MEMORANDUM
The proposal is for vacation of approximately 734 feet of street which currently
serves the Hampton Heights apartment complex and two undeveloped lots, one zoned
single family (R -1 -20) and the other zoned multiple family (R -4). Hampton Heights
abuts the initial approximate 400 feet of the street which is improved with
pavement. The total property conisists of four lots created by short subdivision
83 -17 -SS on December 15, 1983. If vacated the street would become a private
street to the extent desired in future development of the two easterly
undeveloped lots.
TMC 17.24.030 (Subdivision Ordinance - minimum standard for private street)
specifies a private street can be no longer thatn 200 feet and accommodate
full future development on the lots. Clearly the proposal exceeds this
standard by at least 200 feet, but may provide adequate access for future
development. The latter has not been demonstrated or analyzed by the applicant
and /or Public Works. On this basis alone the proposal cannot be approved.
However, vacation of the easterly portion (adjacent to the two undeveloped lots)
would conform to the subdivision ordinance.
Originally the alignment of the street was straight, but the existing curv-
alinear alignment was created in 1975. The latter was followed in the recent
short plat of the property. Therefore, vacation of the easterly approximately
334 feet of the street will result in the R -1 -20 and R -4 zoning classifications
aligning with the center of the street, the same as now exists.
Lot 2 (R -1 -20) is approximately 1.93 acres in size and will accomod t about fd(g
three single family homes. Lot 4 (R -4) will theoretically support multi le 401
family residential units on the 1.91 acre parcel. Slightly more units may be
possible after factoring the addition to the lots of area within the vacated
street.
A cul -de -sac is required of 80 feet in diameter at the end of the street
(TMC 17.24.040.1) provided the street is no longer than 600 feet.

PROPOSALS
The- objectives and the alternative means of reaching the
objectives for a proposal will be helpful in reviewing the
aforegoing items of the Environmental Checklist. This
information provides a general overall perspective of the
proposed action in the context of the environmental infor-
mation provided and the submitted plans, documents, suppor-
tive information, studies, etc.
1. What are the objective(s) of the proposal? The owners of
this property dedicated this strip of land to City of Tuk-
wila at no cost to the city back when the city planned to
have S. 152nd connect as a through street to the east.
This is no longer a possibility therefore it makes sense
to vacate this strip and allow this development to control
its own access and security needs. The advantages to the
city besides maintenance and upkeep of additional roadway is
evidenced in the liability factor. It'is imperative if
the city approves this vacation that the new property
line between the North and South lots shall be the center
line of the _existing right of way.
2. What are the alternative means of accomplishing these
objectives? The alternatives are two fold 1) Deny vaca-
tion completely. or .2) Approve the vacation of the
Easterly portion only. However, my request is based on
anc. agreement between Graydon Smith, S &M Investments and

to complete the L.I.D. 30 by reducing the length of the
street to be improved, thereby reducing the cost of the
project thus eliminating the major property owners objec-
