Dear Mr. Beeler: In our letter of 12 December 1985 the Seattle Audubon Society requested that we be made a Party of Record for the proposal to extend South 168th Street across the south end of Tukwila Pond (EPIC File No. 294 -75). Because of its significance in the drainage pattern of the area and its role as a bird and wildlife feeding and resting area we stressed that we were concerned about any development which would alter the character of the Pond. We have now been made aware of a proposal under which Tukwula Pond would be filled and replaced by a shopping and office complex (EPIC File No. 350 -87). We strongly support a determination of significance for this most recent proposal. We request that we be made a Party of Record for the proposed project and further request that we be provided with a Scoping Notice on the proposal. Sincerely, ROBERT Y. The Department of Parks, Planning and Resources has reviewed the above scoping notice and would like transportation impacts to County facilities addressed in the EIS;. for Andover Park Plaza. A new road connecting South 180th Street to I -5 is proposed by the City of Tukwila. The connection will provide direct access to South 188th Street within King County. This roadway is already congested. The impacts of the Andover Park Plaza on South 188th Street and other County facilities given the proposed connection should be assessed and any necessary mitigation provided. An obvious major omission to- -the - -outline- -invo-ives= wildlife. - Such -a - gross "oversight" is amazing considering that this subject should be addressed in detail in any EIS involving the site. I would further like to stress that any wildlife studies should be made for the period of one year, and involve considerable attention to migratory species. Observations during only one part of a year would present a very narrow inventory and cannot show the useage of the pond and grasslands by seasonal species. Since the project involves the entire area of the pond, I would like to suggest that the EIS include detailed descriptions for offsite mitigation. My basis for this is due to the fragile and unique habitat that will be destroyed by this development. Comments should include specific mitigation sites and proposals for such mitigation. I believe there are few, if any, sites in the area that can be modified (mitigated) or improved to replace or duplicate the existing pond site. I would further propose that the EIS identify a time schedtle for this mitiga- tion. Ideally, the offsite mitigation should be complete prior to the filling of the pond. Mr; Pace, the scoping outline' contains omissions that I would not expect from a company who!s job it is to prepare such documents and EIS's. .I certainly hope that they are more attentive in preparation of the final EIS. Does the proposal lie within an area designated on the City's Comprehensive Land Use Policy Plan Map as environmentally sensitive? Yes, the site is designated "Special Development Considerations" area on the City's Comprehensive Land Use Policy Plan Map which stipulates that any urban development proposed for the area must respond sensitively to certain environmental factors. -3- TO BE COMPLETED BY APPL.NT • B. ENVIRONMENTAL. ELEMENTS 1. Earth a. ;General description of the site (circle.one): Flat, rolling, hilly, steep slopes, mountainous, other water body and wetland b. What is the steepest slope on the site (approximate percent slope)? 25% along the west. boundary c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. The entire site is classified Urban Land (Ur) per King County Soil Survey, 1973, which indicates that the land has been modified by disturbance of the natural layers with additions of fill material from about 3 to more than 12 feet in thickness. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. No, based on a recent site reconnaissance, there is no visible evidence indicating any unstable soils on or in the immediate vicinity of the property. . Describe the purpose, type, and approximate quanti- ties of any filling or grading proposed. Indicate source of fill. The estimated 200,000 cubic yards fill material will come from a commercial project located in the southwest quadrant of SR 512 and SR 161 in South Hill Puyallup. The material will largely be gravelly loam. f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Minor erosion could occur under severe rainstorm during operation. However, installation of desiltation ponds and filter fence at stormwater discharging points and the limiting of operation to dry months will reduce the impact of erosion to a minimum. g. About what percent of the site will be covered with impervious surfaces after project construction (for - example, asphalt or buildings)? No impervious surfaces are proposed with this proposal. However the ultimate development of the site will have approximately 75% of the area covered with imper- vious surfaces. Evaluation for Agency Use Only • h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: 1 ..Install temporary detention and filtering facilities per City standards. 2.Landscape or hydroseed all disturbed areas as soon as operation is complete. 2. Air a. What types of emissions to the air would result from the proposal (i.e., dust, automobile odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. Temporary adverse impacts on suspended particulate levels could occur in the site vicinity due to soil disturbance (dust) and hearty equipment exhaust emissions. b. SUPPLEMENTAL SHEET FOR ALL PROJECT AND NON PROJECT PROPOSALS The objectives and the alternative means of reaching the objectives for a proposal will be helpful in reviewing the aforegoing items of the Environmental Checklist. This information provides a general overall perspective of the _ proposed action in the context of the environmental infor -=-- — mation provided and the submitted plans, documents, suppor- tive information, studies, etc. 1. What are the objective(s) of the proposal? In anticipa- tion of the eventual development of 'the subiect property, the Applicant Cafaro Company. is seeking a temporary Stockpiling Permit from the City to place approximately 200.000 cubc yards of fill materials on the north 350' of the property. Meanwhile. the Applicant is conducting jzround survey. soil tests and engineering studies on the entire site in preparation for the development of a master plan for a major commercial /retail facility to be known as 'Andover Park Plaza'. :_ -- -- - 2.- What:-are the= al ternative - means: of accomplishing these _. objectives? The estimated 200.000-cubic yards of fill - - material currently - available to the Applicant is located ' - _ ir} South hill, Puyallup. Since this fill material is surplus from an on -going commercial development. it is mutually beneficial to both projects. However. if the subject property is not ready within a short time to receive this material, then the Applicant would have no alternative but to forego this bard -to- come -by opportunity with. regret-. 3. Please compare the alternative means and indicate the preferred course of action: Obviously. the. Applicant would vehemently prefer the proposed course of action since alternative means are virtually non - existing. Evaluation for Agency Use Only 4. Does the proposal conflict with policies of the Tukwila Comprehensive land Use Policy Plan? If so, what poli- cies of the Plan? We believe the subiect proposal does not conflict with the City's Comprehensive Plan policies since the proposed stockpiling area is located outside of the existing pond and its associated wetland areas. Proposed measures to avoid or reduce the conflict(s) are: Adhere to all mitigating measures outlined in the checklist and snake sure. during operation. that all equint and vehicles stay clear out of wetland and its fringe Habitats. -23- TEMPORARY : GRAVEL CONSTRUCT /ON ENTRANCE , EN1;ON': 9ri.AMrkT .act• kJ • MAI +(rATER LEVEL.
