We received the determination of nonsignificance (DNS) for the Moody Bloomquist;Office Building by Western Pacific Proper- ties. Although there is no comment period on this DNS, we note that this project is in the Municipality of Metropolitan Seattle sewer service area and we have the following concern. Please be advised that a hookup ban may be imposed on the Municipality of Metropolitan Seattle (Metro) on August 1, 1986, if planning for secondary treatment is not completed by July 31, 1986. The hookup ban, if imposed, would apply to the entire Metro service area. This means that there is a pos- sibility that sewer service may not be available for the pro- posed project. This letter responds to comments received on the environmental review for the project. As I understand it, more clarification of the access issue is necessary to allow us to present the project at the June 26 BAR hearing. Access is proposed from Interurban Avenue South. The revised site plan shows existing parking, curbcuts and walks on adja- cent properties. The properties were short platted with,a 22 foot easement to lot 1 through lot 4 in accordance with current standards to allow access to lot 1 for future development. As you know the Sperry and Fewel Buildings are built with direct access to Interurban Avenue South, and access to lot 1 is through the entry and parking areas for these buildings. The entryway to lot 1 is entirely on the Sperry Building lot as shown in the attached as built survey by J.R. Ewing. In fact part of the Fewel Building curb encroaches on the Sperry lot as does the southwestern most landscaping - strip. Secondary access is proposed from 57th Avenue South through the Flexi -V development. A reciprocal easement for parking and access is in preparation. A draft is attached. Please let me know if more information is needed for SEPA review prior to the BAR hearing June 26. Judith G.
