It was the consensus of the Council to excuse Councilmember Duffie from tonight's meeting. JOHN MCFARLAND, City Administrator; LUCY LAUTERBACH, Council Analyst; ROSS EARNST, Public Works Director; RON CAMERON, City Engineer; DOUG MICHEAU; Public Works Coordinator; DON WILLIAMS, Parks Recreation Director; LYNN DEVOIR, Parks Superintendent; STEVE LANCASTER, DCD Director; ANN SIEGENTHALER/MOIRA BRADSHAW, Associate Planners; TED RUTT, Police Department. Ted Rutt, Training Officer, DARE, announced the Winner of the Tukwila Jaycees and Arts Commission Wall Mural Contest and recognized all participants. The First Place winner was an 11 year old 5th Grader, Ian Ramos of Tukwila Elementary School. The Arts Commission held a competition of local area students to design a mural with the message of non violence. This mural will be made of tiles and placed under the overpass on Strander Blvd next to Bicentennial Park. The goal is to have it completed and ready for dedication by the end of the sunimer. None. Council President Ekberg inquired as to the Ftatus of the Policy Notebook on the Neighborhood Revitalizatio: Plan. Tukwila City Hall Council Chambers City Administrator McFarland responded that he's been waiting for the Council to provide the policies. Committee of The Whole Meeting Minutes May 8, 1995 Page 2 Citizen's Comments Councilmember Robertson commented that at the recent School (Neighborhood Revitalization) Board/Council joint meeting, the idea of leadership training for (Con't) students was discussed. He suggested the same training be afforded to citizens. PUBLIC HEARING Quasijudicial: Request for Street Vacation -E. Marginal Way McFarland said he had already discussed this idea with the Mayor. Though the name slightly differs; the idea is the same Tukwila Leadership Conference (TLC). However, he thinks it should be put on hold until a clearer definition is made as to the direction the Council wants to move. After the Council agreed that they were in favor of this type of training for Tukwila citizens, McFarland said he will provide a framework and the Council can proceed from there. Council President Ekberg opened the public hearing at 8:45 p.m. Ross Earnst, Public Works Director, explained that the petition was for vacation of a portion of East Marginal Way South right -of -way located southerly of the Boeing Access Road intersection. The petitioner's (Pradeep Sandhu) request will essentially vacate right of -way to the back of proposed sidewalk on East Marginal Way, an area of approximately 6,976 square feet. An appraisal of the area to be vacated is required in accordance with TMC 11.60.060 since the valuation exceeds $10,000. Roger 011enburg, 515 116th Avenue NE, Bellevue, the architect who is representing Mr. Mrs. Sandhu, stated that the property will be redeveloped to become a Chevron Gas Station with a Convenience Store and a car wash. It was previously a service station. He said the street vacation is designed to go to the back of the sidewalk. The design for the improvements on the street provide for sidewalks all the way around on both streets and the whole triangle. The Tukwila Gateway sign will be constructed at the northend area of the property. The plans are all being worked in cooperation with City requirements. He said permitting and construction is pending this street vacation. Elizabeth Springer, 13325 Macadam Road South, asked why is this property being vacated rather than leasing it. If it's leased and it doesn't work out, the City isn't dedicated to it. She said this vacation doesn't sound traffic friendly to the neighborhoods. Mullet asked had the value of this piece of property been established. Earnst responded that it is hoped Council would direct staff to prepare the ordinance, which will include having the property appraised to establish a value. Public hearing closed Council President Ekberg closed the public hearing at 9:02 p.m. REPORTS It was the consensus of the Council to forward the request for vacation of a portion of East Marginal Way South right -of -way to the next Regular Council for further deliberations and/or approval. Mayor Rants presented his First Quarter Reports for 1995. He said we began the first quarter with the initiation of the goal oriented management program reflected in the annual budget. Early efforts focused on working with the Council on implementing the Neighborhood Revitalization Project, oversight of the comprehensive plan development process and reviewing options for initiating a city -wide utility improvement program. Rants also reported that King County will be begin phasing in approximately two pools at a time over a four year period to the City. King County will pay the costs on a declining basis, i.e. for the first year they will pay full cost; the second year they pay 75 third year they pay 50 fourth year 25 then it's ours. Also, King County will keep Fort Dent Park, they will not relinquish the park to Tukwila Rants said he recently attended the Expert Review Panel for Airport Noise. This Panel represents the Puget Sound Regional Council and has been engaged to study the depreciable difference in airport noise since the adoption of PSRC's resolution in 1993. Rants said this issue appears to be going in a direction that might cause the City to re -think its involvement. The Mayor called attention to an issue he mentioned to the Council a few weeks ago regarding congestion pricing for employers. He Committee of The Whole Meeting Minutes May 8, 1995 Page 4 Reports (Con't) informed the Council that congestion pricing has now been deleted. It will not be voted on by the General Assembly. ADJOURNMENT 9:32 p.m. Hernandez reported that she has had two more citizens complain to her about the air traffic at Boeing Field. She forwarded the calls to Jack Frazelle who in turn will forward them to Alaska Airlines who is the air carrier for Boeing. Robertson requested that a brief report be given at the next Community Affairs Parks Committee meeting on the status of the grass on the ball field at Crestview Park. Council President Ekberg reminded the Council of the interviews scheduled for tomorrow night to fill the Council vacancy for Position 7 vacated by Joyce Craft. Ekberg said he will not be able to attend the meeting due to other commitments. MOVED BY ROBERTSON, SECONDED BY MULLET, TO ADJOURN THE COMMITTEE OF THE WHOLE MEETING. MOTION CARRIED.
