HomeMy WebLinkAbout1995-04-24 Committee of the Whole MinutesApril 24, 1995 7:00 p.m. CALL TO ORDER ROLL CALL OFFICIALS SPECIAL PRESENTATIONS Citizen Heroism Award and Proclamation Airport Communities Coalition Update Amend Agenda TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MEETING MINUTES Tukwila City Hall Council Chambers Council President Joyce Craft called the Committee of The Whole Meeting to order and led the audience in the Pledge of Allegiance. JOE DUFFIE; JOAN HERNANDEZ; JOYCE CRAFT, Council President; DENNIS ROBERTSON; ALLAN EKBERG; STEVE MULLET; PAM CARTER. JOHN MCFARLAND, City Administrator; LINDA COHEN, City Attorney; LUCY LAUTERBACH, Council Analyst; ROSS EARNST, Public Works Director; RON CAMERON, City Engineer; DOUG MICHEAU; Public Works Coordinator; DON WILLIAMS, Parks Recreation Director; STEVE LANCASTER, DCD Director; RON WALDNER, Police Chief. Ron Waldner, Police Chief, introduced and presented an Award and a Proclamation to Krystle Lamphere, an 11 year -old, for her acts of courage in a recent incident. On March 16, 1995, Krystle intervene in a dangerous situation where she recognized inappropriate communication between a stranger and two small children. She placed herself in harms way to rescue the children from the grasp of the stranger and ran quickly to report the incident to an adult. Waldner said that all the citizens of Tukwila wish to acknowledge heart -felt appreciation for the heroism demonstrated by Krystle L. Lamphere. Ken Reid, Chief Operating Officer of the ACC, gave an informational overview of the Airport Communities Coalition's efforts in addressing the Proposal in the Port of Seattle Master Plan for a third runway at SeaTac Airport. It was the consensus of the Council to move "Item 3c" (Film on Building Communities Within); and "Item #4" (Citizen's Comments) to follow Reports. Committee of The Whole Meeting Minutes April 24, 1995 Page 2 SPECIAL ISSUES Update on Comp Plan Neighborhood Revitalization Strategies Initiative 164 CITIZEN'S COMMENTS (General) CITIZEN'S COMMENTS (Neighborhood Revitalization) REPORTS Steve Lancaster, DCD, briefed the Council on the revised Comp Plan schedule. The revised schedule reflected the Council's decisions regarding the public input process, the date for the Council's first public hearing, and other related schedule adjustments. He also informed the Council of the next Van Tour which is scheduled for June 22, 4:30 p m. None. None. Lancaster reviewed the neighborhood revitalization activities that are currently on- going. He stated it is important for us to understand that virtually everything the Council and Administration undertake can be looked upon as an effort to build, strengthen and to continue working hard to make Tukwila a safe, vibrant and healthy community. Lancaster explained that Initiative 164 was passed into law earlier last week by the State legislature. Known as the "Takings Act," the law will present some significant challenges to cities with regard to the application of land use regulations. He said this is a complicated piece of legislation that will require in -depth analysis. It is far too early to "throw in the towel" with respect to the efforts that have already been spent on the Comp Plan, Zoning Code and Development Regulations. Chuck Wolfe, the newly contracted land use attorney, will assist with an in -depth review of the act and of the City's processes. Mayor Rants reported he has requested an update for the First Quarter on the total amount of unbudgeted funds that was used for books in DCD, a land use attorney, and the Court safety issue. Councilmember Duffle complimented staff for acquiring the large screen television sets for the Council Chambers. Rants responded that they will be mounted appropriately before long. Councilmember Hernandez reported she had attended this past Wednesday night's anniversary dinner for the Apartment and Motel Managers Network. She commended Evelyn Boykan and Karen Wright for the excellent work they've done with that program. She also attended the Duwamish Improvement Club meeting on Thursday night where John McFarland and Darren Wilson gave an excellent presentation on Code Enforcement. 4,9 Council President Craft reported she had attended opening day for Little League Baseball, and that she was honored with pitching the first ball. There were over 400 kids in attendance. She also stated that Lanny Vickers will be the new editor of the Duwamish Bulletin. Councilmember Carter announced that she now has petitions readied to ask the School Board to change the name of the school district to from the South Central School District to the Tukwila School District. Mayor Rants stated that he will have the City Attorney research this issue to see if councilmembers can take part in matters such as these. Thelma Larson, 51st Place South, asked for clarification on why the Comp Plan does not list her neighborhood as a Single Family Residence. The Council President responded that the Comp Plan meetings begin next week (May 1), and will continue through June 7 to take public comments and input. An opportunity will be afforded her to voice her concerns at that time. Mayor Rants stated briefly that the Southgate Trailer Park has a new manager, Mrs. Williams. She plans to bring all violations into compliance by any means necessary (within legal realms, of course). Council President Craft called the meeting back to order with those present as listed above Committee of The Whole Meeting Minutes April 24, 1995 Page 4 Building Communities Within ADJOURNMENT 10:00 p.m. The Council viewed a 90 minute film titled: "Building Communities Within." The film suggests that communities cannot be rebuilt by focusing on their needs, problems and deficiencies. Rather, community building starts with the process of locating the assets, skills and capacities of residents, citizens associations, and local institutions. Helpful tools such as a "capacity inventory" were introduced. Brief portions of the film suggested ways to find and mobilize the capacities of young people, people with disabilities, older people, people experiencing welfare and local artists.
