Metro is under order by the State Department of Ecology to upgrade its Puget Sound treatment plants to a secondary level of treatment. Metro is in the process of evaluating five secondary treatment alternatives and a Metro Council plan adoption decision is scheduled by July 31, 1986. Metro has been ordered by DOE to institute a sewer connection ban for the entire Metro service area to be effective August 1, 1986, unless Metro adopts a secondary treatment plan by that date. Metro is proceeding on schedule and anticipates meeting the August 1, 1986, plan adoption deadline. If you would like additional information concerning Metro's secondary treatment planning process or would like to be placed on our mailing list to receive regular updates on the status of secondary planning, please contact Gerry Larrance, Metro Community Relations at 447 -6626. Water Quality Metro has designated the Green River as a major water of regional concern where the protection of water quality is a high priority. We recommend that adequate slope setbacks be established and maintained, and that routing of stormwater should be in such a manner to prevent erosion and limit significant increases in sediment loading to the river. Measures to protect water quality should include, but not be limited to: o Construction timing and staging; o Temporary erosion and sedimentation controls; o Permanent and /or temporary runoff control facilities (e.g. grass -lined swales, detention /retention ponds); • • Brad Collins April 23, 1986 Page Two o Provisions for maintaining adequate setbacks and riparian vegetation; o Preventing toxic materials, petrochemicals and other pollutants from entering surface waters; o Identifying runoff discharge points into surface waters through King County's drainage planning process. Public Transportation The proposed project site is served by the following transit routes: o #150 - All day service to Seattle, Southcenter, Kent and Auburn o #155 - All day service to southeast and downtown Renton o #241 - Commuter service only to /from Southcenter, Renton, Bellevue, Juanita and Kenmore Bus zones already exist in all quadrants of the Southeast 180th /Andover Park West intersection. We recommend that passenger pedestrian improvements to all stops be incorporated into the project although none of these zones are likely to be located on the project site itself. Don Winston should be contacted regarding bus zone access improvements. He can be reached at 447 -4085. We also recommend that the proponent take the following actions to promote transit and ridesharing on -site: 1. Post transit /rideshare information and distribute to employees; 2. Distribute ridematch applications annually; 3. Provide secure bicycle parking; 4. Establish an Employee Transportation Coordinator; 5. Provide preferential car /vanpool parking; 6. Provide transit pass or carpool /vanpool subsidies; 7. Conduct periodic promotions; 8. Sell Metro monthly bus passes; 9. Encourage flexible work hours. Fire Department (Doug Gibbs, 433 -1850) 1. Two story office /bank building requires sprinklering per City Ordinance #1141 (attached). 2. Remote drive -up teller station if over 120 square feet will require fire alarm system per City Ordinance #1327 (attached). 3. Fire lanes must meet the requirements of City Ordinance #1110 (attached). 4. Fire hydrants must meet requirements of City Ordinance #729 (attached). Parks and Recreation Department (Don Williams, 433 -1843) 1. The site plan does not show a sidewalk by the railroad tracks and South 180th Street, however it does appear on the landscape plan. 2. It is requested the sidewalk on the east side of the project on South 180th Street meet and match the City's Christensen Trail. The City will be pleased to work with the contractor or developer to see how this can be done. 3. It is requested all sidewalks have appropriate ramps. 4. How will dike maintenance vehicles gain access to the dike road, and how will the road be surfaced? Page -2- M.A. Segale April 11, 1986 • 5. I have a concern that people will cross the railroad tracks anywhere and not just at the driveway crossings. Can something be done to discourage such potentially unsafe crossings? 6. The site is located on the southeast corner of 180th and Andover Park West in Tukwila, Washington. The proposed structure will be oriented such that the walls are at an angle of approximately 45 degrees with adjacent streets. We understand that the finished floor and finished yard grades are planned at Elevations 25 and 23.3, respectively. Existing site grades range from approximately Elevation 20 to 23.5 and are the result of regrading done in 1972. Prior to that, site grades ranged from approximately Elevations 22 to 26. Several explorations have been done on and adjacent to the site in the past. They include a boring located to the south of the site, two boring, and three Dutch cone penetration tests located immediately west of Andover_ Park and west of the site, and numerous test pits, one of which is located in the building footprint. • • Segale Business Park, Inc. February 24, 1986 Page Two SUBSURFACE CONDITIONS Subsurface soils are alluvial deposits consisting of interbedded silt, sandy silt and silty sand underlain by a thick unit of fine to medium sand. The test pit excavated within the building footprint to a depth of 12,feet (Elevation 13) encountered a 3- foot -thick layer of silt between Elevations 18 and 21. Below that, silty sand with occasional thin layers of sandy silt was encountered to the depth excavated (Elevation 13). Based on our review of nearby borings, we interpret that the silty sand unit extends down to approximately Elevation 5 and is underlain by the medium dense to \dense sand unit. This sand unit extends to below the depth of the borings which were drilled to 90 feet or to Elevation -75. Ground water levels observed in nearby borings range from about 8 to 9 feet below the ground surface in March 1983. Recent test pits show the water level about 11 feet below the ground surface. RECOMMENDATIONS We recommend that the site be developed by a combination of overexca- vation and surcharging similar to the way other buildings have been developed in the immediate area. This procedure will help control postconstruction settlement and allow support of the structure on shallow spread foundations. The existing soil should be overexcavated to a depth of at least 2 feet below the bottom of footings. Backfill should consist of gravelly sand pit run material placed in layers of appropriate thickness for uniform compaction, and compacted to 95 percent of its maximum dry density determined in accor- dance with ASTM D -1557, test procedures. All material up to the floor slab level should be compacted. To help control postconstruction settlement, we recommend that 6 feet of surcharge fill be placed. We have assumed that the surcharge fill will weigh approximately 135 pcf. The top of the surcharge fill should extend 5 feet beyond the footings and slope down at the natural angle of repose. Settlement of the surcharge fill should be monitored at three or four locations. This can be done by driving hubs into the completed fill and GeoEngineers Incorporated • • Segale Business Park, Inc. February 24, 1986 Page Three -taking survey level readings referencing a benchmark well outside the influence of the fill. The surcharge fill should be left in place until the maximum settlement observed is less than 0.01 feet per week. For foundations supported on a minimum of 2 feet of compacted fill we recommend an allowable design bearing of 2000 pounds per square foot for all dead and real live loads exclusive of the weight of the footing and backfill over the footing. The recommended allowable may be increased by one -third for the total of all loads including wind and /or seismic. The footings should be founded at least 18 inches below the lowest adjacent grade and have minimum widths of 16 inches and 2 feet for continuous and isolated footings, respectively.
