located at the southwest corner of Strander Boulevard and Andover Park West

Dear Mr. Beeler:
In our letter of 12 December 1985 the Seattle Audubon Society
requested that we be made a Party of Record for the proposal to extend
South 168th Street across the south end of Tukwila Pond (EPIC File No.
294 -75). Because of its significance in the drainage pattern of the
area and its role as a bird and wildlife feeding and resting area we
stressed that we were concerned about any development which would alter
the character of the Pond.
We have now been made aware of a proposal under which Tukwula Pond
would be filled and replaced by a shopping and office complex (EPIC
File No. 350 -87). We strongly support a determination of significance
for this most recent proposal. We request that we be made a Party of Record
for the proposed project and further request that we be provided with a
Scoping Notice on the proposal.

The Department of Parks, Planning and Resources has reviewed the above scoping
notice and would like transportation impacts to County facilities addressed in
the EIS;. for Andover Park Plaza. A new road connecting South 180th Street to
I -5 is proposed by the City of Tukwila. The connection will provide direct access
to South 188th Street within King County. This roadway is already congested.
The impacts of the Andover Park Plaza on South 188th Street and other County
facilities given the proposed connection should be assessed and any necessary
mitigation provided.

I would like to make the following comments on the Scoping Outline
sumitted by Stepan & Associates for the Andover Park Plaza.
An obvious major omission to- -the - -outline- -invo-ives= wildlife. - Such -a -
gross "oversight" is amazing considering that this subject should be
addressed in detail in any EIS involving the site. I would further
like to stress that any wildlife studies should be made for the period
of one year, and involve considerable attention to migratory species.
Observations during only one part of a year would present a very
narrow inventory and cannot show the useage of the pond and grasslands
by seasonal species.
Since the project involves the entire area of the pond, I would like
to suggest that the EIS include detailed descriptions for offsite
mitigation. My basis for this is due to the fragile and unique habitat
that will be destroyed by this development. Comments should include
specific mitigation sites and proposals for such mitigation. I believe
there are few, if any, sites in the area that can be modified (mitigated)
or improved to replace or duplicate the existing pond site. I would
further propose that the EIS identify a time schedtle for this mitiga-
tion. Ideally, the offsite mitigation should be complete prior to the
filling of the pond.
Mr; Pace, the scoping outline' contains omissions that I would not
expect from a company who!s job it is to prepare such documents and
EIS's. .I certainly hope that they are more attentive in preparation
of the final EIS.

Land Use: Discussion of alternative land uses on the site as it relates
to capacity of the site restrictions, soil conditions, traffic, surround-
ing land uses, and direction and intent of the Comprehensive Plan, and
preservation or replacement of environmentally sensitive areas.
Air: Disclosure of impacts on air quality as a result of this develop-
ment, including impact of no- action alternative. ,

proposed development, including discussion of the degree of impact of
this proposal compared to alternative development proposals.
Elements of the Human Environment Requiring Emphasis:
Transportation: Project analysis of the impact on the transportation sys-
tem with and without development; discussion of projected and proposed
improvements to the transportation system as a result of this proposed
development, and schedule of projects and corridors proposed for improve-
ment as a result of this proposal.
Public Services: Estimate of the increase in public services required as
a result of this development proposal, including cost /revenue analysis of
positive revenue benefit to the. City fo Tukwila as a result of this
development. Transit service enhancement or service direction and scope
changes will be discussed as a portion of public service impact associat-
ed with this proposal and the various alternatives to development.

Utilities: Disclosure of the adequacy of necessary utilities such as
water, sewer, stormwater facilities, electricity, telephone service,
natural gas, required -to serve the site, as well as any associated
off -site impacts upon such systems.
Aesthetics: Discussion of realistic alternatives to the proposed action
- as it relates to,existing and future use of the site as private proper-
ty as opposed to public use and enjoyment. Mitigation of perceived loss
of benefit due to alteration of the area of standing water on the site,
and proposed mitigation and alternative off -site mitigation to replace
public loss and enjoyment. Overall discussion of the result of the
proposed development as it relates to the coordination of mitigating
measures of landscaping, noise, light and glare mitigation measures,
off -site improvements and wildlife preservation project contribution, and
public use and recreation enhancement as a result of the proposed
development and the range of alternatives discussed.
Recreation: Discussion of potential enhancement of the opportunity for
public enjoyment and use of the site for recreational purposes compared
to the no- action alternative or the range of other development possibili-
ties that could occur on this site. Mitigation measures pursued for off -
site wildlife enhancement programs that have an effect on the recreation-
al opportunities as a result of this proposed development will be compar-
ed to the impact upon these programs if the no- action alternative is
taken.
Pedestrian Access: Discussion of the possibility of enhancement of
access to and within the site for each alternative, including benefit to
the overall pedestrian use of this site and adjacent sites as an alterna-
tive to motorized trnasportation requirements to achieve mobility within
the commercial core of the City of Tukwila. Discussion of the treatment
of pedestrian amenities and opportunity as a realistic alternative to
mandated reliance on motorized transportation for internal ciruclation.

Reference: Andover Park Plaza - Stockpile Permit
Dear Jack:
mentioned in our various conversations the last few weeks, we are
transmitting herewith six (6) copies of the stockpile plan and Environ-
mental Checklist for your review and approval. Our specific request is
to obtain City approval to stockpile approximately 200,000 cubic yards of
fill material on the north 350' of the subject property.
The material to be stockpiled will come from a mass grading project
located in South Puyallup. The material will largely be gravelly loam.
The distance of the travel is approximately 12 miles. The route will be
northerly along SR 167, west on S.W. 43rd Street - S. 180th Street, and
north on Andover Park West. We estimate that there will be approximately
25 truck trips per day. All trucks will enter from Andover Park West and
haul during off -peak hours. Maintenance of streets (clean -up) will be
provided on a daily basis by the applicant. The length of time included
to complete the work will be approximatley 3 months. The work will com-
ply with all City codes.
As shown on the enclosed plan, all stockpiled materials will be on
portions of the site that have been previously filled. If the proposed
mall development project is not approved by the City, the stockpiled
materials will be removed by the applicant and the site restored to its
natural condition. The applicant is The Cafaro Company.

of Strander Blvd. and Andover Park West, and is in the southwest quarter of the
northeast quarter of Section 26, Townshiu 23 North, Range 4 East, W.M., City of
Tukwila.

Yes, the site is designated "Special Development Considerations" area on the City's
Comprehensive Land Use Policy Plan Map which stipulates that any urban development
proposed for the area must respond sensitively to certain environmental factors.

1. Earth

site is classified Urban Land (Ur) per King County Soil
Survey, 1973, which indicates that the land has been
modified by disturbance of the natural layers with
additions of fill material from about 3 to more than
12 feet in thickness.
d. Are there surface indications or history of unstable
soils in the immediate vicinity? If so, describe.
No, based on a recent site reconnaissance, there is
no visible evidence indicating any unstable soils on
or in the immediate vicinity of the property.
. Describe the purpose, type, and approximate quanti-
ties of any filling or grading proposed. Indicate
source of fill. The estimated 200,000 cubic yards
fill material will come from a commercial project
located in the southwest quadrant of SR 512 and SR 161
in South Hill Puyallup. The material will largely be
gravelly loam.

Minor erosion could occur under severe rainstorm during
operation. However, installation of desiltation ponds
and filter fence at stormwater discharging points and
the limiting of operation to dry months will reduce the
impact of erosion to a minimum.

- example, asphalt or buildings)?
No impervious surfaces are proposed with this proposal.
However the ultimate development of the site will
have approximately 75% of the area covered with imper-
vious surfaces.
