Richard Nichols of Northwest Seals dropped off this drawing of the proposed access way. He felt that all we wanted was the small triangle area indicated and that this was all that was possible to do in light of the Public Works Department's (PWD's) inability to actually locate the 147th Street right -of -way and the indecision of how Interurban would be developed. 2. I told Nichols the following: a. At a preapplication conference, the city did consider the triangle as a possible option, but that this was not the- eA1y- ept4en -te -b0 a final decision and that final design should be worked out with the Public Works Department. b. That at a second conference, the PWD indicated exactly where it considered the 147th St. right -of -way to be based on a City survey. c: I have constantly reminded Nichols to contact the PWD to work out a final access and roadway design, but upon checking with Ross Earnst was continually told that he had had no contact from Northwest Seals. Nichols confirmed that they had been working from detailed designs/ specs. only (with the implication that he had not conferred with the PWD). d. I had told to Nichols on several occasions that my .discussions with the PWD indicated that the triangle only option would not be acceptable and that the entire existing roadway would be more appro- priate. At these times, I urged Nichols to contact the PWD to resolve this issue. e. A positive separation shall be maintained between the flowing stream and the work area at all times. 3. The outfall shall be armored in a manner that will reduce runoff velocities at the point of entry to the stream to a level that will not cause bank erosion. 4. Steps shall be taken to revegetate the armored section. Jones, File No. EPIC - 85 -292, Green River - Duwamish River, WRIA B- 09.0001 One of the major impacts to rivers and streams in urban areas is the intro- duction of pollutants such as oils, heavy metals, phosphates, etc. These pollutants enter the rivers and streams through storm runoff systems. Most runoff systems are designed using underground pipe leading to either under- ground detention vaults or detention ponds designed to prevent downstream flooding. Unfortunately, even with oil /water separators, these systems concentrate pollutants then discharge them to the receiving waters. Therefore, it is necessary to provide some means, in addition to the stan- dard oil /water separator, to remove the pollutants typical of urban runoff. This can be accomplished by designing shallow grass -lined swales leading to open detention ponds. The detention pond must be large enough to allow the establishment of vegetation within it that will create a bio- filter. We also wish to emphasize that a Hydraulic Project Approval will be required prior to the start of work on the river side of the dike or within tributaries to the Green River. The members of the DRC met to review the subject building application on 10/9/85 at the Tukwila City Hall. 2. Persons present were Pat Lowery, Police; Doug Gibbs; Fire; Ross Earnst, Public Works; Brad Collins, Planning; Vernon Umetsu, Planning; and Richard Nichols, David Kehle Architects. The concerns of each department were stated by the respective represen- tative and are described below. 3. Pat Lowery, Police A. Provide secure locks on buildings. B. Provide adequate ground illumination. C. Lowery is more than willing to meet with project architects to comment on proposed alarm and building lock systems. 4. Doug Gibbs, Fire A. Building must be sprinklered due to building size and highly flam- mable items (i.e. rubber) to be stored in the warehouse area. Applicant was advised to check Article 81 presumably of the Fire Code for high -pile stock requirements. • • Northwest Seal October 14, 1985 Page 2 B. Requires a 20 -foot paved travel way for fire truck access. C. The closest water main is approximately 1,000 feet away, and the fire department will require fire hydrants within 300 feet of all sides of the building. 5. Tom Hill, Building Among other items, TH specified the following: A. AB roofing should be specified on the print. B. No plumbing and mechanical details have been transmitted as yet. Those should be transmitted as soon as possible. (Nichols indi- cated that such would be transmitted and that they were currently working on producing the working drawings for the structure.) C. Two exits are required from the warehouse area as well as two exits from the office area. D. Demolition of the existing structures at the site will probably not required a demolition permit. Demolition can be done under a grading permit that would normally be issued. 6. Ross Earnst, Public Works A. Roadway design has not been completed. Earnst and Nichols will complete road design by November 21st. B. A flood control permit from King County Hydraulics for surface water management is required. Earnst notes that the King County dike easement required is 30 feet from the top of the dike. If a 2 to 1 slope is required for the dike facing, this 30 -foot ease- ment may intrude into where the building is currently located. King County Surface Water Management should be contacted as soon • • Northwest Seal October 14, 1985 Page 3 as possible to determine the dike location design and easement required. C. A storm water control system must be completed and approved by the Public Works Department, as well as King County Surface Water Management. Earnst notes that the requirements of King County Surface Water Management seem to be prohibitively excessive and that the City will be contesting the County's level of required storm water runoff mitigation. D. The dike maintenance road required by King County will not be constructed by the City. However, in general, the surface treat- ment specified in the plan has been acceptable to the County for dike maintenance road purposes. 7. Don Williams, Parks and Recreation A. Requested a trail easement for pedestrian and bicycle purposes. This easement should be coterminus with the dike maintenance ease- ment being requested by the King County Flood Control section. A roadway will be constructed or improved at some later date when sufficient easements have been acquired to allow the development of a complete trail segment. B. Williams will provide a legal description of the recreation trail easement being requested to the applicant. (This trail easement agreement should be executed prior to November 1, 1985 in order to be considered as a project characteristic by the Board of Architectural Review). 8. Brad Collins, Planning A. The right -of -way easement across the Puget Power right -of -way should be documented prior to the issuance of any environmental determination. • • Northwest Seal October 14, 1985 Page 4 B. Roadway design should be completed prior to any environemental determination. C. All other project characteristics should be finalized prior to any environmental determination. 9. Richard Nichols, David Kehle Architects A. The architects are proceeding with the production of working drawings and anticipate completion within 4 - 5 weeks. B. The architects anticipate construction to occur somewhere between January and July, 1986. C. A building permit is anticipated to be issued in late December or early January in order to meet this construction schedule. 10. Vernon Umetsu, Planning A. In a separate meeting after adjournment of the DRC participants, Umetsu and Nichols met. The following items were discussed. B. The applicant must verify the permanence of the access easement across the Puget Sound Power and Light right -of -way along the South 147th Street alignment. This verification should take the form of a copy of the access easement being transmitted to the Planning Department. It should document at least the following: 1. Use of the easement as a road easement. 2. Conditions of revocation or interruption, and 3. Other salient terms of the easement. C. Any roadway must be adequate to handle approximately 20 truck trips per day, as well as other normal If the adjacent southern parcel is to participate in any road improvements, written agreements to that effect must be received by the Planning and Public Works Departments in sufficient time to allow review of proposed roadway design. The subject easement across the PSPL right -of -way may be required to be modified in order to permit the adequate alignment of any roadway along 147th Street. D. The applicant shows a parking overhang intruding 2 feet into the river environment and various landscaped areas. This is not per- mitted under the Tukwila Zoning ordinance and a variance would be required to allow such a design to occur. The Planning Department would not support such a variance. E. Actual building locations to be designated for office use must be identified. F. Loading space dimensions required under TMC 18.56.060 call for a 10'x30' space for small trucks or 12'x65' spaces for large trucks. The applicant is providing an 18.5'x21.46' truck loading space. This is inadequate and the loading space must be redesigned. G. The depth of all proposed compact stalls is 15', however, the zoning code requires a 16' deep compact stall. H. The depth of the proposed standard parking stalls is 17'. The zoning code calls for a 19' deep parking stall. These stalls must be redesigned. I. The handicapped space is required to be 19' deep. Storm drainage should be completed prior to the SEPA Environmental determination. 0. Umetsu emphasized that all project characteristics must be satis- factorily finalized prior to an environmental determination being made and reviewed by the Board of Architectural Review. The deadline for completing project design should be approximately the 29th of October and certainly no later than November 1st in order to be evaluated by the Board of Architectural Review at their meeting on November 21, 1985. 11.
