb cut, with a C -curb in Southcenter Boulevard to prevent the left turn to and from the driveway.
