1. What are the objectives of the proposal?
The objective of this proposal is to alleviate the existing
crowded parking condition for this site. Fatigue Technology,
Inc. currently employs 90 persons. Although the existing number
of parking stalls (39) on this site is in accordance with City of
Tukwila zoning requirements, additional parking is needed. The
proposed parking lot addition will provide 42 additional "Employee
Only" parking spaces on the north side of the building.
2. What are the alternative means of accomplishing these objectives?
The proposed parking lot addition will be located where no
substantial landscaping currently exists. The only alternative
location for a parking lot addition would at the southwest
portion of the site where substantial lawn and landscaping
currently exists. It is our opinion that it is the best interest
of the property owner, as well as the City, not to disturb the
existing substantial landscaping which currently enriches the
community.
3. Please compare the alternative means and indicate the preferred
course of action:
As note above, the only alternate course of action would involve
removal of a considerable amount of existing landscaping and
replacement with a paved parking area. It is our opinion that
the preferred course of action is to provide this paved parking
area to the rear of the building (north) where it will not
displace landscaping which currently enriches the community.
Also, a parking area in this location will not be in the immediate
view of the community at large, which will even further reduce
any potential impacts of an additional parking area.
4. Does the proposal conflict with policies of the Tukwila Comprehen-
sive Land Use Policy Plan? If so, what policies of the plan?

A. BACKGROUND

The proposed improvements to the existing building are scheduled
to commence in October 1985 and be completed by December 1985.

10. Government approvals or permits required.
Two variances are required to allow the proposed improvements
which address pedestrian access and landscaping. Both variances
were approved by the City of Tukwila Board of Adjustments on
September 5, 1985. A building permit will also be required by
the City of Tukwila Planning and Building Departments.
11. Description of project.
The project will consist of the construction of approximately
42 parking spaces along the north side of an existing structure
located at the northeast corner of Andover Park West and Baker
Boulevard in Tukwila, Washington. The proposal also includes
modifications to the existing rail line and storm drainage in
the area. The portion of the site proposed to be utilized as
parking does not have access and is currently lying fallow.
The proposed parking lot addition will alleviate the existing
crowded parking condition on this site. Although the building
was originally constructed to be utilized as an industrial warehouse,
the existing use which is also allowed under the current zoning

as well as by the comprehensive plan. is office space. As a result,
a significant portion of the building is being used as office
space. COnsequently, due to the number of people employed, the
parking on the site is not adequate. The action has been initiated
by the current building user, Fatigue Technology, Inc., and according
to Mr. Burke Gibson, the company president, the parking situation
on the site is extremely inadequate. The reviewer will also
note, however, that the entire western portion of this site has
been devoted to the planting of landscape and lawn area in excess
of that normally required by the City of Tukwila zoning code.
It is the objective of the current owner to maintain this existing
landscape as much as possible and to utilize the rear of the
existing building (which is not visible from either Andover Park
West or Baker Boulevard) for the proposed parking facility.
12. Location of the proposal.
The proposed construction is located on the north side of the
existing Fatigue Technology Building located in the northeast
corner of the intersection of Andover Park West and Baker Boule-
vard in Tukwila, Washington. (Please see attached map for specific
vicinity and proposal diagramatic representation.)
13. Comprehensive land use policy map.
None to our knowledge.
B. ENVIRONMENTAL ELEMENTS
1. Earth.
a. The site Is very flat with cross slopes ranging between
1% and-3%.
b. Approximately 3 %.
c. The general soil type is sandy loam as characteristic of
the lower Tukwila /Kent Valley.
d. None to our knowledge.
e. A nominal amount of filling will be required to construct
the proposed improvements which will consist of general
imported f i i I. The approximate amount of fill is estimated
at 500 cubic yards.

f. A slight amount of erosion may be possible during the con-
struction sequence which would expose the existing nominally
vegetated soils. However, due to the sandy loam soil type
and the flat grades involved, In our opinion, the probability
of significant erosion occurring on the site would be nominal.
g. The existing complex is approximately ten years old and
the required open space /landscaped area existing on the
site is far in excess of the city's requirement. The portion
of the site proposed to be utilized for additional parking
is lying fallow and in an area not visible from either Baker
Boulevard or Andover Park West. The construction of the
proposed parking will increase the coverage for the site
by approximately 13 %.
h. Because the erosion potential is nominal on this site, proposed
measures to control erosion are not specified as part of
this application.
2. flLC.
a. Omissions in the form of diesel equipment exhaust would
occur during the construction phase of this protect. However,
no Tong -term omissions wi I I result from this proposal.

c. Water runoff:
1) The subsurface storm drainage system has been designed
to accomodate the surface runoff from the proposed
parking area as per the attached site Improvement plan.
The system is designed to outlet to the existing storm
drainage system located in Baker Boulevard. The subsurface
storm drainage system flows west from the point of
discharge from the site and eventually into the Green
River located approximately one mile away.
2) Not in our opinion.
d. None are proposed. The storm drainage system for the Andover
Industrial Park was sized to accomodate the large stormwater
flows of developments within its limits and no capacity
problems have been noted. Stormwater detention is not required
by the City of Tukwila Engineering Department.
4. Plants.
a. A few oak trees are located within the area of the proposed
parking lot construction. However, the remainder of this
site Iles fallow with wild grasses and weeds of nominal
height.
b. All existing vegetation in the area will be removed. However,
along then north property line a row of deciduous trees
will be planted in accordance with the City of Tukwila landscape
code.

d. The enclosed plan indicates the planting of a dense landscape
buffer along the northern property 1Ine as per the City
of Tukwila zoning code requirements.
5. Animals.
a. No animals are known to inhabit this portion of the site
due to the relative proximity (adjacent to an existing 100,000
square foot warehouse).
