RE: First Interstate SEPA, Shorelines, Design Review Dear Mr. Parretta: As we discussed in our meeting on March 1, 1991, the scope of the proposed First Interstate project has been greatly reduced. The revised proposal is to consist of a parking lot on Parcel E (the northwest corner of the site), without the previously proposed building addition. The reduced scope of the project can be addressed through amendments to the SEPA and Shorelines applications you have already submittted. The following additional information is needed to complete our review of these applications: 1. The Department of Community Development needs a letter describing the revised project, including a request to amend the existing SEPA and Shorelines applications. 2. Public Works requires additional information on: • The project's relationship to 180th street widening plans. • Whether traffic and pedestrian circulation will change. This can be in the form of an explanatory letter amending the SEPA checklist. • Hydraulics analysis, including investigation of possible biofiltration swale locations. 3. All existing and proposed easements should be shown on the site plan. These include: • Water /sewer easement at wooden footbridge • Pedestrian connection from wooden footbridge to 180th • 180th street widening & sidewalk easement(s) • Easement along the dike /trail. Mr. Bill Parretta First Interstate, 3/13/91 Page 2 As we have previously discussed, once the SEPA review is complete we can schedule your Board of Architectural Review hearing. Design review is still required for this project, due to the fact that it is located within the shorelines area. The design evaluation will be based on the Board of Architectural Review General Review Guidelines, and consistency with Shorelines regulations and Shorelines Master Program policies. Accordingly, the Design Review application should include the following information: 1. Location of future sidewalks and planting strip. Public Works will provide guidelines. Proposed landscaping along 180th should allow for these future improvements. 2. A pedestrian connection to the wooden footbridge and river trail. 3. A 15' wide landscape strip along 180th. 4. The mean high water mark and 40' River Environment zone. No parking may be located within this zone. 5. A vegetation buffer is required between the river and developed areas, and should include shade trees, shrubs and live groundcover. Your design review application can be submitted at any time. A complete application should be submitted at least 60 days in advance of the desired hearing date. ITEM COMMENT 1. Identity: A system for identifying the location of each separate portion of the business upon entering the site should be established. Site development which does not properly . identify buildings will delay emergency responses by police, fire, and aid units. The system should be easy to understand and obvious to the newcomer. (Good for customers too) 2. Security: Entrance doors should be capable of resisting forcible entry equal to a wood, solid core door, one and three - fourths inches thick. Doors should have quality locking mechanisms with minimum one inch deadbolt locks. All exit doors shall be openable from the interior without the use of a key or any special knowledge or effert. The Crime Prevention Unit should be contacted for information regarding correct hardware usage (433- 1822). 3. Parking Layout: Parking for employees should be located so that distances to buildings are minimized. These areas should be easily surveyed from adjacent areas and windows. 4. Orientation of Windows: Windows should be located so that areas vulnerable to crime can be easily surveyed by employees. 5. Lighting: Site development should utilize lighting prudently. More light is not necessarily indicative of better and safer lighting. Lighting levels should be carefully selected and oriented so that points and areas vulnerable to crime are accented. 6. Landscaping: Plant materials, such as high shrubs, should not be located so that surveillance of semi - public and semi- private areas are blocked. This will provide the opportunity for crime. Sticker shrubs may discourage crime activities. Low shrubs and umbrella trees (where the canopy is maintained above five (5) feet from the ground) will allow surveillance opportunities, hence reducing the potential for criminal behavior.
