NOTICE OF ACTION BY THE CITY OF TUKWILA
Pursuant to the provisions of chapter 43.21C RCW, notice is hereby given
that the City of Tukwila did on April 6, 1984 take the action described
below.
Any action to set aside, enjoin, review, other otherwise challenge such
action on the grounds of noncompliance with the provisions of chapter
43.21C RCW (State Environmental Policy Act) shall be commenced within 90
days or be barred.
The action taken by the City of Tukwila notice of which is hereby given,
was:
Approval of design and Shoreline Management Substantial Development
Permit for replacement of the Foster Bridge across the Duwamish River
at 52nd Ave. S., east of Interurban Ave. S.
Pertinent documents may be examined during regular business hours at City
Hall, 6200 Southcenter Blvd., City of Tukwila.

ENVIRONMENTAL CHECKLIST ORM
Introduction: The State Environmental Policy Act of 1971, Chapter
43.21C, RCW, requires all state and local governmental agencies
to consider environmental values both for their own actions and
when licensing private proposals. The Act also requires that an
EIS be prepared for all major actions significantly affecting the
quality of the environment. The purpose of this checklist is to
help the agencies involved to determine whether or not a proposal
is such a major action.
Please answer the following questions as completely as you can with
the information presently available to you. Where explanations of
your answers are required, or where you believe an explanation would
be helpful to government decision makers, include your explanation
in the space provided, or use additional pages if necessary. You
should include references to any reports or studies of which you
are aware and which are relevant to the answers you provide. Com-
plete answers to those questions now will help all agencies involved
with your proposal to undertake the required environmental review
without unnecessary delay.
The following questions apply to your total proposal, not just to
the permit for which you are currently applying or the proposal for
which approval is sought. Your answers should include the impacts
which will be caused by your proposal when it is completed, even
though completion may not occur until sometime in the future. This
will allow all of the agencies which will be involved to complete
their environmental review now, without duplicating paperwork in
the future.
NOTE: This is a standard form being used by all states and local
agencies in the State of Washington for various types of proposals.
Many of the questions may not apply to your proposal. If a question
does not apply, just answer it "not applicable" (n /a) and continue
on to the next questions.

The bridge connects the intersection of Interurban Avenue South and

THIS APPROVAL IS TO BE AVAILABLE ON THE JOB SITE AT ALL TIMES AND ITS PROVISIONS FOLLOWED BY THE PERMITTEE AND
OPERATOR PERFORMING THE WORK.
The person(s) to whom this approval is issued may be held liable for any loss of or damage to fish life or habitat which results from
failure to comply with the provisions or intent of this approval. Failure to comply with the provisions of this approval is a gross misde-
meanor punishable by fine and /or imprisonment.
The Departments of Fisheries and Game reserve the right to make additional restrictions or conditions or revoke the approval if deemed
necessary by the departments for the protection of fish life. These departments cannot be held liable for any property damage which
might occur as a result of this project.
This approval pertains only to the provisions of the Fisheries and Game Codes. Additional authorization from other public agencies may
be necessary for this project.
Note: It is noted that this is a single span structure with the abutments located
above high water areas.
1. The use of fresh concrete shall be completely isolated from contact with the river.
2. Pile driving (and removal) for false work shall be limited to less than 16 hours per days
3. No construction debris shall be discharged in the river. All debris which falls into the
river shall be removed immediately.
4. Bridge drains shall not discharge directly into the river.
5. Material excavated while shaping the bankline for placement of riprap shall be disposed
of above high water areas.

Foster Bridge was issued by King County on January 10, 1983. Fifteen days have
elapsed since that date. No comments indicating the proposal would have a
