Subject: Supplemental information to June 29, 1984 Environmental
Form for Crestview Park - Phase I
The following information will help to explain and further define the scope
of this project. Sections below correspond to the page number and sections
in the original form.
Page 2, J. - An electrical permit will be required.
K. - A plumbing permit will be required.
Page 2, 10. - Phase II is still planned for 1987, however there has
been some general discussions on using part of the Phase II par-
cel on 160th for a fire station and /or water tank site. No firm
plans have been made and neither may ever occure.
Page 2,1. (b,c) - Approximately 10,400 square yards of blackberries, brush
and weeds will be removed and replaced with grass (6,500 sq. yds.)
paving /sidewalks (2,639 sq. yds.) and landscaping (1,261 sq. yds.)
including 33 trees. There is no estimate on the number of cubic
yards of material that will be moved within the project. No fill
is planned to be brought in, only grub brush, etc. will be
removed. Changes in elevations (grading) will occure on about
40% of the site with changes ranging from a few inches to not
more than 2 feet. only one cut will be made and that is for the
rock wall on the west side of the tennis court. The wall will
have a 6 foot cut at the most.
Page 3, 1.(e) - All surface water from paved areas will be directed into
the city storm drain system.
Page 3,
(c,d) - I see no alterations to the course or flow of flood
waters affected by this project or to any signifficant body of
water.
Page 3, (f,g) - Ground water will be affected very little, if anything
flow will be reduced due to the paving.
Page 5, 7, - The tennis court and sport court will be lighted with
manually operated switches that will be on timers. The lights
will only be on when either court is in use. The two courts will
be surrounded on the east, north and west by existing trees and
brush. Very little light will be visible to areas outside the
park. To the south is the hillside with the Bow Lake pipeline
R/W and no housing. Lights will have no effect to the south.
Within the park the asphalt path will be lighted with fixtures
directing light only towards the ground on 20 foot poles. Very
little overflow light will go beyond the path.
Page 5, 8, - Land use may be affected in Phase II if a water tank or
fire station were to be built. Either use would require
appropriate reviews and permits.

Pursuant to the provisions of chapter 43.21C.RCW, notice is hereby given
that the City of Tukwila did on July 26, 1984, take the action described
below.
Any action to set aside, enjoin, review, or otherwise challenge such
action on the grounds of noncompliance with the provisions of chapter
43.21C.RCW (State Environmental Policy Act) shall be commenced within 90
days or be barred.
The action taken by the City of Tukwila notice of which is hereby given,
was as follows: Approve 12 parking stalls for Crestview Park Phase I.
Said action pertained to property commonly known as: Crestview Park
Phase .I at the northwest corner of S. 158th St. and 53rd Ave. S.
Pertinent documents may be examined during regular business hours at the

13 -14 The traffic generated by the new park will not be of great significance clue
to the nature-of the area. The street is dead end and there are no businesses or
large residential complexes. As the existance of the park becomes known, the
young people will began .to congr`egate'at late hours thus increasing the need for
routine patrol: In as much as the park ins of.apedestrian nature, the lack of
sidewalks is a safety concern. As previously stated the vehicular traffic will
be minimal but should be considered. Lighting is also a concern. Those areas
near the street and playareas should have adequate lighting.
Phase I, due to its size, will not'have a significant impact on the existing
services to the area.

Phase I will develop 3 of the 11 acre park site. Phase I is separated
from Phase II by So. 158th Street. It will include a picnic area, tennis
court, play court, trails &.parking.. Most of the site will be left in its natural

The 3 acre heavily wooded site is surrounded on 3 sides by public streets
and private property to the north. When completed, it will be the City's
only park serving this S JdL quarter of the town. The parcel slopes steeply
to the north and east, requiring development to be concentrated in a small
area in the middle and south side of the parcel.

Explanation: Approximately 10,000 sq. ft. of impervious covering
will be installed in this 130,000 sq. ft. park. The asphalt or
concrete will minimumly affect the natural absorption of rainwater .
and subsurface water flows. Drains will carry the collected water
eventually to the Green River and will have very little affect on
its flow.

order to construct the various improvements. It is planned to
remove as little vegetation as possible, keeping a "natural theme"
to the park, however, for safety and security, trails will be

Explanation': The park is considered a neighborhood park and is
developed to serve the local neighbors... Users will be encouraged
to walk and ride bicycles to the park. Few visitors will drive,

parking is available also. Minor traffic increases in this area
