We received a determination of nonsignificance (DNS) for the construction of a 28,250 square foot processing center by Purolator Curier Corporation. Although there is no comment period for this DNS, we note that the project is in the Municipality of Metropolitan Seattle sewer service area and we have the following concerns. Please be advised that a hookup ban may be imposed on the Municipality of Metropolitan Seattle (Metro) on August 1, 1986, if planning for secondary treatment is not completed by July 31, 1986. The hookup ban, if imposed, would apply to the entire Metro service area. This means that there is a pos- sibility that sewer service may not be available for the pro- posed project. If you have any questions, please call Mr. Robert Sylvester of the Northwest Regional Office at (206) 885 -1900. Sincerely, Barbara J.titchie Environmental Review Section BJR: cc: Marlene Wylie, NWRO AFFIAVIT OF DISTRIIUTION I, 160thity0 G hereby declare that: • Notice of Public Hearing J Notice of Public Meeting [[ Board of Adjustment Agenda Packet Q 'Board of Appeals Agenda Packet O Planning Commission Agenda Packet 0 Short Subdivision Agenda Packet IE" Determination of Nonsignificance O Mitigated Determination of Non - significance Q Determination of Significance and Scoping Notice O Notice of Action O Official Notice O Notice of Application for 0 Other Shoreline Management Permit [[ Shoreline Management Permit [[ Other . was mailed to each of the following addresses on 1 1 , 198. wovJ, rryu ,d7t-cec dy4. Re: Conditional Use Permit - Purolator Courier Corp. Dear Ms. Bradshaw, The site plan detailing Purolator's proposed location in the Gateway Corporate Center, Building. 2, as well as their office area will be delivered to you today by McKenzie Saito Architects. At your request, I contacted Kevin Griffin, Manager of the Seattle Purolator Courier Corp. to obtain additional information on Purolator's operation. Per Mr. Griffin, this facility would be used as a distribution point and sorting area of small air - express packages and letters. They employ approximately 100 employees. They receive their parcels at 8 :00 p.m. via a semi which unloads and leaves at approximately 10:00 p.m. Six people remain on site and sort the parcels —until 12 :00 midnight. Their Econoline vans (approximately,.50) are loaded in the morning and all the vehicles leave by 10:00 a.m. and— r -eturn between 3:00 and 6:00 p.m. Additionally they use (-fouj -step vans and occasionally will lease additional Econoline van's from Hertz. Purolator's primary business hours are from 8:00 a.m. to 6:00 p.m., Monday through Friday. The vans will be parked at the site overnight. During working hours they will have approximately 40 -50 employees parking on the site. If you need •dditional information, please let me know. SUPPLEMENTAL SHEET FOR NONPROJECT ACTIONS (do not use this sheet for project actions) Because these questions are very general, it may be helpful to read them in conjunction with the list of the elements of the environment. When answering these questions, be aware of the extent the proposal, or the types of activities likely to result from the proposal, would affect the item at a greater intensity or at a faster rate than if the proposal were not imple- mented. Respond briefly and in general terms. 1. How would the proposal be likely to increase discharge to water; emissions to air; production, storage, or release of toxic or hazardous substances; or production of noise? Vehicular traffic is within the projected volumes expected for the development. Additional noise is negligible. No toxic or hazardous substances are associated with the proposed use. Proposed measures to avoid or reduce such increases are: Increased traffic volume should be easily accommodated by the existing street. Development of roads within the park will accommodate traffic volumes in the park. 2. How would the proposal be likely to affect plants, ani- mals, fish, or marine life?
