SUBJECT: Salant /Mora Apartment Complex (66 -unit)
FINDINGS:
1. The proposal is for 2 apartment buildings; Building D contains 39 units,
Building E contains 27 units for a total of 66 units proposed.
2. The size of the subject site is approximately 1.9 acres.
3. Access to Building D is from South 152nd Street.
4. Access to Building E is from Macadam Road.
5. Exterior of Buildings D and E are basically identical in design and
building materials to those of previous Salant /Mora proposal across
South 152nd Street.
6. The site is zoned RMH.
7. As a result of the proposal:
— the topography of the site will be affected, and the soil will be
displaced and /or disrupted;
— the ambient air quality will be adversely affected;
the rate of surface water runoff will be increased, and the rate
of groundwater recharge will be decreased;
— the site's existing vegetation will be removed for the most part;
following development, it will be replaced with landscaping;
— wildlife habitat on the site will be diminished;
— noise levels on the site will increase;
— approximately 66 families or 126 persons will be added to the popu-
lation of the City;

— 66 housing units will be added to the housing stock of the City;
— additional vehicular traffic will be generated (approximately 259
average daily vehicle trips); 100 parking stalls will be created;
— development will increase the need for fire, police, and other public
services to this site;
— development will result in need for water, sanitary and storm sewer
utilities, as well as power and telephone utilities;
— and, addition of 126 people will create need for recreation space
and facilities.
8. Southernmost curb -cut to south parking lot is located approximately 180
feet from intersection of Macadam Road and South 152nd Street.
CONCLUSIONS:
1. The proposal of 66 units on 1.9 acres represents about 35 units per acre.
This density is equal to or greater than most apartment developments in
the City.
2. The present condition of the site is vacant. The change to apartment
development represents a significant change in use.
3. Although the intensity of the proposed development is quite high, the scale
of the proposed development is not (only 1.9 acres).
4. There does not appear to be any major or significant adverse environmental

I. BACKGROUND
6. A sixty -six (66) unit multiple family dwelling consisting
of two (2) wood frame buildings, each being three (3)
levels and with natural wood exteriors. Building "D"
to have 13 units per floor (6 one - bedroom and 7 two bed -
room units) for a total of 39 units; Building "E" to
have nine units per floor (3 one - bedroom and 6 two -
bedroom units) for a total of 27 units. Parking spaces
will be provided for 100 vehicles.
7. Subject property lies on the southeast corner of the inter-
section of Macadam Road South and South 152nd. The western
boundary extends southerly from So. 152nd along Macadam
Road So. approximately 541 feet; the southern boundary
extends northerly approximately 364 feet to So. 152nd and
382 feet along So. 152nd to the intersection of Macadam
Road. The property ranges from less than 1/2% slope to
approximately 14% slope in its steeper portion. The site
is undeveloped and is mostly grass covered with a few
deciduous trees.
II. ENVIRONMENTAL IMPACTS
1. Earth
a. No. The site will only be graded as shown by the finish
contour lines on the site plan. The site selection is
suitable for the structures and development planned.
h. Approximately 58% of the site will be graded to accom-
modate roads, utilities, and buildings. Total material
moved is estimated at 1,400 cubic yards and total fill
is estimated at 1,400 cubic yards, balancing one another.
The cut will not exceed 8 feet on any part of the site
(see attached site plan).
c. Yes. A small amount of grading will be done to accom-
modate the parking lots and building according to the
engineer's grading plan.

2. Air
a. Approximately 100 cars will be associated with this
development and will contribute to CO, NOx and SO2
emissions found in the ambient air. Unit heating
will be electric base board heat. Temporary deter-
iorations will occur during construction due to
dust and auto emissions.

may be encountered with machinery and street paving.

b. Yes. Grading and impervious surface applications
will change the absorption rates on approximately
58% of the site. Storm water run -off will be con -
trolled by an on -site storm system.

flow into the open ditch drainage system provided by
the City along Macadam Road South.

ferns, grass and a few deciduous trees.

traffic on South 152nd Street and Macadam Road So.
(bordering the site on the north and west sides, res-
pectfully). During the course of construction, noise
levels will increase due to an increase in daily res-
idential traffic estimated at approximately 259 aver-
age daily vehicle trips.
7. Light and Glare,
a. Yes. Street lighting, . vehicle headlights and exterior
interior home _lighting will result from this development.
8. Land. Use
a. No. The land is zoned PJ1H.
9. Natural. Resources
a. Yes. Home construction will use materials and energy
of the South Seattle area. Multiple family dwellings
use less materials than single family housing due to
common walls and roof, etc, which constitues consider-
able savings in the use of natural resources.

in the immediate area. However, the development's
amenities will provide residents with use of a swim-
ming pool and recreation building.

single family residences. The sharing of double
insulated party walls and the close proximinity of

ground to the site.
