Thank you for the opportunity to comment on the determination
of nonsignificance for the installation of an oil /water
separator for a storm sewer line by Boeing Military Air-
planes. We reviewed the environmental checklist and have the
following comments.
The proposed project must be consistent with all applicable
policies and other provisions of the Shoreline Management
Act, its rules, and the local shoreline master program. This
includes, but is not limited to, those master program provi-
sions pertaining to utilities in Urban shoreline environ-
ments.
It appears the work will occur in unincorporated King County.
King County's Shoreline Master Program ( KCSMP) will apply to
this project. If the City has annexed the area, the KCSMP
standards will still apply until Tukwila updates its master
program to include the annexed area.
The total proposal must be included in the required shoreline
permit application. The project site plan included in the
permit application must meet the requirements of WAC
173 -14 -110.

Subject: Boeing Oil /Water Separator
The following 1s a response to information requested on
October 30, 1990.
1. During construction, there is not expected to be any
spills because no hazardous materials will be utilized
on the project. Any possible spills resulting from
equipment failure (hydraulic excavation or lifLing
equipment) will be immediately cleaned up by the 24-hour
on -site hazmat team. The Department of Ecology is
issuing dewatering requirements for storm water, ground
water and river water which may accumulate in the
construction pit.
2. Boeing will comply with DOE /EPA, Metro, Tukwila Public
Works and all other applicable regulations and
municipality requirements. Contaminated water will be
discharged to the sanitary sewer only upon Metro
approval. If the water is noL acceptable for discharge
into the sanitary sewer, then the water will be shipped
to a Boeing owned treatment plant. or TSD facility as
required.
3. The oil /water separator is being installed as a
precautionary measure to prevent hydraulic oil, bearing
oil, diesel fuel and other petroleum products used in
large industrial equipment from entering the river. A
shear gate is also being installed to enable the hazmat
team to entirely close off the storm sewer line.
Secondary containment is always provided for equipment
as required. At the Developmental Center, 6 similar
oil /water separators have been installed for the same
purpose,
Construction for this separator is scheduled to begin
immediately. We would appreciate your expeditious review of
this project to avoid construction delays. If you have any

1. Page 6, item 6:
Identify precautions to be taken to protect local drainage from
surface spills and runoff during construction. The applicant
should be prepared to pump storm water around the construction,
as well as to pump water from the construction pit into the
sanitary sewer (when appropriate, and with METRO permit only).
2. Item 10, pg. 3:
Comply with DOE /EPA, METRO, and Tukwila Public Works
requirements. A METRO discharge permit should be obtained for
discharge of any surface or ground water which may be
contaminated.
3. The installation of an oil /water separator is not sufficient
protection from a hazardous materials spill. The applicant
should clearly identify the reason for this action. Is this
simply a precaution is the event that required containment
measures fail?
