Dear Mr. Collins: Metro staff has reviewed this proposal and offers the following comments. Water Quality The project site is adjacent to Duwamish River which has been designated by Metro as a major water body of regional concern where the protection of water quality is a high priority. Additionally, the Metro Council approved an 11 -point recommendation in the Duwamish Clean Water Plan to promote the beneficial uses of the river. Consequently, the renovation of the golf course should be made com- patible with the Plan by undertaking mitigating measures that will protect water quality, fishery resources and the general beneficial uses of the river. In light of this, Metro does recommend the following mitigating measures which are not limited to: - construction timing and staging; - provision for maintaining adequate setbacks and riparian vegetation; - temporary erosion and sedimentaion controls; - preventing toxic materials, petrochemicals and other pollutants from entering the surface waters; and - ensuring that public access to the river is not adversely affected.
