The proposal is an ordinance adopting final zoning for the "Foster Island"
neighborhood, an approximately 2 -acre area consisting of five single family
homes. The ordinance would replace the existing temporary zoning designation
of R -1 -12.0 (Single Family Residential /12,000 square -foot minimum lot size)
with a final zoning designation of R -1 -7.2 (Single Family Residential /7,200
square -foot lot minimum).

Proposal affects an approximately 2 -acre area between South 139th
and South 137th, east of 53rd Avenue South, in the SW 1/4 Sect. 14,
Twn. 23, Rge. 4.
13. Does the proposal lie within an area designated on the City's Comprehensive
Land Use Policy Plan Map as environmentally sensitive?
Yes. Approximately 60 -70% of the area is designated as a "Class 2 Landslide
Hazard Area" with slopes of 15% or greater.
B. ENVIRONMENTAL ELEMENTS

Terrain varies from generally flat ground around existing homes to steep
slopes toward the back (west side) of each lot.

Yes. Area is classified as a "Class 2 Landslide Hazard Area," with
high erosion potential and underlain by relatively permeable soil,
and with a moderate landslide hazard.

There are approximately 5 -10 people currently living on site.
j. Approximately how many people would the completed project displace?
None. No change is proposed in land use or structures; zoning would remain
as Single - Family Residential.

A zoning designation of Single - Family Residential, which is
compatible with existing land uses, would reduce potential for
displacement.
1. Proposed measures to ensure the proposal is compatible with existing and
projected land uses and plans, if any:
Proposal would not change existing zoning designation of Single -
Family Residential. It would change the minimum lot size
requirement for the lots from 12,000 square feet (R -1 -12.0) to 7,200
square feet. This designation is consistent with the Tukwila
Comprehensive Plan, previous King County zoning, and existing
single - family uses around the site.
9. Housing
a. Approximately how many units would be provided, if any? Indicate whether
high, middle, or low-income housing?

b. Approximately how many units, if any, would be eliminated? Indicate whether

No improvements will be required as part of adoption of new zoning. There is
a potential for increased housing density due to the change in minimum lot
size, which may increase future need for street improvements. However, this
increase in density would be minimal (from a maximum of 8 potential
residences to a maximum of 12 potential residences).
e. Will the project use (or occur in the immediate vicinity of) water, rail, or
air transportation? If so, generally describe.
No.
f. How many vehicular trips per day would be generated by the completed project?
If known, indicate when peak volumes would occur.

No changes in vehicular trips directly attributable to this proposal
are anticipated. Future increases in housing density, due to the
change in minimum lot size, could increase traffic in the vicinity.
However, this density increase would be minimal.

Any necessary street improvements will be provided in the future at such time
as the existing lots are subdivided, pursuant to the Tukwila Subdivision
Ordinance and SEPA review.

As the proposal would result in a potential increase in housing
density for the area, the future need for public services to the
area may increase. However, this increase would be minimal, as the
minimum lot size would allow for a maximum of four additional lots.

Because these questions are very general, it may be helpful to read them in conjunction
with the list of the elements of the environment.
When answering these questions, be aware of the extent the proposal, or the types of
activities likely to result from the proposal, would affect the item at a greater
intensity or at a faster rate than if the proposal were not implemented. Respond

No increase in emissions or hazardous substances directly attributable to this
proposal are anticipated. Future increases in housing density, due to the
change in minimum lot size, could increase discharge to water and emissions
from traffic. However, these increases would be minimal, as the proposed
minimum lot size would allow for a maximum of four additional lots.

No effects on plants or wildlife are anticipated as a direct result of this
proposal for zoning. Future subdivisions made possible by the proposed zoning
designation may have impacts; however these would have to be addressed through
individual environmental review.
Proposed measures to protect or conserve plants, animals, fish, or marine life are:
None.
3. How would the proposal be likely to deplete energy or natural resources?
No depletion of natural resources directly attributable to this proposal are
anticipated. Future increases in housing density, due to the change in
minimum lot size, could result in increased consumption of natural resources.
However, this increase would be negligible, as the proposed zoning would allow
for a maximum of four additional lots.
Proposed measures to protect or conserve energy and natural resources are:
None.
4. How would the proposal be likely to use or affect environmentally sensitive areas
or areas designated (or eligible or under study) for governmental protection; such
as parks, wilderness, wild and scenic rivers, threatened or endangered species

Adoption of the proposed zoning designation would increase potential density
of development on existing lots, which could increase impacts to sensitive

Proposal would not affect shoreline use. New zoning designation of Single -
Family Residential would be compatible with existing land uses on site and in
vicinity.

This proposal will not directly affect demand for public services, transportation
or utilities. Future subdivisions made possible by the zoning change may increase
demand for these services; however, such impacts would be addressed through
environmental review of individual projects.

E. SUPPLEMENTAL SHEET FOR ALL PROJECT AND NON PROJECT PROPOSALS
The objectives and the alternative means of reaching the objectives for a proposal will
be helpful in reviewing the aforegoing items of the Environmental Checklist. This
information provides a general overall perspective of the proposed action in the
context of the environmental information provided and the submitted plans, documents,
supportive information, studies, etc.
1. What are the objectives of the proposal?
To adopt a final zoning designation which will allow for an increase in
housing density while preserving existing property values, land uses and
neighborhood character.
2. What are the alternative means of accomplishing these objectives?
Alternatives to this proposal would be to increase the minimum lot size to
9,600 square feet or to adopt the existing minimum lot size of 12,000 square
feet. Another alternative would be to adopt a Multi - Family zoning rather than
a Single - Family zoning designation.
3. Please compare the alternative means and indicate the preferred course of action:
A minimum lot size other than 7,200 square feet as proposed would not be
consistent with previous zoning or the zoning of surrounding residences. A
designation other than Single - Family Residential would not be consistent with
the Comprehensive Plan nor with previous zoning.
4. Does the proposal conflict with policies of the Tukwila Comprehensive Land Use
Policy Plan?
No.
