RE:
Environmental Determination for Macadam Road
Improvements (EPIC- 20 -87)
Based on the information in your environmental checklist, it is
my understanding that the subject project involves the
construction of minor road improvements which I have determined
to be SEPA exempt pursuant to WAC 197- 11- 800(2)(b) & (c). The
actions I have evaluated are typified by those listed below.
1. Widening of existing curb to curb width from 22 to 36 feet
for 2,500 ft. in order to add an auxiliary lane for
localized purposes;
2. Construction of a public traffic control signal;
3. Construction of a sidewalk, storm sewers, street lighting,
and other ancillary improvements; and
4. Excavation of 2,600 cu. yds. of earth which is exempt as an
integral part of an exempt action.

Because these questions are very general, it may be helpful
to read then in conjunction with the list of the elements of
the environment.
When answering these questions, be aware of the extent the
proposal, or the types of activities likely to result from
the proposal, would affect the item at a greater intensity
or at a faster rate than if the proposal were not imple-
mented. Respond briefly and in general terms.
1. How would the proposal be likely to increase discharge
to water; emissions to air; production, storage, or .
release of toxic or hazardous substances; or production
of noise?

The objectives and the alternative means of reaching the
objectives for a proposal will be helpful in reviewing the
aforegoing items of the Environmental Checklist. This
information provides a general overall perspective of the
proposed action in the context of the environmental infor-

1. What are the objective(s) of the proposal? T, „02to
an improved transportation collector aerterial complete

for the North Hill reservoir overflow line.
2. What are the alternative means of accomplishing these
objectives? To reroute traffic thnrugh annthar rnrri''r
Since none exists. it would have to he rnnetriirterl One
possibility would be to extend Sonth 157nd Si-rapt
