D. SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS
(do not use this sheet for project actions)
Because these questions are very general, it may be helpful
to read them in conjunction with the list of the elements of
the environment.
When answering these questions, be aware of the extent the
proposal, or the types of activities likely to result from
the proposal, would affect the item at a greater intensity
or at a faster rate than if the proposal were not imple-
mented. Respond briefly and in general terms.
1. How would the proposal be likely to increase discharge
to water; emissions to air; production, storage, or
release of toxic or hazardous substances; or production
of noise?
Proposed rezoning will create no changes in the environment.
Proposed measures to avoid or reduce such increases are:
N/A
2. How would the proposal be likely to affect plants, ani-
mals, fish, or marine life?
N/A
Proposed measures to protect or conserve plants, ani-
mals, fish, or marine life are:

natural resources? Resources will not change due to the
proposed rezoning.
Proposed measures to protect or conserve energy and
natural resourses are: N/A
4.. Now would the proposal be likely to use or affect
environmentally sensitive areas or areas designated (or
eligible or under study) for governmental protection;
such as parks, wilderness, wild and scenic rivers,
threatened or endangered species habitat, historic or
cultural sites, wetlands, floodplains, or prime
farmlands? No affect. Situation will remain the same for
the environmentally sensitive area.
Proposed measures to protect such resources or to avoid
or reduce impacts are:
N/A
5. How would the proposal be likely to affect land and
shoreline use, inclduing whether it would allow or
encourage land or shoreline uses incompatible with
existing plans? There would be a change in the type and
requirements of certain land uses.

E. SUPPLEMENTAL SHEET FOR ALL PROJECT AND NON PROJECT
PROPOSALS
The objectives and the alternative means of reaching the
objectives for a proposal will be helpful in reviewing the
aforegoing items of the Environmental Checklist. This
information provides a general overall perspective of the
proposed action in the context of the environmental infor-
mation provided and the submitted plans, documents, suppor-
tive information, studies, etc.
1. What are the objective(s) of the proposal?
The objectives of the proposed rezoning is to change the
King County zoning designation to a comparable Tukwila
zoning classification for newly annexed property.
2. What are the alternative means of accomplishing these
objectives? The alternatives of the project are the
possible zoning classifications other than those
currently proposed:
R -1 -7.2
PO
C -1
3. Please compare the alternative means and indicate the
preferred course of action:
1) Possible alternative would be to create several spot zoning districts to
make several non - conforming uses conforming.
2) Another alternative would be to propose zoning classifications that are
less restrictive, allowing higher densities and intenser uses.
3) Another alternative would be to propose more restrictive zoning classifications
thereby limiting uses and decreasing permissable densities. This would create
many noncontorming situations.
The proposed course is the preferred course because it minimizes nonconformity
while maintaining present standards of use and density.
