CITY COUNCIL BRIEFINGS
Monday, May 8, 1995 6:00 p.m.
MINUTES
Present: Mayor Rants; Councilmembers, Joan Hernandez, Dennis Robertson,
Allan Ekberg, Council President; Steve Mullet, Pam Carter.
Staff: Steve Lancaster, DCD Director; Ann Siegenthaler, Moira Bradshaw, Associate
Planners; John McFarland, City Administrator.
Absent: Councilmember Joe Duffie
Council President Ekberg called the meeting to order and led the audience in the Pledge of
Allegiance.
The meeting opened with Councilmembers discussing the Comp Plan Schedule. Robertson
suggested that as many Tuesdays as possible be reserved to continue any residual discussions
from Monday nights meetings. A quick review, however, showed that most of the Tuesdays in
May were already accounted for. Mayor Rants recommended (consistent with staff) that the
Council adhere to the existing schedule so that staff will have enough lead time to fulfill their
commitments.
After a brief discussion, the Council agreed that the Fifth Monday night of this month (which
falls on a Tuesday due to the Holiday) will be set aside to begin deliberations on the following
sections: Introduction, Vision Statement, Roles and Responsibilities, and Annexation. These are
tentative, of course, and can be rearranged accordingly. The next deliberations will focus on
Tukwila South, Community Image, Transportation Corridors, Natural Environment, Community
Resources, and Shorelines. All Tuesdays in June (6:00 9:00 p.m.) have been reserved for
carryover of deliberations from Monday nights Council should they become necessary.
Steve Lancaster, DCD Director, stated that he will check with his staff to see how it will impact
their availability (on specific issues) if the schedule shifts by one meeting.
Councilmember Robertson requested that a log of Council requests (informational and action
items) be kept so that issues that need follow -up don't get lost in the shuffle.
Mayor Rants suggested that council consensus be acquired when additional information on major
issues is requested so that staff is dealing with the Council as a whole and not individual
personalities.
Mullet called attention to a request of which he had not gotten a reply, i.e. he wanted clarification
on non conforming uses that might arise from the change in definitions. Siegenthaler said staff
has noted this request and at the appropriate time during this process it will be addressed. Mullet
said he would prefer that the information is distributed to the Council when it's ready and not
hold on to it for presentation purposes. This would allow time for Council review. Siegenthaler

said she will get with Lucy Lauterbach to review the log. Another request that has not been
answered is the one regarding how much it cost in 1994 to enforce adult entertainment. Though
it does not pertain to the Comp Plan, it's one that was lost somewhere in the pile. Ekberg said he
had also requested colored maps of the old Comp Plan. Siegenthaler stated that they don't, at
present, have the capabilities to produce the existing, old Comp Plan map (in color) on a small
scale; however, the other maps can be easily generated via the computer. There are large, black
and white existing Comp Plan maps available, however, which show all the designations.
Siegenthaler requested Council approval for the May 15 Comp Plan agenda which included
Utilities, Transportation, and Capital Facilities as the elements for discussion on that night. The
Council found that difficult to do because they didn't have a logbook before them that could give
them a clear picture of what's ahead. Siegenthaler said on May 22 the briefing will focus on
Urban Center, Manufacturing/Industrial Center, Economic Development, Residential
Neighborhoods and Housing.
Robertson said those issues might prompt a lot of questions because they are key issues. He
wants to be sure that a clear understanding is gotten by all councilmembers prior to deliberations.
Ekberg asked if elements could be switched from one meeting to the next to fit the occasion.
Ekberg also inquired if a follow -up meeting could be held in DCD Conference Room on the
same night as Open House, should that be necessary.
Siegenthaler responded that staff schedules had already be set in place. Specifically, staff will be
attending Open House on May 23 and will not be available to accommodate the Council if the
Council met in a carryover meeting.
After much discussion, and at the Mayor's urging, Lancaster stated that he will check with his
staff regarding the scheduling process and get back with the Council as soon as possible.
Ekberg suggested that some kind of timing device be purchased to be used during the public
hearings. Preferably, one that is visible to the speakers so they can monitor themselves.
Moira Bradshaw briefed the Council on the following elements of the Comp Plan:
Tukwila South
Community Image
Transportation Corridors
Natural Environment
Community Resources
Siegenthaler briefed the Council on the Shorelines element of the Comp Plan.
As Bradshaw explained the Goal Policy Recommendations, which is to enhance and enlarge
Commercial/Industrial Land Supply available within the Puget Sound Urban Area,
Councilmember Robertson referenced a letter the Council had received from a group called The
Friends of Johnson Creek (FJC). Members of the FJC have attended past Tukwila Tomorrow

meetings where the proposed South Annexation Area was discussed. The letter stated that
Tukwila Tomorrow has endorsed a plan that would upzone most of the southern annexation area
from Agricultural use to a Commercial/Industrial mix. FJC feels that it would be a grave mistake
to lose this open space to industry. Bradshaw and Siegenthaler stated that they had never seen
this letter.
