PROPOSALS
The objectives and the alternative means of reaching the
objectives for a proposal will be helpful in reviewing the
aforegoing items of the Environmental Checklist. This
information provides a general overall perspective of the
proposed action in the context of the environmental infor-
mation provided and the submitted plans, documents, suppor-
tive information, studies, etc.
1. What are the objective(s) of the proposal? To provide
facilities that will enhance the use of Bicentennial
Park and meet the needs of the users of the park.
Primary users of the park and adjacent trails are
picnicers, joggers, walkers and bicyclers.
2. What are the alternative means of accomplishing these
objectives? Provide temporary toilets fsani -cans) and
allow parking on the grass area within the Christensen
Road right -of -way.
Continue to tolerate unsafe parking conditions.
3. Please compare the alternative means and indicate the
preferred course of action: Temporary toliet facilities
are not aesthetically pleasing: they don't provide an
adquate place for .loggers to change clothes. Parking
on grass eventually kills the grass, especially in high
use areas and creates a muddy and dirty situation. which
decreases the usefulness of the parking area and does
not enhance the park on its use.
The preferred course of action is to construct a perman-
ent restroom facility and parking area as shown on the
attached drawings.
Park users also now park in adjacent private parking lots
and in the park cul -de -sac, which is unsafe for the
traffic flow.
