BACKGROUND In the summer of 2008, the cities of Tukwila, SeaTac, Renton, Burien and Des Moines, King County and members of WSDOT, Sound Transit and the Cascade Bicycle Club joined together to create a vision for a vital east -west multi -use trail connecting Lake Washington in Renton to the Puget Sound in Des Moines. Attachment A, is a "fact sheet' or overview of the project. The entire length of the Lake to Sound Trail will utilize existing paved trails, bike lanes, and sidewalks as well as adding additional trail connecting segments. The long -term future focus of the Lake to Sound Trail is to enhance the route with the goal of separating trail users from vehicular traffic as much as possible. The trail will connect three existing paved trails to make the journey and it will be roughly 17 miles long when it is completed. The cities and county have been meeting regularly as we worked through various grant processes and design studies funded by the King County Parks Expansion Levy. Utilizing the 2009 awarded federal grant from the Congestion Mitigation and Air Quality (CMAQ) Program, the management team was able to progress from conceptual studies to the currently designed 30% construction drawings. In Tukwila, the Lake to Sound Trail will have easy access from the Interurban and Duwamish /Green River trails. The proposed route will actually use a portion of the Duwamish /Green River Trail as the trail enters the City of Tukwila under the railroad tracks at the north end of Fort Dent Park and travels "west' to Southcenter Boulevard past Tukwila City Hall to the City of SeaTac. This linkage is a great opportunity to create an east -west connector trail as identified in the 2008 Parks, Recreation and Open Space Plan (pages 46 -49). There is enough funding for Segments A and B for 100% design and permitting. Segment A (Attachment B Renton to Tukwila) and Segment B (Attachment C SeaTac to Burien) were selected because they are the most viable or currently most "ready to construct' portions of the entire Lake to Sound Trail. Actual construction of these two segments is dependent upon additional future funding. 21 INFORMATIONAL MEMO Lake to Sound Trail Page 2 June 7, 2011 Attachments D, E and F are the 30% drawings for the Tukwila portion of Segment A for the Lake to Sound Trail. To get to this level of design it means that the management team and consultants have agreed upon the most realistic route to be designed, the two segments have been surveyed, the potentially best option for constructing the trail is preliminarily designed and ready for public comments. Attachments G (postcard) and H (poster) are a couple of promotional items that are currently being mailed or posted around Tukwila and Renton. On June 23, there will be an Open House for the public to review the 30% plans, discuss the plans with the management team and consultants, and to have an open discussion and comment time as a group. The Lake to Sound Trail Open House will be held from 5:00 to 7:00 pm in the meeting room at Starfire Sports indoor facility. At the completion of 30% design, the partner agencies will issue an environmental determination. King County anticipates a determination of findings for Segment B in April 2011, and a determination of findings for Segment A in July 2011. We want to hear from you.
