DETERMINATION OF SIGNIFICANCE
AND REQUEST FOR COMMENTS ON SCOPE OF EIS.
p ion of Proposal: The Seattle Water Department ($WD) is the sponsor of
a proposed plan which is intended to meet the future water needs of the SWD
service area to the year 2035: the 1985 COMPLAN (Seattle Comprehensive Regional
Water Plan). The 1985 COMPLAN is the long -range planning document which describes
SWD recommendations including water demand forecasts, water supply, water treat-
ment, watershed management, conservation, implementation and financing. Follow-
ing approval by the City of Seattle, the COMPLAN will be sent to King County
(.County Council) and the State ()SHS) for approvals.
Location of Proposal: King County, Washington (see attached map).
Lead Agency: Seattle Water Department
The lead agency has determined this proposal is likely to have a significant
adverse impact on the environment. An environmental impact statement (EIS) is
required under RCW 43.21C.030.(.2) (c) and will be prepared. Materials indicating
likely environmental impacts can be reviewed at our offices.
The lead agency has identified the following areas for discussion in the EIS:
water demand forecasts, yield analysis, future sources of supply, facility improve-
ments, watershed management, water quality and treatment, conservation, management
programs, and implementation.
Agencies, affected tribes, and members of the public are invited to comment on the
scope of the EIS. You may comment on alternatives, mitigation measures, probable
significant adverse impacts, and licenses or other approvals that may be required.
The method and deadline for giving us your comments is a letter postmarked before
October 29th to:
