CONCLUSIONS: 1. The applicant is requesting, at this time, a fill permit to authorize surcharge of the site while plans for development are being made. Hence, both the fill and building permits should be covered under this review. 2. Development of the site will be generally-characteristic of surrounding parcels; i.e., multi - tenant warehouse facility with assciated office space. As such, the impact of the proposed 'land use, with respect to. all relative factors (such as traffic, air, utilities, etc.) is non- ' significant. 3. Commitment of this parcel of land to the proposed land use was made long .ago at the time of platting and installation of services. The proposed surcharge, therefore, is merely consequential to those-pre- vious major actions and, as'such, is a non - significant' action neces- sary to facilitate development of the site as anticipated. . RECOMMENDATION: Based on the Conclusions outlined above, I recommend a Declaration of Non - Significance be issued for the above- referenced project.
