It is our understanding an EIS will be developed for each of the six sites currently under
consideration for an interim facility. As none of these sites are located within the City of
Tukwila, our comments are from the perspective of a user.
The City of Tukwila has submitted remarks for Phase I EIS scoping on the permanent jail
project. Many, if not most, of our concerns for a permanent facility apply to an interim
jail, thus we are enclosing a copy of our letter and ask that it be included on the interim
jail study.
In addition, we encourage an EIS that views the potential use of a well placed interim jail
as an additional permanent site.

Dear Mr. Mattern:
We are writing on behalf of the City of Tukwila and our concern over the successful design,
placement, and completion of the permanent jail facility.
As to our ability to express that concern, in the framework of an EIS scoping exercise that has
not been predicated with design and siting alternatives, we feel somewhat hampered. Specific
locations and design may prompt any number of unknown EIS applications, thus we encourage
a broad brush in evaluating environmental concerns.
The "areas of discussion" listed on page two of your scoping announcement appear to be
comprehensive and logical. We would make the following comments and suggestions.
As one of many municipal entities in King County who rely on King County Jail services,
we are extremely concerned about transportation and ease of accessibility. Jail location
and design directly impact our efficiency and effectiveness.
From the perspective of an efficient municipal operation, as well as convenience for our
citizenry, a criminal justice facility (south end) that offered a range of service to include
courts, prosecutor, public defender, work release, and all the jail associated services
appears justified. We would hope the scope of your EIS is broad enough to incorporate
a range of service for current and future development.
Due to the public concern for negative impacts on community/neighborhood property
value, we encourage the exploration of property value issues and mitigation legislation.

Lastly, we encourage an evaluation of fiscal and environmental impacts associated with
projected regional growth and the siting of multiple criminal justice facilities (north, east,
and south), so as to minimize negative impact and maximize community accessibility.

DETERMINATION OF SIGNIFICANCE
AND REQUEST FOR COMMENTS ON SCOPE OF EIS
Background of proposal
Since the opening of its main detention center in 1986, King County has experienced
continuous growth in its inmate population. The growth has caused a crowding problem in
the current main detention facility. To address the growing crowding problem, King County
has initiated many efforts to examine the institutional population and has proposed and /or
implemented many alternative means, including non - capital programs, of handling or
reducing crowding.
Some of the non - capital programs have included the development and implementation of
Electronic Home Detention, expansion of court hours, a Supervised Release program, and
remodeling of the old Courthouse jail for Work Release inmates. In addition, many
improvements have been made to ensure more timely processing of offenders through the
criminal justice system. Despite all these efforts it was strongly recommended by criminal
justice officials in 1988 that King County immediately begin planning for additional
detention space.
To determine the potential growth in the inmate population and the size and type(s) of
additional detention space needed, King County contracted with a consultant to complete
a 20 -year inmate population forecast. The County hired a Project Coordinator in 1989 to
begin the planning process for additional detention space and has initiated a series of
studies. The Operational Masterplan (OMP) analyzes the need for additional permanent
jail capacity. The Facilities Masterplan (FMP), now being completed, will present
programmatic and capital construction alternatives to meet the projected inmate and
correctional program populations. In addition, a Siting Criteria Report will be prepared to
evaluate the technical and community based factors to be considered when selecting a site(s)
for new facility(ies).
Many issues are being evaluated in the development of alternatives to be included in
FMP. These issues include the centralization /de- centralization of criminal justice services,I,
transport of prisoners, expected expansion and impacts to local criminal justice agencies, co-
location of related agencies, types of operations, facility alternatives including high -rise,
campus - style, dispersed book - and - hold(s), or regional justice center(s), economies of scale,
and cost of construction and operation.

Description of proposal
The King County Executive in the FMP is proposing a capital facility project option in a
general regional location and non - capital program options to meet the need for additional
permanent jail capacity. The capital and non - capital proposals are based on the analyses
in the FMP. The Phase I EIS will be programmatic and the first document under phased
review as provided by WAC 197 -11- 060(5). The Phase I EIS will evaluate the capital
proposal, and non - capital program proposals as well as the Siting Criteria Report.
Alternatives to the King County Executive's proposal .and impacts of the proposal and
alternatives will be described and analyzed in the Phase I EIS.

Dear Citizens, Local Governments and Agencies:
The Environmental Impact Statement (EIS) Scoping Notice for the
King County's proposed interim jail facility was released today for
your review and comment.
The Scoping Notice proposal states that the environmental impacts
of two alternative "housing options" for interim detention capacity
will be examined in the EIS. One alternative is a modular housing
facility and the other is remodeling portions of the King County
courthouse.
Analysis of the modular housing alternative will include examining
the environmental impacts of this facility on five potential sites
located in South Park, Redmond, Woodinville, and in Kent.
Parametrix, the EIS consultant, will evaluate each modular housing
site alternative objectively, with no preference to any one
location.
The EIS Scoping Notice is a draft outline of what areas will be
analyzed and discussed in the EIS document. The 21 day time period
for Scoping comments provides an opportunity for the you and other
affected jurisdictions to respond toward the analysis contents of
the EIS document. Parametrix will be accepting all written
comments on the Scope through October.11.
To provide additional means for the you to comment, the County is
holding four public meetings to take oral comments on the EIS
Scope. Each of these meetings will have two parts. The first
part, 6:00 to 7:00 p.m., will be to provide general information
about the EIS process. The second part, 7:00 to 9:00 p.m., is when
formal public input comments will be recorded.
The exact dates and times for these meetings will be announced at
the end of this week. We will send you an update when the
information is available. If you need further information you may

DETERMINATION OF SIGNIFICANCE
AND REQUEST FOR COMMENTS ON SCOPE OF EIS
Background of proposal
King County's main detention center has experienced a continuous and growing
crowding problem since 1986. Despite enormous efforts to streamline processing
of inmates through the courts, remodel existing housing space, and develop
alternatives to incarceration, the detention crowding problem has continued to
increase.
In 1989, King County began early stages of planning for additional new
permanent detention space. The expected magnitude of the anticipated detention
construction indicated that completion of such a project would take until 1993 or
longer. This time frame for developing a permanent facility required the County
to develop alternative forms of detention housing for the "interim" time period
between 1989 and 1993.
Population and program forecasting indicated that any "interim" detention
housing would have to accommodate approximately 250 or more prisoners and that
other non - construction alternatives would also have to be developed to augment
any temporary facility.
The County underwent an intensive research process to evaluate and recommend
appropriate housing and construction options. Housing and construction options
considered were evaluated as to whether they met the following project needs
and objectives:
• To provide additional bed space to house approximately 250 or more inmates
in order to relieve existing and additional anticipated crowding at the
County's existing detention facility in downtown Seattle
• To provide this bed space in a timely manner, this space can be utilized
effectively in the interim period before any permanent facility could be
sited, permitted, and constructed
• To provide needed interim bed space in a manner that meets applicable
County, State and Federal physical plant, medical and detention standards
or codes
• To provide additional interim bed space in a manner that will provide for
efficient and secure operation of this facility and overall County detention
system(s).
• To provide additional interim bed space in a manner which is
environmentally sound and which constitutes a reasonable use of the
County's resources
• To provide necessary operational flexibility

This assessment led the County to conclude that modular housing and remodeling
portions of the county courthouse were reasonable alternatives which could meet
these objectives.
Description of proposal
The proposal is to construct a pre - engineered modular style interim, medium
security, detention facililty within King County which will accommodate
approximately 250 or more inmates.
This facility would be temporary, operating until such time as a permanent
detention facility is sited, constructed, and operational within the County. No
bookings or releases would take place at this interim facility, prisoners would be
transported to and from the existing County detention facility in Seattle for court
and releasing. This one -story facility and associated parking and landscaping
would cover approximately three acres.
In preparation for potential construction of modular detention facility the County
conducted a site selection process which resulted in the identification of possible
alternate sites for this facility within King County. The potential sites for
analysis in this EIS are:
• a 23 -acre site between 180th and 196th Ave. NE off Union Hill Rd. (Cadman
Pit) in unincorporated King County adjacent to the City of Redmond
• a 23 -acre site off 190th and the Woodinville /Duvall Rd. in Woodinville in
unincorporated King County
• a 20 -acre site off Occidental Ave. in South Park in the City of Seattle
• a 4.7 -acre site at 7740 S 208th in the City of Kent
• a 3.2 -acre site at 188th and 80th Pl. S in the City of Kent
In addition to the proposed facility, reasonable alternatives that will be examined
in this EIS include remodeling some portions of the King County Court House and
a No Action Alternative which includes analysis of current corrections programs.
The basis for the corrections analysis will be a review, by an independent
corrections expert, of the proponent's population forecasts to include examination
of short term detention housing needs and prisoner population management
programs.
