11. Give brief, complete description of your proposal, including the proposed uses
and the size of the project and site. There are several questions later in this
checklist that ask you to describe certain aspects of your proposal. You do not
need to repeat those answers on this page. Section E requires a complete
description of the objectives and alternatives of your proposal and should not be
summarized here.
Approximately 200 yards of soil will be removed from an area roughly 45 x 55 feet. The excavation
will be one foot deep for most of the area with up to 3 feet of soil removed in some locations. The
soil contains copper above 100 ppm but is considered non - hazardous and will be disposed at an offsite
location. After excavation the area will be backfilled to its present flat grade. The project is
being conducted in accordance with a RCRA storage unit closure plan that has been approved by the
WA State Department of Ecology.
12. Location of the proposal. Give sufficient information for a person to understand
the precise location of your proposed project, including a street address, if
any, and section, township, and range, if known. If a proposal would occur over
a range of area, provide the range or boundaries of the site(s). Provide a legal
description, site plan, vicinity map, and topographic map, if reasonably
available. While you should submit any plans required by the agency, you are not
required to duplicate maps or detailed plans submitted with any permit applica-
tions related to this checklist.
The excavation project is located near the northwest corner of the Rhone - Poulene, Inc. facility at 9229
East Marginal Way South. Refer to materials in the Shoreline Permit Application for additional site
specific information.
13. Does the proposal lie within an area designated on the City's Comprehensive Land
Use Policy Plan Map as environmentally sensitive?
The project site is located within 200 feet of the Duwamish Waterway and is considered
"environmentally sensitive" on that basis.

3. Water

approximately 125 feet from the Duwamish River.

plan. FLood heights of the Duwamish River are controlled
by the Howard Hanson Dam. THe 100 -year floodplain in the
project area lies within the existing, modified banks of the
river and does not impact the project site.

adjacent to samll open crib -type storage structure. Other structures
on the property include single -story offices and laboratory, and
process -type structures related to former Vanillin Manufacturing.

objectives for a proposal will be helpful in reviewing the
aforegoing items of the Environmental Checklist. This
information provides a general overall perspective of the
proposed action in the context of the environmental infor-
mation provided and the submitted plans, documents, suppor-

approximately 200 cubic yards of soil containing copper concentrations
ranging from approximately 100 - 1,000 ppm and replace excavated material
with clean fill to present grade.

Department of Ecology.
