SUBJECT: TUKWILA ANNEX NO. 2 - TRIP GENERATION ANALYSIS

Dear Mr. Wagner:
Thank you for asking The TRANSPO Group to provide you with transportation
engineering assistance as it relates to the Annex No. 2 retail development
located on the corner of Andover Park West and Tukwila Parkway in Tukwila. We
have discussed the project with both Mr. Jim Dunn of the Callison Partnership
and Mr. Ross Ernst, City Engineer for the City of Tukwila. Based on these
discussions, we understand that this analysis is to consist only of a summary
of traffic generated on -site during peak periods and during an average week-
day. The analysis is not intended to provide a discussion of off-site impacts.
Based on this understanding, the following briefly summarizes this traffic
generation analysis.
The site is currently occupied by retail space designated as Annex No. 1,
totaling about 39,600 square feet (sf). The proposed expansion known as Annex
No. 2 would add 8,300 sf to this total, bringing the retail space for the
entire site up to 47,900 sf. To understand the impact of this additional
8,300 sf, it is appropriate to look at the traffic generated after the pro-
posed expansion compared to the traffic generated on -site as it currently
exists. In both cases, TRANSPO assumed full occupancy of the available retail
space on -site.
Attachment 1 summarizes the traffic generation analysis conducted by The
TRANSPO Group. The vehicle trip generation rates used by The TRANSPO Group
were developed using a traditionally accepted source for developing such
estimates, Trip Generation, Institute of Transportation Engineers, Third
Edition, 1983. This publication provides the most up -to -date traffic genera-
tion survey information for a wide variety of land uses.
The vehicle trip rates shown in Attachment 1 were interpolated between the
trip rates shown in Attachments 2 and 3. This step is required since the data
presented in ITE's Trip Generation are an aggregate average for general size
groupings of retail shopping centers. Thus, it is appropriate to "fine tune"
these trip generation rates to more accurately reflect the rate associated
with the actual size of shopping center being analyzed. The methodology for
developing these interpolated trip generation rates is described in Using the
ITE Trip Generation Report, Carl H. Buttke, P.E., July 1984. As indicated

on Attachment 1, and is consistent with general observations, the rate at
which shopping centers attract traffic decreases as the size of the shopping
center increases. Among other reasons, this decrease in trip rate is reflec-
tive of the longer shopping durations associated with the larger shopping
centers where more comparison shopping occurs. As shown, the existing center
would be forecasted to generate about 4,500 daily vehicle trips and 520 PM
peak hour vehicle trips during the highest hour between 4:00 -6:00 PM. Morning
peak hour traffic generation is much lower since most retail establishments do
not open prior to 9:00 or 10:00 AM. After the proposed expansion, daily
traffic generated by the site would increase to about 5,100 vehicles per day
(vpd) and PM peak hour traffic would increase to 570 vehicles per hour (vph).
Thus, the "impact" of this proposed expansion would be an additional 600 vpd,
or an increase of 13 percent over the existing traffic generation on -site.
During the PM peak hour, an additional 50 trips would be generated. As indi-
cated above, the traffic generation rate decreases with increasing shopping
center size. Thus, the 13 percent increase in traffic compares to a 21 per-
cent increase in shopping center size.
The additional traffic generated by the proposed expansion is generally con-
sidered minor in comparison to the traffic volumes which typically exist on
arterial streets similar to those adjacent to this shopping center. While The
TRANSPO Group has not conducted an analysis of off -site traffic conditions as
part of this study, it is unlikely that the additional traffic generated by
the proposed expansion associated with the Annex No. 2 would create any
noticeable adverse impacts to traffic operations in the surrounding area.
Mr. Wagner, I trust this brief analysis responds to the City of Tukwila's
request for an analysis of traffic generation associated with this minor
expansion of an existing small retail shopping center. If you or the City
have any questions regarding how the traffic generation rates or resulting
vehicle trip generation numbers were developed, I invite you or the City to

Approximately 145,000 sf site with an existing 20- year -old structure of
approximately 29,000 sf currently undergoing modifications and an 11,000 sf
addition. Also under the curretn permit, the site is being improved to provide
parking for 170 cars, landscape per City Ordinance and improve utilities.
This building will occupy a piece of the site set aside for it. The new
building will be 8,150 sf single story retail.
