SUBJECT: Black River Corporate Park
Asking for additional traffic study and mitigations on the Black River Park is
not needed and would not be productive.
Our Transportation Plan includes Black River Corporate Park in the area growth
for LOS and design. Renton, Kent, Tukwila, Auburn and King County are
processing development review in this same general manner. This is common
practice here in the valley, Puget Sound and throughout the west.
In this case, Renton's Transportation Plan evaluated it several years back.
Our Transportation Plan includes Renton development considerations and, the
Black River is included in background growth.

RE: Black River Corporate Park E.I.S.
Date: May 16, 1990
I have reviewed the subject E.I.S. and found the following:
1. The project is located on two land tracts on the east side
of Oaksdale Ave. South. Total acreage is 28.4 ( =12.7 +
15.7) acres.
The project is characterized as shown in the attached
summary table. In general, Tract A consists of 183,582 s.f.
with maximum 4 story buildings while Tract B consists of
313,200 - 285,000 s.f. with a maximum 7 story building
height.
2. I conclude that there are no aesthetic impacts to Ft. Dent
Park due to an intervening hill and mi. distance from
the river.
3. Traffic impacts were NOT evaluated since such office
development was incorporated into the Grady Way Corridor
Study and Oaksdale had been designed for year 2000 volumes.
The Public Works Dept. may want to follow up on this for
impact mitigation to Tukwila's system; especially at the
Grady Way /Interurban /I -405 intersection area.
4. All comments to the D.E.I.S. must be post marked no later
than May 25, 1990.

Notice is given under SEPA, RCW 43.216.080 that the Ci y O ANNtNG DEPT.
Renton has issued a Draft E.I.S. for the First City Development
Corporation's Blackriver Corporate Park Office Buildings and
Parking Structure. Copies of the Draft E.I.S. are available for
purchase for $8.00 per copy at the public information counter
(SEPA Information Center) of the newly created Community
Development Department on the third floor of the Renton Municipal
Building located at 200 Mill Avenue South, Renton, Washington
98085. Reading copies are available in the Renton Municipal
Library at the above address. Comments are requested on the
above document with the comment period closing on May 11, 1990.
A public hearing on the document will be held May 1, 1990, at
7:30 p.m. at the City Council Chambers at above - address. —

DESCRIPTION OF PROPOSAL:
FIRST CITY DEVELOPMENT CORPORATION OFFICE PARK

First City Development Corporation proposes to construct, during
1990 - 1994 period, six office buildings and a parking garage.
The site is divided into Tract A and Tract B.
TRACT A
The proposed action is phased construction of three office
buildings totally 183,600 sq. ft. on 12.71 acres. These would
range in height from one to four stories. The alternative to the
proposed action is no development of Tract A.
TRACT B
The proposed action is phased construction of three office
buildings. One building would be four stories high. The second
building would be three stories high. The third building ,seven
stories high, would be adjacent to a three story parking
structure. The buildings would total approximately 286,200
sq.ft. on 15.7 acres.
One alternative to the proposed action is construction of one
seven story office building and a four story parking structure.
A second alternative is no development on the site.
Impacts will include disturbances to the earth, water, plants and
animals on site; development on a previously undeveloped site,
increases in light, glare, noise and traffic. Mitigating
measures include water quality and heron rookery protection,
visual screening, and air quality measures, among other
considerations.
The project, as proposed, would allow First City Development
Corporation to constuct an office park project consistent with
the zoning on the site.
LOCATION OF PROPOSAL:
The project site is located northwest :of Renton city center and YTiO
east of the Municipality of Metropolitan Seattle's Rentonh012��r0 gmnnri9
Wastewater Treatment Facility. The site bounded on the�south6'�by'Qt}
Oakesdale Ave. S.W. and S.W. 7th Street. It is boundeaVon'11�th� nn�'''�v
north by the P -1 pond, established by the Soil Conservation
Service to store runoff from developing lands in the Green River
Valley. Naches Avenue lies to the east of the site.
