(c). This decision was made after review by the lead agency of a completed
environmental checklist and other information on file with the lead agency.

COMMENTS:
The following conditions are placed upon this property:
1. Large hardy shade trees at a maximum of 30 fget on center such as
sycamore, maple, willow, oak, beech, walnut, ash, alder, popler,
cottonwood, birch or black locust are to be placed along the river.
(Shoreline Program, p. 6.3, item 3 a) To be completed by time of
occupancy.
2. All perimeters of land fills shall be provided with erosion control.
(Shoreline program, page 6.2, item 10) To be completed by time of
occupancy.
3. All waste handling of toxic materials is to be reviewed and approved
by METRO prior to issuance of a building permit to guarantee that no
toxic materials will reach the river.
COMMENT: Although not a requirement, the City of Tukwila at some future date
would like to develop a pedestrian trail along the river. This is
offered as information only.

Environmental Checklist:
International Sales Shoreline Permit
The following is a brief chronology of the progress of the environmental
review for the proposed International Sales warehouse on South 143rd Street:
1. Application, for a Shoreline Permit was made by International Sales on
18 August 1977. An environmental checklist was submitted therewith.
2. Environmental checklist was reviewed by the Engineering Department
(23 August 1977), Building Department (24 August 1977), and the Fire
Department (24 August 1977).
3. Based on the review of the questionnaire by the Planning Division and
that of other City departments, a request for additional information
was made on 31 August 1977. .
4. Additional information was submitted by the applicant in part on 23
September 1977 and again on 26 September 1977..
5. Review of the additional information was completed on 30 September when
the Fire Department completed their examination of the list of explosive
and toxic substances proposed to be used or stored on the site.
Based on the . threshold determination criteria specified in MAC 197- 10- 360,-I offer
the following report on the proposed action:
FINDINGS:
1. The proposed project entails the construction of 20,000 square feet of ware-
house space and 4,000 square feet of office space with associated parking
area on a 4.5 acre site at the intersection of Maule Avenue and South 143rd
Street. .
2. The site is currently undeveloped and is characterized by, brush on the southern
two - thirds of the site and tall cottonwood trees on the northernmost one -third
near the edge of the Green River.
3. Approximately 5,600 cubic yards of fill will be imported for the building and
parking sites.

4. All lands designated for building and parking area will be cleared of vege-
tation. Vegetation lying within 200' of the river will be left in its
natural condition except for that area where the storm drain will be .located.
5. The following list of materials will either be handled or stored on the site:
Class IA - 1,100 gals.
Class IC - 400 gals.
Class II - 1,000 gals.
Class III - 1,000 gals.
Class III - 4,000 gals.

6. The ordinary high water mark at 9000 c.f.s. occurs at 15.7 feet.
7. Distribution of goods from the warehouse facility will occur by truck. 15
truck trips are anticipated daily by the applicant. Staff feels a more
realistic figure may be 25.
Parking space required by code is approximately 33 stalls.
CONCLUSIONS:
1. Although the proposed action represents a change in land use from undeveloped
to warehouse activity, the change is occurring on the least sensitive part of
the site, i.e., that portion of the site located over 200 feet from the river.
2. The most sensitive area on the site is that area located along the river.
Except for the proposed storm drain pipe, this area will remain in its natural
state.
3. No significant adverse impact appears likely to the natural environment as a
result of this project. .
4. No significant adverse impact to the human environment appear likely as a
result of this project.
RECOMMENDATION:
Based on the above Findings and Conclusions, the Planning Division recommends
that an EIS not be done. It should be noted on the negative declaration, how-
ever, that this environmental review pertains only to the proposed development .
and not to any expansion on the lot.

1977. Here there is a list of materials to be stored and /or handled
which may be considered as a risk factor.

soon as possible.

proposed facility.
The explanation of the Risk of Upset (Item #10) does not appear
to be entirely accurate. In my conversations with representatives from
International Sales, I am under the opinion that their entire operation
deals with flammable, reactive and possibly explosive material (Methyl-
Ethyl Ketone Peroxide). In view of the close proximity to dense
population (residences and the Riverside Inn), I suggest that a more
detailed, definitive description of the entire operation and building
contents be submitted for review before any approval is considered.

to the Plat thereof, fixed in Volume II of Plats, Page 24, Records of King
County, Washington, except the portion thereof lying north easterly of a
line beginning on the southwest line of Lot 1 at a point 72 feet south easterly
of the most westerly comer of said lot and extending from said point north
westerly line of lot 1 and the projection thereof to the northerly boundary of
said lot 1.

Section 11, #3: Outfall and drain will be as specified by King County Hydrotics,
The Attached sketch of bank stabilization and flow restriction as required by King
County represent methods to be employed. The outfall will contain a flap gate
(with head calculations) as designed by the civil engineer and approved by the County
as required by the Flood Control Permit. In addition a concrete recessed headwall
and a 5° to 10° offset will be designed at the discharge.
Section II, #4: The site will be left in its natural state with the exception of areas
cleared and filled as indicated in the attached sketch. Cleared /filled areas not
covered by pavement will receive a ground cover not yet determined. If required by
the City, ground cover may be subject to approval prior to issuance of a building permit.
Section II, #10: The following is a list of materials to be stored and handled which
may be considered as a risk factor:

4 p.m. Most truck activity will be of the "van" type with occasional "semi" being used.
Shoreline Management Permit:
1. The enclosed drawing indicates estimated ordinary high water mark based on
site observation and survey data available to date. Ordinary high water at
9000 c.f.s. occurs at +15.7 feet. The owner wishes to receive approval of the
Shoreline Management Permit and Environmental Check List before authorizing
further expenditures for design and engineering services. If required by the
City, we would request that approval be granted subject to positive verification
of the high water line based on more complete survey data prior to issuance
of a building permit.

Section 1, #6: The facility is a distribution warehouse with associated office space for
management, clerical and sales personnel. 20,000 square feet of warehouse space and
4,000 square feet of office space will be provided. Distribution of goods will be
occurring throughout the day by truck as outlined under. Section II, it3 below. Auto-
mobile traffic will be as required for 25 staff and management personnel. Approx-
imately 16,000 square feet of parking will be provided. Materials stored will be
gaskets, sheet goods, miscellaneous hardware items, rope, wire line and similar
materials as well as paints, resins and thinners listed under Section II, #10 below.
Section II, #1: The attached drawing indicates extent of land to be cleared which
is the same as extent of land to be filled. Volume of fill is approximately 5600 cu. yards.
Type of fill is to be engineered fill as approved by the project's soils engineer. Exact
composition and origin of the fill material cannot be determined until after the bidding
process is complete as fill selection will be at the contractors discretion subject to the
approval mentioned above. Availability and location of material cannot be determined
this far ahead of bidding. Similarly the manner of fill (lifts, equipment used, etc.)
will vary with fill material selected and must be specified after the engineers analysis
and approval of material submitted. Building and parking areas will be compacted to
95% of optimum density with planting and bank areas compacted to 35% max. density.

Dear Mr. Gudger:
This office, as well as other affected departments, has reviewed the Environ-
mental Questionnaire submitted in conjunction with application for Shoreline
Management Substantial Development Permit for the International Sales proposal
located at the junction of Interurban Avenue and South 143rd Street in Tukwila.
A determination of the project's significance cannot be made without additional
information and the application for Shoreline Permit also requires additional
information, both as outlined below.
Environmental Questionnaire
Section I, #6: The description of the proposal, in this particular case, is
insufficient to provide appropriate insight as to the details of the facility's
operation.
Section II, #1: Please submit sufficient data and drawing to indicate extent
of site to be cleared, area to be filled, amount and type of fill, origin of
fill, and manner in which fill is to be accomplished. (This should address
building /parking areas as well as storm drain line and outfall.)
Section II, #3: Please submit a cross - section depicting proposed storm drain
line and outfall as well as manner of bank stabilization.
Section II, #4: How will the site be treated in terms of landscaping?
Section II, #10: To sufficiently determine the impact in this respect, please
provide a detailed description of the materials /chemicals to be handled or
stored, their degree of flammability /explosiveness /toxicity, and manner of
protection to be employed to preclude damage to both the natural and human
environments.

Section II, #13: Please provide an estimated number of anticipated vehicle
trips, particularly trucks, and peak trip hours. Also, the site plan indi-
cates the ingress /egress point to cross Maule Avenue, an unimproved public
right -of -way. To avoid potential problems associated with this fact, we
suggest such ingress /egress point be moved easterly to intersect with South
143rd Street.
Shoreline Management Permit
1. The site plan must include the location of the ordinary high water mark,
that is, the entire length of such line rather than the river's edge or
random elevation points.
2. Please include the cross - section of the storm drain line and outfall as
well as manner of bank stabilization.
3. Please indicate the manner of treatment of the River Zone (40 feet land-
ward measured on a horizontal plane from the ordinary high water mark).
4. Please provide a legal description of the site for which the permit is
requested.
As previously stated, a determination of the project's significance cannot be
made without the additional information described or requested above. In addi-
tion, the supplemental information regarding the Shoreline Management Permit is
necessary to the application and said application will be held in abeyance until
such time as a Threshold-Determination of the project's significance is made in
accordance with the State Environmental Policy Act guidelines and Tukwila ordi-
nance #986.
