Proposed Parking Lot - Amendment to SEPA and Shorelines
Applications
Dear Ann:
As we have previously discussed, our project at the present
time has been scaled down considerably to a parking lot on
Parcel E. We will not submit plans for a new building as
addressed on the earlier SEPA and Shoreline Application.
The Owner, First Interstate Bank, would like to provide for
their employees a paved parking lot. Presently, they park
on a gravel lot which will be the future site of a proposed
office building.
We also request amending the earlier SEPA and Shorelines
Applications. A separate letter will be prepared and
addressed to you.

P.14 - #12c:
An easement will be provided for pedestrian access to the
footbridge at the northwest corner. The vehicular easement
at the northeast corner is not part of this work.
P.15 - #14: Add the following comment:
"The proposed new parking lot will not increase traffic to
and from the site. The employees are presently parking on a
gravel lot which the Owner would like a new paved area.
Also there is no future staff increase to the existing
buildings. In fact, the number of employees have been
reduced in recent months due to the streamlining of
operations. Also the bank was a major contributor for the
traffic signal that now stands at the intersection of 180th
and Sperry Drive ".
P.16 - a & b: No water usuage is required for the proposed
parking lot.

RE: First Interstate SEPA, Shorelines, Design Review
Dear Mr. Parretta:
As we discussed in our meeting on March 1, 1991, the scope of the
proposed First Interstate project has been greatly reduced. The
revised proposal is to consist of a parking lot on Parcel E (the
northwest corner of the site), without the previously proposed
building addition.
The reduced scope of the project can be addressed through
amendments to the SEPA and Shorelines applications you have already
submittted. The following additional information is needed to
complete our review of these applications:
1. The Department of Community Development needs a letter
describing the revised project, including a request to
amend the existing SEPA and Shorelines applications.
2. Public Works requires additional information on:
• The project's relationship to 180th street widening
plans.
• Whether traffic and pedestrian circulation will change.
This can be in the form of an explanatory letter
amending the SEPA checklist.
• Hydraulics analysis, including investigation of possible
biofiltration swale locations.
3. All existing and proposed easements should be shown on the
site plan. These include:
• Water /sewer easement at wooden footbridge
• Pedestrian connection from wooden footbridge to 180th
• 180th street widening & sidewalk easement(s)
• Easement along the dike /trail.

As we have previously discussed, once the SEPA review is complete
we can schedule your Board of Architectural Review hearing. Design
review is still required for this project, due to the fact that it
is located within the shorelines area. The design evaluation will
be based on the Board of Architectural Review General Review
Guidelines, and consistency with Shorelines regulations and
Shorelines Master Program policies. Accordingly, the Design Review
application should include the following information:
1. Location of future sidewalks and planting strip. Public
Works will provide guidelines. Proposed landscaping along
180th should allow for these future improvements.
2. A pedestrian connection to the wooden footbridge and river
trail.
3. A 15' wide landscape strip along 180th.
4. The mean high water mark and 40' River Environment zone.
No parking may be located within this zone.
5. A vegetation buffer is required between the river and
developed areas, and should include shade trees, shrubs and
live groundcover.
Your design review application can be submitted at any time. A
complete application should be submitted at least 60 days in
advance of the desired hearing date.

Notice is hereby given that City of Tukwila, Department of Public
Works, who is the property owner of the below- described property,
has filed an application for a Substantial Development Permit for
the development of raising the dike an average of 2 feet to provide
additional flood protection along Christensen Road and the Green
River. The existing trail will be restored and 23 Maple trees will
be relocated along the project site. The construction is a
coordinated effort between the Army Corps of Engineers and the City
of Tukwila, within the N.E. quarter of sections 23 & 26 of Township
23 N. Range 4 W.M., in Tukwila, King County, Washington.
Said development is within 200 feet of the Green River. Any person
desiring to express his or her views or to be notified of the
action taken on this application should notify Darren Wilson,
Assistant Planner, Department of Community Development, City of
Tukwila, 6300 Southcenter Boulevard, Tukwila, WA 98188, in writing
of his interest within thirty days of the final date of publication
of this notice which is February 20, 1991. Written comments must
be received by Wednesday, March 20, 1991. This permit does not
require a Public Hearing.

18.72.010 Purpose. It is the purpose of this chapter
o authorize upon appeal in specific cases such variances from
the provisions of the zoning ordinance or other land use
regulatory ordinances as the city may adopt which will not be
contrary to the public interest and only where, owing to
special conditions, a literal enforcement of the provisions
of such ordinance(s) would result in unnecessary hardship.
(Ord. 1247 §1(part), 1982).
18.72.020 Criteria for granting variance permit. The
board of adjustment shall consider all requests for variance
from the zoning code; variance from the provisions of such
ordinances shall not be granted by the board of adjustment
unless the board finds that all of the following facts and
conditions exist:
(1) The variance shall not constitute a grant of special
privilege inconsistent with the limitation upon uses of other
properties in the vicinity and in the zone in which the prop-
erty on behalf of which the application was filed is located;
(2) The variance is necessary because of special cir-
cumstances relating to the size, shape, topography, location
or surrounding of the subject property in order to provide
it with use rights and privileges permitted to other prop-
erties in the vicinity and in the zone in which the subject
property is located;
(3) The granting of such variance will not be materially
detrimental to the public welfare or injurious to the prop-
erty or improvements in the vicinity and in the zone in which
the subject property is situated;
(4) The authorization of such variance will not adversely
affect the implementation of the' compreherfsive land use . policy
plan;
(5) The granting of such variance is necessary for the
preservation and enjoyment of a substantial property right

1. Identity: A system for identifying the location of each
separate portion of the business upon entering the site should
be established. Site development which does not properly .
identify buildings will delay emergency responses by police,
fire, and aid units. The system should be easy to understand
and obvious to the newcomer. (Good for customers too)
2. Security: Entrance doors should be capable of resisting
forcible entry equal to a wood, solid core door, one and
three - fourths inches thick. Doors should have quality locking
mechanisms with minimum one inch deadbolt locks. All exit
doors shall be openable from the interior without the use of
a key or any special knowledge or effert. The Crime
Prevention Unit should be contacted for information regarding
correct hardware usage (433- 1822).
3. Parking Layout: Parking for employees should be located so
that distances to buildings are minimized. These areas should
be easily surveyed from adjacent areas and windows.
4. Orientation of Windows: Windows should be located so that
areas vulnerable to crime can be easily surveyed by employees.
5. Lighting: Site development should utilize lighting prudently.
More light is not necessarily indicative of better and safer
lighting. Lighting levels should be carefully selected and
oriented so that points and areas vulnerable to crime are
accented.
6. Landscaping: Plant materials, such as high shrubs, should not
be located so that surveillance of semi - public and semi-
private areas are blocked. This will provide the opportunity
for crime. Sticker shrubs may discourage crime activities.
Low shrubs and umbrella trees (where the canopy is maintained
above five (5) feet from the ground) will allow surveillance
opportunities, hence reducing the potential for criminal

A proposed 2 -story office building, approximately 23000 s.f. per floot. This
building will be situated between two existing structures, owned by the same owner.
Within the proposed office building, a daycare facility and lunchroom will serve
the employees. Also the new structure will connect to the existing buildings,
thereby keeping the employees out of the weather. There will also be new parking
configurations and circulation due to the addition.
