Application for sign permit to be made separately from building permit application. ENVIRONMENTAL CHECKLIST REVIEW: DISPLAY AND MARKETING FACILITY /ROCKY MOUNTAIN LOG HOMES I. INTRODUCTION: An environmental checklist has been received by the Planning Division in conjunction with an application for a shoreline permit to allow construction of a display and, marketing facility for pre -cut log houses. Tyler G. Gazecki, consultant to the lessee, has filed the application. The shoreline site proposed for the construction project is located on the southeast corner of Southcenter Boulevard and Interurban Avenue, with the Green River running along the south property line. The site is currently vacant, covered with weed grasses, blackberry bushes, and various flowering weeds; no substantial trees grow on the site. The soil is firm and does not appear to be marshy at any point. On a brief visit to the site, no birds or wildlife were observed. II. REVIEW OF PROPOSAL: A. Zoning 1. The project site is currently zoned M -1, light industrial. 2. The Comprehensive Plan designates the site to be a "Commercial" use area. B. Site Plan 1. Plans submitted with the environmental checklist indicate that the log structure is to be placed at the rear (approximately south) of the property. 2. Paved parking is to be provided for five cars. 3. Access to the site will be off of Southcenter Boulevard. 4. A six foot wide walkway leads from the parking area to the building. 5. The structure is to be two stories. a. Building height will be about twenty -two feet above grade. b. Total floor area is to be approximately 1,400 square feet. III. ENVIRONMENTAL ANALYSIS: The environmental checklist and an accompanying review form have been circu- lated to all concerned city departments for review and comments. The proposal appears upon initial review to pose little risk to the environment. However, there are several points that should be taken into consideration with regard to this project. • A. Current Land Use 1. Current and proposed city zoning allow commercial uses of the nature of this proposal. a. At present no commercial structures are located in the vicinity of the proposal site; this building will be pioneering the immediate area as a regionally significant commercial locale. 2. Surrounding lands are now vacant, and access to the Regional Fort Dent County Park is via the extension of Southcenter Boulevard bording the project site on the north. a. This section of road is lightly used at this time, mainly for access to the county park. b. A bicycle lane runs along the north side of the road to the park, encouraging non - motorized transportation in the area. 1) Completion of Christensen Greenbelt Phase III, the I -405 Pedestrian /Bicycle Overpass, along with 1980 improvements to Southcenter Boulevard, will connect Fort Dent Park to the Greenbelt Park, providing a linear recreation link through this section of Tukwila. c. The proposed commercial facility, drawing automobile traffic from throughout the region, would be incompatible with the non - motorized circulation now developing in the area. 3. The proposed land use, though in compliance with City zoning requirements, in the opinion of staff does not meet the intent of the Comprehensive Plan regarding commercial development along the Interurban Corridor. a. The proposal is of a regional commercial character; the Inter- urban Corridor is intended to be developed as a commercial center with local orientation, encouraging non - motorized modes of transportation in the area. B. Shoreline Management Act 1. It is the specific intent of the State Shoreline Management Act (WAC 173 -16 -060) to limit new commercial development to shoreline areas where commercial development is already located. 2. New commercial development along shorelines is to be limited further to water - dependent activities. 3. In both of the above instances, the log house facility does not comply with State guidelines. 2 • IV. RECOMMENDATIONS: If a negative declaration is granted for the subject proposal, staff recommends that specific conditions be attached to any subsequent development permits applied for as follows: A. A 40' riverfront easement be dedicated to the City with provisions to allow for construction of appropriate recreation facilities. B. Board of Architectural Review of all development plans prior to issuance of building permit. C. Sidewalks to be provided on both street frontages; crosswalks provided for pedestrian access. D. Vehicular access allowed off Southcenter Boulevard only, as close as possible to east property line of the project site. E. Sufficient lighting at sight to provide for proper police patrol. F. King County Hydraulics permit required. G. Landscaping required with a reasonable time limit for completion to moderate increased runoff due to construction activities. H. Nature and Brief Description of Proposal Objective: The objective of making this improvement on the site mentioned is to provide a suitable location for the display and marketing of a pre -cut log home building product. The product is virtually a replica of the log cabins originally built by settlers in this area. All materials used -- roofing, siding (logs), railing, paned windows, etc., consist of natural materials. The majority of the log home buyers will be building in rural, natural settings, and therefore, it is of great importance that the display also be sited in a natural setting. For this reason, great care is being taken to insure that the pro- posed improvements for this site will be done in a fashion that will have minimum impact on the existing natural set- ting. Size: The scale of the proposed project is quite modest compared to what the zoning will permit in this area. (Please see accompanying drawings for specific description of the improvements). 7. Location of Proposal The proposed project is located at the east corner off the Southcenter Boulevard, Interurban Avenue intersection. The physical setting is as follows: The site is bordered at the northwest by Southcenter Boulevard. The Green River and its adjacent Rip Rap Bank /Easement forms the southeast border. The southwest property line, running parallel to Interurban Avenue, is adjacent to a 45' wide access strip, adjacent to Interurban Avenue. The site is covered with wild grass, thistles, blackberry vines, etc.. There are no trees or shrubs currently on the property, the site has the appearance of being basically flat with a slight grade sloping towards the river. The land affected is only that within the property line. The grading of the site will change only to provide ade- quate drainage for the parking area and appropriate siting for the log cabin foundation (see accompanying drawings for details). The landscaping of the property will be im- proved to include the plantings and surfacing indicated on the attached drawings. II.1.(c) Very slight changes in existing grading will be made to accommodate parking area, landscape, foundation, etc.. 3.(b) The drainage pattern may vary slightly with the addition of the paved parking area. 4.(a) A change in both the diversity and numbers of species of flora can be anticipated because of the addition of several trees and shrubs included in the landscaping plan. 13.(a) Because of the proposed use of the site, a few additional vehicles may use nearby . roadways to visit the log cabin display.
