be kept apprised of this project. You are urged to contact the City Public
Works Department regarding the feasibility of any potential primary or alternative
truck routes in Tukwila; especially as it may affect Metro construction along
Interurban Avenue and small bridges.

DETERMINATION OF SIGNIFICANCE AND SCOPING NOTICE
Effective Determination Date: July 22, 1986
File: 2760 -31
Proponent: Kiewit Pacific Company, Al Corke
Description of Proposal: A grading permit to fill 16.5 acres in two phases
with about 300,000 cubic yards of material from I -90 excavation.
Location: 12514 Pacific Highway South, between Pacific Highway South and
34th Avenue South.
Based on an appeal of a mitigated determination of nonsignificance (issued
March 25, 1986) for the project the Hearing Examiner determined the proposal
likely to have a significant adverse impact on the environment. Therefore, an
environmental impact statement (EIS) is required.wnder RCW 32.21C.020(c) and will
be prepared. The environmental documentation for the project review may be
viewed at our office.
Significant impacts identified pursuant to WPC 197 -11 -444 include the following
topics:
1. Earth - The types and characteristics of materials used for fill should
be discussed. Changes in topography and soil stability impacts should be
identified and discussed. Mitigating measures to control impacts should
be identified.
2. Water - Impacts of filling and grading operations on Mill Creek should
be discussed and mitigating measures identified. Particular attention
should be given to any probable impacts on fisheries in the Creek.
3. Environmental Health - The impacts of increased noise, dust, odor
and glare on the surrounding community should be discussed and possible
mitigating measures disclosed.
4. Land Use -
a. Probability of induced land use changes resulting from
topographical alterations should be identified and mitigating measures
discussed.
b. The impact of filling on sunlight reaching surrounding properties
should be discussed and mitigating measures identified.
5. Transportation - The impact of large vehicles on the public transportation
system in this area should be examined. Truck routes, numbers of vehicles
and possible traffic improvements should be identified and discussed.
Agencies, affected tribes, and members of the public are invited to comment on
the scope (content of the EIS),. Comments well be accepted in writing only.
Written comments on the scope of the EIS must be filed within 21 days from the
above determination date.
