SUBJECT:. Fostoria. Park Landscape Condition _
•In response to a citizen concern, I have performed a follow -up investigation
of,the condition of domestic landscaping at Fostoria Industrial Parka My
first visit occurrred about four weeks ago (prior to the first extended frost
of the season) and I found the lawns neatly trimmed, shrubbery healthy and no
accumulated trash or weeds in the planter strips. I visited again this after-
noon, and of course the colder, stormier weather of recent days has extracted
its toll' of downed leaves and duller colors. However, no serious damage
appears.
Concern was voiced also about the general appearance of the S. 134th St. /42nd
Avenue interchange where Fostoria is located.. Unfortunately, the corner
lot in the Fostoria complex has not yet been developed and is covered with
.some ragged - looking indigenous vegetation. There are no immediate plans to
develop the site at this time; however, the property owners have indicated
their willingness to cooperate in controlling the weeds within reasonable
limits. It probably would not hurt, either, if the City's lift station in
this location was a bit more meticulously attended by our grounds maintenance
crew.

Dear Sirs:
The Public Works Department has completed their review of
the subject building site plans #1 -6 with the following comments.
'.Required permits by this department to be applied for and obtained
24 -hours prior to construction are as follows:
1) Curb Cut /Access - :$25.00
2) Storm Drainage /Retention Facilities - °$25.00
3) Irrigation (future plan submittal) . - . $25.00 -
4): Sanitary Side Sewers,- Permit fee based on square footage
of each individual building.
5) .. Fire •. Protection-Sprinkler, Loop, Hydrants,. Pit' and
'Sprinkler Service (site development only)_:.- $25.00
6) Domestic Water Service - Permit fee based on size of
meter to each individual building.
A-30-foot radius shall be provided to curb returns at access
from S. 134th Street.: This. street-is a private drive and concrete =''.
apron per City; �of...Tukwila shall be provided at the:. entrance. It
is-: noted in _ our ;;review that-this . private-drive has been. designed
with less than. minimum sight - distance _than :, would:: be- _required_ in
public street.
- ::storm, system manhole structure with.trash grate to the west
is required at. the 'last 90° bend at curb cut on to--S.' 134th Street.
Also, a storm drain pipe of, sufficient size to carry all flows for
10 -year storm shall be provided as a culvert under access drive at
S. 134th Street and along the northeast property line in public
right -of -way to S. 133rd Street. The design modification shall be
provided:and: reviewed -and approved by the Public Works Department
prior to issuing of the Storm Drainage Permit.

An Irrigation Permit will be provided upon Public Works.
Department review and approval of your irrigation plan.,
Sanitary.Side Sewer Permits shall be issued after submittal_
and.. Public. Works Department review and approval of plan showing
locations and invert elevations of each sanitary side sewer to
buildings A, B, C, and D.
All fire protection systems must be previously reviewed by
the Tukwila Fire Department and Insurance Underwriters before
three sets of approved plans are provided to the Public Works
Department and prior to issuance of Fire Protection Permit #5
listed above.
Per this department's review, the sprinkler vault is to be
located outside of easements or public right -of -way. A DSHS
approved check valve shall be provided in the vault.
Valves and blocking at all hydrants are required. •.Additional
valves are suggested (see Plan #4 of #6) at:
a) mid -point between 2 - 8" X 8" tees on easterly line.
b) just beyond. 900 elbow to west on southerly line
c) on westerly line just beyond 2 - 45° elbows on south-
west corner of property.
Helical corregated metal pipe shall be a minimum 14 -gauge
galvanized steel coated inside and out or aluminum. All pipe AN0
retention facilities shall be provided in minimum Class B bedding
per APWA.
Water Meter Permits shall be issued after submittal of plans
and.Public Works Department review and approval showing'locations
• of each separate water meter and service for buildings A, B, C, and
D. If the.domestic: water meters. are located on private - property,
a right -of -way easement ;to ;the City for access must be recorded with
King County before. issuance of Domestic Water Service Permit.
This reviewand approval is contingent upon the entire 'site
• development and not for single building.

Per the above comments and upon finalization of the Developer's .
Agreement, the site plans are approved for permit application.

The Public Works. Department has reviewed the subject document and finds
it satisfactory in content and format. This agreement is required as a
result of environmental considerations identified by the responsible
official under procedures of the State Environmental Policy Act. Execu-
tion of this document recognizes the substandard width and pavement
conditions for the 139th Street frontage of the site and provides a
mechanism for future improvement of these conditions.
A check of the city's traffic accident records fail to substantiate the
presence of a hazardous condition at the South 133rd /South 134th street
intersection. However, hazardous conditions already exist at the South
133rd Street /S.R. 181 intersection which may be exacerbated by additional
vehicle movements associated with your development. Also, a traffic study
preparatory to initiating an L.I.D. per the subject agreement may .indi-
cate the need for widening of South 134th Street adjacent to your site.
Such traffic study will be considered part of the L.I.D. preparation cost,
your participation in which is implicit in the subject agreement.

Dear Mr. Caughey:
Pursuant to our meeting with yourself and Phil Fraser tuesday January 15,
1980,this letter will address the various issues discussed in your letter
of January 2, 1980. There seemed to be some confusion over two of the spec -
issues, namely, Traffic Analysis and Roadway Improvement Diagrams which I
felt had been resolved some time ago.
In our original application for short plat, in June 1979, I had agreed to
the conditions imposed by the committee at that time. Specifically those
conditions were as follows:
1. That Fostoria Park Associates would sign a developers agreement
to participate in improvements to the street at such a time as
when the city deemed necessary. The timing of this not being
completely clear at present due to the number of developments
planned in the area and their projected impacts evidenced only
when complete
2. Fostoria Park Associates would design its interior road system
to City of Tukwila standards.
3. Fostoria Park Associates would file a binding site improvement
plan for its first phase of development.
The committee was composed of representatives of your Planning Depart-
ment, Public Works and Fire Department. At this time the Public Works
representative is no longer with the City of Tukwila.
In our meeting with Mayor Todd, January 3, 1980, I felt we had resolved
all issues of your letter with the exception of the Hydraulic Study,
which it seems we just had not provided you with the information which
we had. I certainly agree with the mayor's recommendation that the city
would direct a traffic analysis and subsequent improvement of streets to
which we would agree to participate based on our appropriate share.

Please be aware we will be happy to sign a developers agreement to evidence
our willingness to cooperate this recommendation.
Our archetect is preparing a construction phasing diagram for your department
as requested in your letter. As we discussed in our meeting with the Mayor
we will execute a binding site improvement plan per your request.
Please advise if you requii e any further information on this project. We
look forward to -a -long- and - amicable - relationship -with -the City-of Tukwila.

The Office of Community Development has completed its preliminary referral
and analysis of the Environmental Checklist for a light industrial structure
proposed for construction at South 134th Street. As provided in the State Environ-
mental Policy Act (WAC 197 -10 -330), we are requesting the following additional in=
formation which will assist this agency in making a final determination of the
environmental significance of your proposed project:
Requested By Public Works: Department
1) Traffic Analysis: Discussion should include a narrative and quantita-
tive description of• traffic generated by the present and future phases
of the project, and the cumulative impact of that traffic on South 134th
Street. Also, the report should describe the contribution of project -
related traffic to declining level of service at the intersection of
South 133rd Street and Interurban Avenue.
Hydraulic Study: In addition to the extensive material already sub-
mitted on this aspect of the project, please prepare a quantitative
analysis of existing surface drainage patterns: and_u ides rouiid:.water
conditions.
Roadway Improvement Diagram: The Public Works Department has determined
that the current condition of South 134th Street, which serves as the
principal access corridor to your project site, is inadequate:to acconmi-
date the increased capacity demands associated with further light
industrial development in the area. Therefore, the City shall require
full improvement of South 134th Street for the entire frontage of your
project site, and requests a plan/profile diagram depicting such improve-
ments.

Construction Phasing Diagram: To-insure that adequate parking and maneu-
vering space will be provided with each structure added to this site, we
request a surface improvement phasing diagram.

Noise Analysis:. Due to the proximity of this project to an established
residential. neighborhood, we are requesting a noise control analysis
describing quantitative change (if any) in the day /night ambient noise
level in the residential neighborhood to the west which might result from
implementation of this project, and measures to be taken which would
minimize and control the ambient noise level change. This information
is not needed prior to the.SEPA threshold determination; however, we
request that this study be completed as quickly as possible to minimize
delay in occupancy of the completed structure..
We appreciate your patience and cooperation in the permit approval process. Questions

threshold determination.
(2) The threshold determination requirement may be
omitted when:
(a) Both the responsible official and the sponsor
(public or private) of a proposal agree that an EIS is re-
quired, or •
(b) The sponsor of the proposal and the lead agency
are the same entity and decides that an EIS is required.
(3) When the threshold determination is omitted, no
environmental checklist is required unless a private ap-
plicant requests pre -draft consultation pursuant to
WAC 197 -10 -410. [Order DE 77 -24, § 197 -10 -300,
filed 12/22/77; Order 75-1, § 197 -10 -300, filed
12/17/75.1
WAC 197 - 10-305 Recommended timing for thresh-
old determination. In most cases the time required to
complete a threshold determination should not exceed
fifteen days. The initial review of a completed environ-
mental checklist can usually be completed in a matter of
hours. If further information is required to make the
threshold determination, the time required will vary, de-
pending upon the nature of the proposal and the infor-
mation required. When a private applicant requests
notification of the date when a threshold determination
will be made, the lead agency shall so notify the private
applicant in writing. [Order DE 77 -24, § 197 -10 -305,

12/17/75.]
WAC 197 -10 -310 Threshold determination proce-
dures— Environmental checklist. (1) An environmental
checklist substantially in the form provided in WAC
197 - 10-365 shall be completed for any proposed major
action before making the threshold determination. Every
"yes" and "maybe" answer on the checklist shall be ex-
plained. Persons completing the checklist may also ex-
plain "no" answers. Persons filling out an environmental
checklist may make reference to studies or reports which
are available to the agency to which the checklist is be-
ing submitted.
(2) No environmental checklist or threshold determi-
nation is required for proposals that are exempted by
WAC 197 -10 -170, 197 - 10-175 and 197 -10 -180. [Or-
der DE 77 -24, § 197 -10 -310, filed 12/22/77; Order

WAC 197 -10 -320 Threshold determination proce-
dures -- Initial review of environmental checklist. The
kad agency shall conduct an initial review of the envi-
ronmental checklist for the proposal together with any
supporting documentation. This initial review shall be
made without requiring further information from the
applicant. In making this initial review, the lead agency
shall independently evaluate each item on the checklist
and indicate the results of this evaluation. [Order DE

WAC 197 -10 -330 Threshold determination proce-
dures— Information in addition to checklist. (1) The
threshold determination by the lead agency must be
based upon information reasonably sufficient to deter-
mine the environmental impact of a proposal. If, after its
initial review of the environmental checklist, the lead
agency determines the information available to it is not
reasonably sufficient to make 'this determination, one or
more of the following may be initiated:
(a) The applicant may be required to furnish further
information. This additional information shall be limited
to the subjects on the environmental checklist. An appli-
cant may be required to provide explanations of any
"no" answers to questions on the checklist.
(b) The lead agency may initiate further studies, in-
cluding physical investigations on the subject property,
directed toward providing additional information on the
environmental impacts of the proposal.
(c) The lead agency may consult with other agencies
with jurisdiction over the proposal, requesting substan-
tive information as to potential environmental impacts of
the proposal which lie within the area of expertise of the
particular agency so consulted. Consulted agencies shall
respond in accordance with WAC 197- 10-500 through
197 -10 -540.
(2) When the lead agency obtains information rea-
sonably sufficient to assess the adverse environmental
impacts of the proposal, it shall immediately make the
threshold determination. In the event that the further
investigations authorized by this section do not provide
information reasonably sufficient to assess any potential
adverse environmental impacts of the proposal, an EIS

WAC 197 -10 -340 Threshold determination proce-
dures— Negative declarations. (1) In the event the lead
agency determines a proposal will not have a significant
adverse impact on the quality of the environment, it
shall prepare a proposed or final declaration of nonsig-
nificance, as appropriate, substantially in the form pro-
vided in WAC 197 -10 -355.
(2) The lead agency shall prepare a final declaration
of nonsignificance for all proposals except for those
listed in subsection (3) below.
(3) A lead agency making a threshold determination
of nonsignificance for any of the following proposals
shall prepare a proposed declaration of nonsignificance,
and comply with the requirements of subsection (4)
through (7) below prior to taking any further action on
the proposal:
(a) Proposals which have another agency with juris-
diction, except that agencies may specify in their own
agency SEPA guidelines specific situations in which
written concurrence may be obtained from the other
a ency or agencies with 'u� risdiction and the proposed
