Dear Mr. Beeler:
Thank you for the opportunity to comment on the determination
of nonsignificance for the North Coast Chemical exterior tank
farm, spillage containment system, and outdoor drum cleaning
area proposed by John Hallstrum. We reviewed the
environmental checklist and have the following comments.
All pipes and plumbing from the tank farm area to end -use
areas, and from delivery areas to the tank farm should be
equipped with or installed in a monitored secondary
containment structure if such pipes or plumbing contain
hazardous substances as defined in RCW 70.105D, for the
purpose of preventing the discharge of hazardous substances
. to the environment. (Auth: RCW 70.105D.030(1(a))).
Receiving areas (i.e. truck or tank car offloading or
delivery areas) supplying hazardous materials or hazardous
substances to the tank farm, and bulk loading areas (if any,
i.e. areas where tank trucks or railcars receive products to
be delivered or distributed) should be equipped with
secondary containment if materials which are hazardous
substances as defined in RCW 70.105D are delivered or
received in those areas, to prevent potential discharges of
hazardous substances to the environment (Auth. RCW
70.105D.030 (1(a))).

Dear Darren,
I have reviewed the comments itemized on the environmental
review routing forms and offer the following responses:
Fire Department Review: 11/8/90
1 -3. Northcoast Chemical has re- evaluated their operations
and will manufacture all their industrial cleaning
compounds at another facility. This facility will only
provide storage of the product.
The plan (Sheet A2) has been revised by eliminating all
manufacturing operations and provisions, including the
outdoor above ground tanks.
The scope of the project has been re- defined in item 11,
page 3 of the Environmental Checklist.
4. Item 11, page 3 of the Environmental Checklist has been
revised to describe the spill control, drainage and
containment measures necessary to comply with UFC
80.301. The detailed plans will be submitted for
Building Permit approval after the issuance of the
environmental determination.

UFC 80.401 is no longer applicable to this project
because the product will only be stored, not
manufactured.

1. -The spill control, drainage and containment measures to
be used are described on item 11, page 3 of the revised
Environmental Checklist.
In addition to the items noted above, items 14 on page 4, 5
on page 6, d on page 8 and 7a on page 10 have all been
revised to more accurately describe the revised scope of
work.
Your prompt attention in re- routing this response for final
comments and environmental determination as soon as possible
would be greatly appreciated.

including discharge basins and leak containment facilities, to ensure
if spillage occurs, that hazardous materials will be isolated from
local storm drain /ground water and river. You are requested within
the environmental document to elaborate on your "primary and
secondary containment facilities" rather than allowing the statement
"all containment will be constructed in accordance with UFC Article
80..." language to suffice. It is not clear how your proposal will
contain and insure hazardous spill will not occur.
