Box 88314 Tukwila, WA McCANN PROJECT #452 Dear Mr. Hunt: In response to your letter of 16 February 1979, the procedure required under W.A.C. 173 -14 -110 requires that the location, dimensions and elevations of any proposed building be included in the application. General master application such as the one issued to Southcenter South Industrial Park are no longer approved of by the Department of Ecology. Since the Washington Administrative Code is enforced by both the State and the City of-Tukwila, the application must be considered either an incomplete appli- cation for a Substantial Development Permit to fill and construct future commercial buildings or a complete application for fill only with the future commercial build- ings requiring additional Shorelines Substantial Development Permits. The application as submitted is not specific enough to begin processing. A clarification must be made by either limiting it to fill or providing additional information concerning the location, dimensions, and elevations of the building.
