1. Proper .on site erosion control methods to be approved by Public Works
prior to permit issuance.
2. Performance or cash bond to guarantee site replanting with field rass
to be received in the amount of $2,000 prior to issuance of permit.
Seeding to be completed by September 1, 1978.
3. The present soils on this property'are questionable for building on.
The issuance of this grading permit in no way commits the City to future
issuance of any building permits without a full soils investigation and
report at the owners expense as well as full compliance with the report
by the owner prior to building.
4 Enter into an agreement with the City agreeing to participate equitably
in sharing the costs of any storm water system improvements in the area
at such time as initiated by the City. The exact wording of the agree-
ment to be prepared by the Tukwila Public Works Department. This agree-
ment is to be executed fully and recorded prior to.issuance of any permit.

SUBJECT: THRESHOLD DETERMINATION: McLees Development
The attached Environmental Checklist and related drawings have been submitted by
Mr. Gerald McLees in pursuit of a Grading Permit at the site, 4512 South 134th
Street. Additional information was requested by letter dated 8 February 1978;
the applicant responded on 14 February 1978. I offer the following as an aid in
arriving at a Threshold Determination.
FINDINGS:
1. Although the proposed action is issuance of a grading permit, the develop-
ment to be facilitated by the grading permit must be addressed at this
point. (Reference: WAC 197 -10 -060 E2]).
2. Virtually the entire site ( ±94,000 square feet) is proposed to be graded
and /or filled.
3. A soils report was requested 2/8/78; a "soils description" was supplied
2/14/78. The Building Department deems the information submitted to be
inadequate.
4. Existing storm drainage and erosion rates will be adversely affected during
and immediately following grading /fill activity. Development will signifi-
cantly increase rate of runoff. Public Works Department indicates storm
drainage has historically been a serious problem in this vicinity.
5. Access to site (for development) is limited to a single 30 -foot wide easement
of narrow improvement; Fire and Public Works Departments are concerned as to
adequacy.
6. Development is subject to conditions of Ordinance #743 (copy in file). Poten-
tial uses have been described by the applicant in UBC occupancy terms.

CONCLUSIONS:
1. The proposed action (including scope of development) represents a significant
change in land use due to the extent of grading /filling activities and
described development.
2. Significant adverse impact to surrounding neighborhood may occur as an
indirect result of described development.
3. Significant adverse impact to existing storm drain system may occur as a
direct result of grading /filling activities and as an indirect result of
described development.
RECOMMENDATION:
Based on the extent of change in use of the land, the intensity of change,
and the reasonable probability of significant adverse pollutional impacts
(erosion and storm drainage) as well as impacts to the human environment
(land use and traffic) I recommend an Affirmative Threshold Determination
be issued for this project.

6. Sewer installation and regrading of approximately
940 00. square feet to establish contours which are
compatible with the existing elevations and future
construction plans. Cut and fill materials are
anticipated to balance. Existing drainage patterns
will remain. Existing ground cover of grass will
be restored to preserve absorbtion rate.
7. Existing parcel as described by the attached legal
description of Fostoria Garden Tracts. Consists of
a site covered primarily with grass and some shrub
alder on the Westerly boarder. -There is a bank that
is partially wooded. All grading will be within the
boundries of the site. Modification to the West bank
will be limited to the removal of the driveway. The
balance of thesite will be regraded. The existing
drainage pattern is to the Northeast direction on
Parcel "A" to "B ", and "B" to the West half of Parcel
"C ". The East half of "C" flows to the East. Excess
run -off flows into the drainage ditch along South
134th Street.
II.
1. (b) Disruptions, displacements, compaction and over -
covering will occur during grading within the site
boundries, but not in areas affecting existing
structures.
1. (c) Topography will be altered with positive effect to
existing run -off patterns. New relief features will
compliment the site and the future building programs.
1. (e) Temporary erosion may occur during grading if severe
rainfall occurs prior to the growth of the ground cover.
Field precautions will be taken to minimize excess
run -off and erosion.
