Dear Sir: Public Works Department has reviewed and approves the subject site plan for the roadway and utility site plan improvements per the following comments and conditions: Prior to beginning the site work the developer shall obtain the following permits and meet the following conditions. As the environmental process is incomplete, changes to site conditions resulting from findings of environment shall also apply retroactively. Call Denise Millard, Permit Coordinator at 431 -3672 to have the following permits prepared for pickup: 1. Sidewalk, Channelization /Street Improvement Permit (Permit Fee = $25.00) Per our review of your April 3, 1991 letter, sidewalks were determined to be required per the City of Tukwila's Sidewalk Ordinance. Approval of the final channelization plan shall be secured] through WSDOT, SeaTac, Metro and Tukwila prior to issuance of this permit for construction of sidewalks, street widening and associated storm drainage and utility relocations. A typical street section shall be identified for your proposed street widening and sidewalks for Pac Highway /South 160th Street._ At the completion of channelization street improvement work, the Development shall provide the following documents for turnover to Tukwila (that portion in Tukwila) and SeaTac (that portion in SeaTac) for acceptance of proposed public infrastructure. Included in the turnover documents will be the following: A. Letter from the Developer's representative requesting turnover of proposed public facilities within the City of Tukwila addressed to the Public Works Director, attention Phil Fraser. (A like letter to SeaTac for proposed public infrastructure turnovers to the City of SeaTac is appropriate). B. As -built plans. C. Sign -off permits for appropriate facilities per public standards from City of SeaTac and City of Tukwila and WSDOT approval of as- builts. D. Bill of Sale. E. List of materials. F. Right -of- way /easements executed by property owner, unrecorded, with signatory for acceptance of right -of -way and easements by the Mayor, City Clerk and City Attorney. G. One year Maintenance Bond for proposed public facilities as part of this turnover dated from commencement from date of letter and request for acceptance by the City. Please note that the Tukwila Mayor /City Council is the sole authority for acceptance of easements and proposed public infrastructure improvements. 2. Storm Drain Permit (Permit Fee = $25.00) A new manhole structure shall be provided at intersection of existing 30" pipe and new 8" storm. 3. Landscape Irrigation Permit (Permit Fee = $25.00) Four (4) sets of Landscape Irrigation Plans shall be provided via the Permit Coordinator for City review prior to issuance of this permit. On plan please identify the irrigation system, coverage and deduct meter (if appropriate), and DSHS approved backflow prevention device. Also, the applicant is referred to the City of SeaTac for appropriate approvals and street use /curb cut /access permits, for all public infrastructure and roadway improvements in South 160th Street and Pac Highway South located within the City of SeaTac. Please complete the enclosed copy of the Non - Residential Sewer Use Certification, return a copy to Val Vue Sewer District and forward a copy to Metro. Metro will use this information to determine late- comers charges for this development. The applicant is referred to Water District # 125 and Val Vue Sewer District for appropriate approvals /permits for sewer and water systems. The applicant is referred to other City departments with regards for approvals for fire, planning and building requirements. And finally the applicant is referred to Metro with respect to Metro bus shelter which will be placed in private property by easement and other Metro design criteria. The channelization plan shall be based on the enclosed April 5, 1991 letter from WSDOT and other requirements of WSDOT through their letter from WSDOT and other requirements of WSDOT through their review and final approval of your channelization plan for Pac Highway. If any new or upgrades to electrical telecommunications or TV cable is required, all work shall be undergrounded per the City of Tukwila's Undergrounding Ordinance. VanDasen. Mayor Public Works Department has reviewed the Dollar Development in the field. The City has requested Dollar Development provide input with regards to past, current and potential tenent improvements with respect to Sidewalk Ordinance. Also the City has met with the Developer and SeaTac (Don Monohan) last week with regards to requirements of SeaTac relative to sidewalk improvements. Per the City's field review the following ped safety analysis is offered: A. No sidewalk system exists adjacent to Dollar Development on public right -of -ways it fronts - South 160th Street and Pacific Highway South. B. Metro bus stop fronts Development on Pac Hwy. C. Citizens of Tukwila have reported for public record ped safety problems in terms of access to the City Council meetings with respect to lack of sidewalks and pedestrian access fronting Dollar Development in recent past. D. Pac Hwy and South 160th do not have adequate spacing between Dollar Development and roadway to allow for separated ped travelway from vehicular traffic. E. Peak work traffic observed traveling at 35 - 50 MPH F. This route allows for some school children access to school route. Per the above reasoning, ped safety is an issue. Public Works has met with Developer 4/4/91 and per the 4/$/91 letter attached, the City's Sidewalk Ordinance is activated. Dollar Development has provided sidewalks and Metro bus access on their site plans. A water analysis is required to assure adequacy of fire protection. All other issues have been resolved. The site is presently paved and slopes to the south. The storm water flow is thus guided to a landscaped swale along the south property line. As such, any further repair work and or alterations to the existing storm drainage, a new storm water detension system is not required. The existing building roof structure is supported on concrete pilons which are located within two feet of north property line. The existing building on the adjacent property to the north encroaches on the subject property. These existing conditions prevent relocation of existing storm drain line outside the building. Furthermore, the existing storm drainage serves the subject property and only a portion of pavement from the south. We therefore, recommend that the existing storm drainage line not be relocated. A 15" diameter pressure sewer runs acrosa this property from south 160th street to the north. This line also cannot be relocated for reasons cited above. However, the Owner is advised to provide a 15 foot wide utility easement to the Sewer District along this existing line. Thank you for your approval of the enclosed site {Ian.
