An EIS (is /is not) required under RCW 43.21C.030(2) (c). This decision was made after review by the lead agency of a completed environmental checklist and other information on file with the lead agency. Director Mark Caughey, Assistant Planner 7 November 1979 Foster Golf Course•Irrigation System INTRODUCTION On October 11, 1979, the City Administration filed on its own behalf an Environ- mental Checklist pertinent to the proposed installation of an irrigation network for Foster Golf Course. This memorandum is prepared'in response to that document prior to rendering a decision on a final Declaration of Non - Significance. DISCUSSION Sections II -3 and II -9 describe the quantity of water to be 'appropriated directly from the Duwamish River to supply the irrigation network. The actual implication of extracting 1,200 GPM from the river's total flow, especially during the drier months of the year, is difficult to place in perspective without obtaining further information on demand factors for properties farther upstream. However, as a State Hydraulics Permit must be obtained for extraction of river water, a detailed analysis of total demand and appropriate conditions to prevent impaction of stream levels and accompanying environmental degradation will probably preceed granting of such permit by the state. Regarding Section II -3 -h, appropriate controls to prevent harmful chemical intrusion of ground water by insect sprays and fertilizers should be attached to the Declara- tion of Non- Significance. A definite specification of environmentally -safe products and a rigorously-controlled schedule of application should be developed, and should be coordinated with the irrigation schedule in order to avoid over watering and direct run -off of vegetation -care chemicals. RECOMMENDATION In accordance with WAC 197 -10 -340 (3 a), I recommend that a proposed Declaration of Non - Significance be transmitted to King County hydraulics, along with a copy of the Environmental Checklist, in order to obtain their input on the river water extraction implications of this project. Upon clearance of the State Hydraulics Permit, any conditions attached thereto should be incorporated in the text of the final Declaration of Non- Significance.
